REPORT, IF ANY, ON STUDY AND CLOSED SESSIONS City Attorney Gallagher announced that Council provided direction to staff for Items 2.1 and 2.2. 6. PROCLAMATIONS/PRESENTATIONS - NONE. 7. STAFF BRIEFINGS 7.1 FIRE RECOVERY AND REBUILD UPDATE This will be a standing item on the agenda. No action will be taken except for possible direction to staff. David Guhin, Assistant City Manager provided a brief report on rebuild efforts. Bennett Horenstein, Director of Santa Rosa Water, provided a brief report regarding water contamination related to the October 2018 wildfires. 8. CITY MANAGER’S/CITY ATTORNEY’S REPORTS David Guhin, Assistant City Manager provided a brief report on the grants received by the Community Engagement Department to fund a Neighborfest pilot program. 9. STATEMENTS OF ABSTENTION BY COUNCILMEMBERS 10. MAYOR'S/COUNCILMEMBERS’ REPORTS The Mayor and Council Members made announcements and reports of interest to the Council. Council Member Tibbetts requested a future agenda item to discuss Real Property Tax Transfer and its relation to affordable housing and homeless issues. Attachments: Staff Report Attachment 1 Attachment 2 Presentation This Consent - Motion was approved. 12.3 RESOLUTION - SPEED LIMITS ON CORBY AVENUE, DUTTON AVENUE, SEBASTOPOL ROAD, WEST AVENUE, THIRD STREET, WEST THIRD STREET, NORTH WRIGHT ROAD AND SOUTH WRIGHT ROAD RECOMMENDATION: It is recommended by the Transportation and Public Works Department that the Council, by resolution, establish City speed limits following engineering and traffic surveys for Corby Avenue, Dutton Avenue, Sebastopol Road, and West Avenue, segments that were formerly under Sonoma County jurisdiction prior to the Roseland Annexation, and establish speed limits following engineering and traffic surveys for Third Street, West Third Street, North Wright Road and South Wright Road, lowering the speed limit by 5 mph on a portion of South Wright Road and leaving all other speeds unchanged. RECOMMENDATION: It is recommended by the Transportation and Public Works and Finance Departments, that the Council, by resolution, approve a purchase order to Towne Ford, Redwood City, California for the purchase of seven (7) 2018 cabs and chassis with utility side packs and dump inserts, in an amount not to exceed $395,471.56. PUBLIC COMMENT ON NON-AGENDA MATTERS Peter Tscherneff spoke regarding various topics. Gail Simons spoke regarding the recent wildfires in Butte County. Fred Krueger spoke regarding traffic congestion in Roseland. Andy Ferguson spoke regarding all-electric ready fees. Thomas Ells spoke regarding the construction and the Stony Point and Elliot crossings. Scott Wagner spoke regarding the Technical Advisory Committee, Center for Disease and Control and Prevention efforts, and the efforts brought forward by the Board of Supervisors. Brad Morrison spoke regarding the confusion of a grace periods provided in public parking garages. 14. REPORT ITEMS 14.1 REPORT - HOLIDAY SHOPPING GARAGE USER FEE REDUCTION BACKGROUND: The City has received a request from the Downtown Action Organization requesting free parking in the City’s five public garages in the evening, during the holiday shopping season, to promote retail activity in the downtown. In August 2017, the City Council approved implementation of progressive parking strategies to be effective January 1, 2018. Part of those strategies included shifting the hours of metered parking from 8:00 a.m.-6:00 p.m. to 10:00 a.m.-8:00 p.m. in the high demand core (Premium Zone) of downtown to improve turnover and access to parking to support downtown businesses. The more vehicles turnover at the curb, the more customers are provided easy access to the businesses adjacent to the curb to shop and dine, which spurs City of Santa Rosa Regular Meeting Minutes Page 8 of 11 City Council Regular Meeting Minutes - Final November 13, 2018 downtown economic vitality. The strategies are also designed to encourage and change habits regarding long term parking in off-street facilities by offering longer time limits and lower hourly rates in garages and lots with parking capacity. RECOMMENDATION: It is recommended by the Planning and Economic Development Department and the Finance Department that the Council, by resolution, approve free parking in the five public garages between the hours of 6:00 p.m. and 8:00 p.m. from November 23, 2018 through December 31, 2018. FROM NOVEMBER 23, 2018 THROUGH DECEMBER 31, 2018 The motion carried by the following vote: Yes: 7 - Mayor Coursey, Vice Mayor Rogers, Council Member Combs, Council Member Olivares, Council Member Sawyer, Council Member Schwedhelm, and Council Member Tibbetts 14.2 REPORT - ANNUAL POLICE AUDITOR’S REPORT BACKGROUND: Mr. Aaronson has conducted audits of the Police Department’s policies, practices and records, met with various stakeholders in the community, participated in ride-alongs with patrol, and responded to and assisted complainants. He will present his annual report to Council. RECOMMENDATION: It is recommended by the City Manager’s Office that Council, by motion, accept the annual report from Robert Aaronson, Independent Police Auditor (IPA) to the Santa Rosa Police Department.
