STAFF BRIEFINGS 7.1 SONOMA COUNTY TOURISM UPDATE - Continued from January 15, 2019 City Council Meeting Sonoma County Tourism (SCT) receives funds from a 2% Tourism Business Improvement Area assessment on Santa Rosa lodging establishments earning more than $350,000/year. This briefing will address SCT’s fire recovery efforts, their new “Life Opens Up” brand, the economic impact of tourism, and their community engagement efforts. Duane DeWitt spoke in support of the item and the emphasis of improving community engagement, building additional hotels, and increase sustainability. Jennifer Richards, Vice President of Sales in the Sonoma County Tourism, spoke in support of the item and the efforts made by Sonoma County Tourism. Sonia Byck Barwick spoke in support of the item. Kathleen Finigan spoke in support of the item and related to the homeless issues the community is facing. Peter Tscherneff spoke regarding the sustainability issues within the city. Adrienne Lauby spoke regarding the efforts of the city businesses and the Sonoma County Tourism to solve the homeless concerns. Deborah Tavares spoke regarding the environmental concerns within the city and the effects of tourism. George Uberti spoke regarding the impacts of tourism. Briana Pawka spoke regarding the occupancy rates and the homeless issues the city is dealing with, and in support of homeless encampments. 7.2 FIRE RECOVERY AND REBUILD UPDATE City of Santa Rosa Regular Meeting Minutes Page 4 of 16 City Council Regular Meeting Minutes - Final January 29, 2019 This will be a standing item on the agenda. No action will be taken except for possible direction to staff. Attachments: Presentation (Uploaded 1/29/19) Jennielynn Holmes, of Catholic Charities, and Adam Peacocke, of Sonoma Church United Relief, provided a brief presentation on the Rebuilding Our Community (ROC) Sonoma County. PUBLIC COMMENT Duane DeWitt spoke regarding the concerns of the homeless veterans; in support of pre modular homes to house the homeless immediately, efficiently, and economically. Peter Tscherneff spoke in support of Native American teepee homes to house the homeless. Deborah Tavares spoke regarding the grants as collateral, and in support of a climate action plan. 8. CITY MANAGER’S/CITY ATTORNEY’S REPORTS City Manager McGlynn provided a brief report on the Santa Rosa Recreation and Parks which hosted a park clean-up in honor of Martin Luther King Jr. Day; that the Coffey Park Draft Master Plan will be presented to the Board of Community Services next month; that the Spring and Summer Activity Guide is now available throughout the city; that the media services team have experienced some technical issues with equipment that impacted live stream and broadcast from the Council Chamber, the replacement equipment should be installed by the end of February. 9. RECOMMENDATION: It is recommended by the Transportation and Public Works and the Finance Departments, that the Council, by resolution, approves Purchase Order No. 158246 for the purchase of one (1) 2020 International cab and chassis with mounted power sewer rodder with Peterson Trucks Inc., Santa Rosa, California in the amount of $396,760.79. Funds for this one-time expense have been appropriated in the Fiscal Year 2018-19 fleet replacement budget of the Transportation and Public Works Department. RECOMMENDATION: It is recommended by the Finance Department, that the Council, by resolution, approve the First Amendment to General Services Agreement Number F001746 for the collection, transport, treatment, proper disposal and recycling of hazardous materials and waste management services with Environmental Logistics, Inc., Hayward, California, increasing compensation by $200,000, for a total amount not to exceed $297,000. PUBLIC COMMENT ON NON-AGENDA MATTERS Peter Tscherneff spoke regarding various topics. Duane DeWitt spoke in support of using 1370 Burbank Ave and other city-owned properties located in Roseland to house the homeless veterans through the HUD-Veterans Affairs Supportive Housing (HUD-VASH) program. Steve Birdlebough, Sierra Club, spoke in support of Council and the public to commute by city bus. City of Santa Rosa Regular Meeting Minutes Page 8 of 16 City Council Regular Meeting Minutes - Final January 29, 2019 Lake Kowell, Disability Services and Legal Center, announced Transit Equity Day recognized on February 4th to encourage everyone to ride the city bus. Steve Pierce spoke in support of the City of Santa Rosa to participate in the Sonoma Clean Power Evergreen program. Elizabeth Neylon spoke regarding various topics and sang a song. Deborah Tavares spoke regarding the climate change and the concerns for the homeless. Thomas Ells spoke regarding the Lake Mendocino Pacific Gas and Electric Company plans to close the hydropower plant; and in support of the City of Santa Rosa Water Department to collaborate with Sonoma County Water Agency and Sonoma Clean Power to acquire the plant. Kathryn Jurik spoke regarding the concerns of the homeless conditions. Richard Canini spoke in support of the accessibility and economical value of using the bus; the fare box; and of homeless encampments. 14. REPORT ITEMS 14.1 REPORT - ADOPTION OF REVISED SCHEDULE OF PARKING USER FEES, ADDING DISCOUNT TRANSIT COMMUTER PARKING PERMIT FEE BACKGROUND: This item encourages the use of public transportation by offering commuters who utilize public transportation a discounted parking permit in Garage 12, adjacent to the transit mall, and advances City Council’s goal to Promote Environmental Sustainability. RECOMMENDATION: It is recommended by the Finance Department that the Council, by resolution, adopt the revised Schedule of Parking City of Santa Rosa Regular Meeting Minutes Page 9 of 16 City Council Regular Meeting Minutes - Final January 29, 2019 User Fees, adding a discounted monthly transit commuter parking permit fee, effective February 1, 2019. A motion was made by Council Member Tibbetts, seconded by Vice Mayor Rogers, to waive reading of the text to return to Council within one year with the status as amended and adopt: RESOLUTION NO. RES-2019-010 ENTITLED: RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA ADOPTING A REVISED SCHEDULE OF PARKING USER FEES ADDING A DISCOUNT COMMUTER PARKING PERMIT RATE EFFECTIVE FEBRUARY 1, 2019 The motion carried by the following vote: Yes: 7 - Mayor Schwedhelm, Vice Mayor Rogers, Council Member Combs, Council Member Fleming, Council Member Olivares, Council Member Sawyer, and Council Member Tibbetts 14.2 REPORT - FISCAL YEAR 2018-19 BUDGET REDUCTION STRATEGY BACKGROUND: The purpose of this item is to allow the Council the opportunity to amend the FY 2018-19 adopted budget in order to address the ongoing structural budget deficit in the City’s General Fund. RECOMMENDATION: It is recommended by the City Manager and the Finance Department that the City Council, by resolution, reduce city staffing authorized in the Fiscal Year (FY) 2018-19 adopted budget by 49.25 FTEs. An substitute motion was made by Council Member Olivares, seconded by Council Member Combs, to authorize the City Manager to initiate a hiring freeze of the proposed 49.25 positions within the City of Santa Rosa with the recommended maintenance and operation budget reductions. The motion carried by the following vote: Yes: 5 - Mayor Schwedhelm, Vice Mayor Rogers, Council Member Combs, Council Member Fleming, and Council Member Olivares No: 2 - Council Member Sawyer, and Council Member Tibbetts Mayor Schwedhelm recessed the meeting at 8:47 p.m. and reconvened at 9:10 p.m. Item 15.1, FISCAL YEAR 2019-20 BUDGET PRIORITIES, was heard before Item 14.3. 14.3 REPORT - CITY GOVERNMENT COMPLEX PUBLIC- PRIVATE PARTNERSHIP FEASIBILITY ANALYSIS BACKGROUND: Staff is evaluating the viability of a Public-Private Partnership (P3) that would leverage government owned real estate to provide for downtown housing, commercial development and a consolidated government civic complex. Staff is now requesting that the City Council authorize staff to move forward with phase one of the procurement process. This phase would include hiring a professional consultant to assist the City in a feasibility analysis to evaluate location, financing and RFQ/RFP. PUBLIC HEARINGS 15.1 PUBLIC HEARING - FISCAL YEAR 2019-20 BUDGET PRIORITIES BACKGROUND: The City Charter, Section 28(a), states that “…not later than March 31st of each year and prior to any annual goal setting meeting held by the Council, the Council shall hold a public hearing seeking oral and written comment from the public on budget priorities for the upcoming fiscal year.” Public input is an important component to the preparation of the budget. This public hearing also provides information to the City Council as they City of Santa Rosa Regular Meeting Minutes Page 13 of 16 City Council Regular Meeting Minutes - Final January 29, 2019 establish and refine their Council Goals. In addition to this public hearing, members of the public may provide comments or suggestions at any time on the City’s website. RECOMMENDATION: It is recommended by the Finance Department, that the City Council hold a public hearing on budget priorities and consider written and oral comments as part of future budget deliberations.
