REPORT ITEMS City of Santa Rosa Regular Meeting Minutes Page 11 of 18 City Council Regular Meeting Minutes - Final January 9, 2018 15.1 REPORT - FISCAL YEAR 2016-17 MEASURE O ANNUAL REPORT BACKGROUND: Ordinance 3680 added Chapter 3-26 to the Santa Rosa City Code establishing a special transactions and use tax known as Measure O. Each year an Annual Report is prepared by City staff, reviewed by the Measure O Citizen Oversight Committee and presented to the City Council reporting on revenue, expenditures, and accomplishments during the past fiscal year. RECOMMENDATION: It is recommended by the Finance, Police, Fire, Recreation and Parks Departments, the City Manager’s Office and the Measure O Citizens’ Oversight Committee that the Council, by motion accept the Measure O Annual Report for FY 2016-17. On September 29, 2017, the City of Santa Rosa released a Request for Qualifications for the Measure O Cycle IX CHOICE Grant Program with $736,700 in available funding per year of the two-year cycle from January 1, 2018-December 31, 2019. Staff will present the funding recommendations from the Grant Review Team. RECOMMENDATION: It is recommended by the Office of Community Engagement and the Community Advisory Board that the Council, by motion, accept a report from the Community Advisory Board regarding the Community Improvement Grant Program and receive the report on the outreach process for community input on the Capital Improvement Program. This meeting complies with Charter requirements relative to posting and being held prior to the City Council goal setting meeting. It also marks the kick-off of the FY 2018-19 budget process. RECOMMENDATION: It is recommended by the Finance Department, that the City Council hold a public hearing on budget priorities and consider written and oral comments as part of future budget deliberations. Both properties are currently developed with single family residences. Once annexed, both homes will be allowed to connect to City sewer service. RECOMMENDATION: It is recommended by the Planning Commission and the Planning and Economic Development Department that the Council introduce an ordinance to Prezone the properties located at 3747 and 3753 Chanate Road to the R-1-6 (Single-family Residential) zoning district.
