STUDY SESSION 3.1 SMALL CELL INSTALLATIONS ON CITY LIGHT POLES Small cells are used to increase cellular capacity and improve cellular network performance. Small cells are complementary to more traditional macrocell sites, enabling carriers to fill in small gaps and transmit more data in areas where towers may not be sufficient. The macrocells provide the umbrella network, and the small cells are underneath the umbrella network to provide the capacity needed. Staff will update council on the process and status of upcoming small cell installations on City infrastructure. Mary Edity Dahl spoke regarding not being informed at the start of the installations and not being given enough complete information about the project. Paul McGavin spoke regarding the information on the website mystreetmychoice.com; provided information of other cities where they have stopped the installation of the cell towers; and provided information of the power the towers emit. Louis Tavares read from the congressional record titled The Bankruptcy of the United States by Democratic Representative, James Traficant. Tom Sawyer spoke regarding the aesthetics of the cell towers and the watts emitted by the cell towers; stated City Council has moral and legal obligation to protect the health and welfare of the citizens of Santa Rosa even if Federal laws state otherwise. Bill Coset thanked staff for coming out to talk to their group; requested that Council consider giving Verizon adequate coverage and not supersaturated coverage and have testing done on the exposure limits. Danna Diamond, with Verizon, spoke on their commitment to provide reliable wireless services; the important role that wireless services has on our society; and that the majority of homes now have wireless service and with no landlines. Radha Sharma, Senior Real Estate Manager with Verizon Wireless, spoke regarding capacity issues on the network and described how small cells address this issue. Scott Stewart, Engineering Director for Verizon, spoke regarding concerns of the city and residents on the installation of the cell towers on city street lights. Alex Krohn spoke regarding his health experience with living near a small cell tower exposure. Richard Canini spoke regarding his concern on the safety of the cell towers. REPORT ITEMS 14.1 REPORT - WOOLPERT AGREEMENT TO PROVIDE CITYWORKS ENTERPRISE ASSET MANAGEMENT SOFTWARE City of Santa Rosa Regular Meeting Minutes Page 11 of 15 City Council Regular Meeting Minutes - Final June 5, 2018 BACKGROUND: The City utilizes an enterprise asset management software product to inventory assets and manage maintenance on citywide infrastructure including the water distribution, collection and reuse systems; parks and recreation facilities; streets, street lights and signs; and parking facilities. The current software, Infor Hansen 7, has many limitations and has reached the end of its software lifecycle. The City went through a thorough competitive selection process and selected a replacement, Azteca’s Cityworks (Cityworks), as the software application that meets the City’s requirements and business needs at the lowest cost. RECOMMENDATION: It is recommended by the Water, Finance, Recreation & Parks, Information Technology, and Transportation & Public Works Departments that the Council, by resolution, approve the Professional Services Agreement with Woolpert, Inc., to provide Cityworks software and professional services for a total contract amount not to exceed one million six hundred forty-one thousand seven hundred and eight dollars ($1,641,708) and authorize the Mayor to sign the agreement. TO PROVIDE CITYWORKS SOFTWARE AS THE CITY OF SANTA ROSA'S ENTERPRISE ASSET MANAGEMENT SYSTEM The motion carried by the following vote: Yes: 6 - Mayor Coursey, Vice Mayor Rogers, Council Member Combs, Council Member Sawyer, Council Member Schwedhelm and Council Member Tibbetts City of Santa Rosa Regular Meeting Minutes Page 12 of 15 City Council Regular Meeting Minutes - Final June 5, 2018 Absent: 1 - Council Member Olivares 14.2 REPORT - APPROVE REQUEST TO REVISE THE LOCAL AGENCY FORMATION COMMISSION ROSELAND ANNEXATION RESOLUTION TO CALL FOR DISSOLUTION OF THE ROSELAND FIRE PROTECTION DISTRICT BACKGROUND: On November 29, 2016, pursuant to City Council Resolution No. 28886, the Council approved the Roseland Area Pre-Annexation Agreement with the County of Sonoma and an adopted a resolution of application to the Sonoma County Local Agency Formation Commission (LAFCO). The City submitted the resolution of application for annexation of the Roseland Area to LAFCO. The Roseland Area Annexation was approved by LAFCO on August 2, 2017 pursuant to LAFCO Resolution No. 2676, which resolution called for the Roseland Fire Protection District to be reorganized as a subsidiary district of the City within one year following the effective date of the annexation. The Roseland Annexation became effective as of November 1, 2017. It was subsequently discovered that reorganization and dissolution of the Roseland Fire Protection District was necessary to avoid changing the tax allocations within the Roseland Annexation Area in a manner inconsistent with the existing Master Tax Exchange Agreement with the County, and further to comply with the limitation that subsidiary districts have at least 70% of their territory within the jurisdictional boundary of the controlling agency. The dissolution of the Roseland Fire Protection District will result in those areas within the City boundaries to fall under the jurisdiction of Santa Rosa Fire and those areas outside the City will be attached to the Rincon Valley Fire Protection District. RECOMMENDATION: It is recommended by the Fire Department and the Finance Department that the Council, by motion, approve the proposal for revision to the Roseland Annexation Resolution. The motion carried by the following vote: Yes: 6 - Mayor Coursey, Vice Mayor Rogers, Council Member Combs, Council Member Sawyer, Council Member Schwedhelm and Council Member Tibbetts Absent: 1 - Council Member Olivares 14.3 REPORT - DIRECTION REGARDING THE SANTA ROSA PLAIN GROUNDWATER SUSTAINABILITY AGENCY BACKGROUND: The Sustainable Groundwater Management Act (SGMA) required some groundwater basins, including the Santa Rosa Plain basin, to form Groundwater Sustainability Agencies (GSAs) to sustainably manage the groundwater basin and develop a groundwater management plan. In the Santa Rosa Plain basin, the cities of Santa Rosa, Rohnert Park, and Cotati, the Town of Windsor, Sonoma County, the Sonoma County Water Agency, the Goldridge and the Sonoma Resource Conservation Districts formed the Santa Rosa Plain GSA to comply with SGMA. Councilmember Schwedhelm currently serves on the GSA Board for the City of Santa Rosa. The Santa Rosa Plain GSA is a self-funded agency, with the initial funding for the first two years coming from each of the member agencies of the GSA. The GSA Board is working with a rate consultant to explore options for rates and fees to provide funding for the GSA after the first two years. The GSA Board is also considering options for administrative services. RECOMMENDATION: It is recommended by Santa Rosa Water that the Council, by motion, consider the funding and administrative options for the Santa Rosa Plain Groundwater Sustainability Agency (GSA) and City of Santa Rosa Regular Meeting Minutes Page 14 of 15 City Council Regular Meeting Minutes - Final June 5, 2018 provide direction to Santa Rosa’s GSA Board member.
