CALL TO ORDER AND ROLL CALL Mayor Coursey called the meeting to order at 12: 06 p.m. Present: 7 - Mayor Chris Coursey, Vice Mayor Chris Rogers, Council Member Julie Combs, Council Member Ernesto Olivares, Council Member John Sawyer, Council Member Tom Schwedhelm and Council Member Jack Tibbetts 2. ANNOUNCEMENT OF CLOSED SESSION ITEMS - NONE. 3. STUDY SESSION 3.1 REVIEW OF FISCAL YEAR 2018-19 DEPARTMENT BUDGET REQUESTS, CAPITAL IMPROVEMENT PROGRAM FUNDING REQUESTS, AND COMMUNITY PROMOTIONS FUNDING REQUESTS In this budget Study Session, scheduled for May 15, 16, and 17 if necessary, the City Council will be presented with an overview of the funding requests for FY 2018-19. In addition, the City Council will receive updates on program cost requests discussed at the Preliminary Budget Study Session on April 17. These Study Sessions are held in advance of the Budget Hearings in June to allow the City Council ask questions, provide direction, and gain a full understanding of the funding requests that will be before them for formal adoption in June. STAFF BRIEFINGS 7.1 FIRE RECOVERY AND REBUILD UPDATE This will be a standing item on the agenda. No action will be taken except for possible direction to staff. Presented by Bennett Horenstein, Water Director; and Paul Lowenthal, Assistant Fire Marshal. 8. CITY MANAGER’S/CITY ATTORNEY’S REPORTS There was nothing to report. 9. Vice Mayor Rogers concurred with the request. A motion was made by Council Member Tibbetts, seconded by Council Member Combs, to approve a future agenda item to discuss a direct review ordinance process. The motion carried by the following vote: Yes: 6 - Mayor Coursey, Council Member Combs, Council Member Olivares, Council Member Sawyer, Council Member Schwedhelm and Council Member Tibbetts Absent: 1 - Vice Mayor Rogers 10.2.2 REQUEST FOR A STUDY SESSION ITEM ON CLIMATE ACTION PLAN AND CALGreen TIER 1 ALL ELECTRIC BUILDING CODES BACKGROUND: At the May 8, 2018, City Council meeting, Council Member Tibbetts requested a future study session item to discuss Climate Action Plan and CALGreen Tier 1 All Electric Building Codes. Council Member Combs concurred with the request. PUBLIC COMMENT Jorge Rebagliati, Co-founder of Sonoma County Climate Activist Network, spoke in support of the item. Andy Ferguson spoke in support of the item. Tom Amato spoke in support of the item. Peter Tscherneff spoke in support of the item. A motion was made by Council Member Tibbetts, seconded by Council Member Combs, to approve a future study session item to discuss Climate Action Plan and CALGreen Tier 1 All Electric Building Codes. The motion failed by the following vote: Yes: 3 - Council Member Combs, Council Member Schwedhelm and Council Member Tibbetts No: 3 - Mayor Coursey, Council Member Olivares and Council Member Sawyer Absent: 1 - Vice Mayor Rogers A motion was made by Mayor Coursey, seconded by Vice Mayor Rogers, to reconsider Item 10.2.2. The motion carried by the following vote: Yes: 6 - Mayor Coursey, Vice Mayor Rogers, Council Member Combs, Council Member Olivares, Council Member Schwedhelm and Council Member Tibbetts No: 1 - Council Member Sawyer A motion was made by Council Member Tibbetts, seconded by Council Member Combs, to approve a future study session item to discuss Climate Action Plan and CALGreen Tier 1 All Electric Building Codes. The motion carried by the following vote: Yes: 4 - Vice Mayor Rogers, Council Member Combs, Council Member Schwedhelm and Council Member Tibbetts No: 3 - Mayor Coursey, Council Member Olivares and Council Member Sawyer 11. Danielle Cagan, AAA Insurance Company, provided a status of those affected by the fire. Peter Tscherneff spoke regarding various topics. Adrien Shader spoke regarding a bicycle accident by a police motorcycle rider and the consequences. Kathryn Jurik spoke in support of providing services at the homeless encampments. Hoai-an Truong spoke in support of a feasibility study to be conducted for public banking.
