CITY MANAGER’S/CITY ATTORNEY’S REPORTS City Manager Sean McGlynn provided a brief report on: The Office of Community Engagement secured three grants, totaling $30,000 have been for the 2019 launch of their Neighborfest Pilot Program; The Temporary Fire Station 5 is scheduled to open on Friday, December 21st at 3480 Parkerhill Road; Santa Rosa was selected by the Council of Infill Builders to receive the 2018 Community Infill Champion Award for leadership above and beyond in rebuilding and building a vibrant and resilient City; and announced that Kim Nadeau, Parking Manager, won the statewide California Parking Professionals Association (CPPA) award for Parking Professional of the Year. 9. TO PURCHASE AND INSTALL A DISPATCH CONSOLE SYSTEM; AND APPROPRIATION OF $390,282 FROM MEASURE O FUND (POLICE) AND $200,000 FROM STATE ASSET FORFEITURE FUND RECOMMENDATION: It is recommended by the Finance and Police Departments that the Council, by resolution, 1) approve the communications system and services agreement with Motorola Solutions, Inc. in an amount not to exceed $1,398,713; and 2) approve the appropriation of $390,282 from Measure O fund (Police) and $200,000 from the State Asset Forfeiture fund for this project. RES-2018-223 ENTITLED: RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA APPROVING APPOINTMENTS TO THE ADVISORY BOARD FOR THE SANTA ROSA TOURISM BUSINESS IMPROVEMENT AREA 12.6 RESOLUTION - APPROVAL OF PURCHASE ORDER 158133 - STREET LIGHT POLES AND ACCESSORIES RECOMMENDATION: It is recommended by the Transportation and Public Works (TPW) and the Finance Departments that the Council, by resolution, approves Purchase Order (PO) 158133 with Azco Supply Inc., Stockton, California, for the acquisition of two-hundred (200) street light poles and accessories in the amount of $205,790.06. Funds for this expense have been appropriated in the Fiscal Year 2018-19 budget within the Transportation and Public Works Department. This is a onetime purchase subject to reimbursement from FEMA for disaster related expenditures. RES-2018-225 ENTITLED: RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA EXTENDING A PROCLAMATION OF LOCAL HOMELESS EMERGENCY (Government Code Sections 8630 et seq.) 12.8 RESOLUTION - EXTENSION OF PROCLAMATION OF EXISTENCE OF LOCAL EMERGENCY DUE TO FIRES RECOMMENDATION: It is recommended by the City Attorney’s Office that the Council, by resolution, declare that the proclamation of a state of local emergency within the City of Santa Rosa has been and remains in full force and effect without interruption. PUBLIC HEARINGS 15.1 PUBLIC HEARING - ONE-TIME 12 MONTH TENTATIVE MAP EXTENSION BACKGROUND: Beginning on the evening of October 8, 2017, and continuing for days thereafter, a series of wildfire events damaged or destroyed thousands of residential and commercial structures within the City of Santa Rosa. On October 9, 2017, the City Manager, in his capacity as Director of Emergency Services, proclaimed the existence of local emergency in the City, which proclamation was ratified by the City Council on October 13, 2017. Prior to the wildfires, the Council had identified “housing for all” as a priority due to the City’s ongoing, unmet housing needs. As a result of both the devastation of the wildfires and the previously existing significant shortage of housing, the Council has stated the need for measures to address housing Citywide. The proposed ordinance to add a one-time, automatic, 12-month extension for tentative maps and associated entitlements was prepared to facilitate the urgent housing need. The draft ordinance was unanimously recommended for approval by the Planning Commission on November 29, 2018. RECOMMENDATION: It is recommended by the Planning Commission and the Planning and Economic Development Department that the City Council, introduce an ordinance amending City Code Chapter 20-16, Resilient City Development Measures, to add a one-time, automatic, 12-month extension to approved tentative maps and associated entitlements, to address housing needs within the City following the City of Santa Rosa Regular Meeting Minutes Page 9 of 14 City Council Regular Meeting Minutes - Final December 18, 2018 Tubbs and Nuns fires of October 2017.
