CALL TO ORDER AND ROLL CALL Mayor Coursey called the meeting to order at 2:03 p.m. 2. ANNOUNCEMENT OF CLOSED SESSION ITEMS - NONE. 3. STUDY SESSION 3.1 FISCAL YEAR 2018/19 BUDGET REDUCTION STRATEGY It is recommended by the City Manager and the Finance Department that the Council hold a Study Session to receive information, ask questions, and provide guidance relative to the reduction of the Fiscal Year (FY) 2018-19 adopted budget and the reduction of authorized positions in FY 2018-19. PUBLIC COMMENT Nick Caston spoke in support of keeping staff positions that will help the city generate revenue. Adrienne Lauby spoke in support of each department having an equal share of budget cuts throughout the organization. PUBLIC COMMENT John Allen, Project Manager for APM Homes, spoke regarding the rebuilding efforts being done in the Coffey Park area. 8. CITY MANAGER’S/CITY ATTORNEY’S REPORTS 8.1 QUARTERLY REPORT OF SETTLEMENTS AND ACTIVE LITIGATION The City Attorney will report on settlements over $50,000 within the first, second, and third quarter of 2018 (01/01/2018 - 08/31/2018) as well as provide a summary of pending litigation against the City. Council Member Combs concurred with the request. (This item was continued from the September 25, 2018 Regular Meeting) A motion was made by Council Member Tibbetts, seconded by Council Member Combs, to discuss the Community Homeless Assistance Program update and possible alternative housing options. Bruce Pearson spoke in support of homeless encampments. Peter Stickney spoke regarding the concerns of the homeless impacting the neighborhoods. Jacob Beckman spoke regarding the budget cuts and in support of homeless encampments. Adrienne Lauby spoke in opposition to moving the homeless encampments. 14. REPORT ITEMS 14.1 REPORT - CITY COUNCIL CONSIDERATION TO TAKE FORMAL POSITION ON NOVEMBER 6, 2018 BALLOT MEASURES THAT COULD POTENTIALLY HAVE IMPACT TO SANTA ROSA BACKGROUND: On June 11, 2018, the Governor of the State of California, Edmund G. Brown Jr., filed a proclamation with the Secretary of the State of California proclaiming that a General Election would be held throughout California on Tuesday, the 6th day of November 2018. Several statewide and local measures on the ballot may have potential impacts to the City of Santa Rosa. City Council may consider taking a formal position on these measures. RECOMMENDATION: It is recommended by the City Manager’s Office that the Council, by resolution, consider taking a formal position on the November 6, 2018 California statewide and local ballot measures that could potentially have impact to the City of Santa Rosa. This money is placed into the City’s General Fund to fund general city services. Currently, under Council Policy No. 000-48, twenty-five percent (25%) of the RPTT funds are designated to be used by the City of Santa Rosa Regular Meeting Minutes Page 12 of 13 City Council Regular Meeting Minutes - Final October 2, 2018 Housing and Community Services Department for homeless and affordable housing programs. This item provides the Council with the opportunity to consider adjusting the amount of the designation for homeless and affordable housing programs. RECOMMENDATION: This item provides the City Council with an opportunity to consider an amendment to City Council Policy No. 000-48 (Policy to Designate General Fund Funding for Homeless and Affordable Housing Production) to adjust the amount of Real Property Transfer Tax funding to be designated for homeless and affordable housing programs.
