CALL TO ORDER AND ROLL CALL Mayor Schwedhelm called the meeting to order at 1:04 p.m. Present: 6 - Mayor Tom Schwedhelm, Council Member Julie Combs, Council Member Victoria Fleming, Council Member Ernesto Olivares, Council Member John Sawyer, and Council Member Jack Tibbetts Absent: 1 - Vice Mayor Chris Rogers 2. PUBLIC COMMENT (Public Comment will be limited to the items listed on the Special Meeting Agenda) Thomas Ells spoke regarding the declaration of emergency on housing. 3. RESOLUTION - RATIFICATION OF PROCLAMATION OF LOCAL EMERGENCY 3.1 RESOLUTION - RATIFICATION OF PROCLAMATION OF LOCAL EMERGENCY On February 28, 2019, the Director of Emergency Services issued a Proclamation of Existence of a Local Emergency relating to conditions of extreme peril caused by winter storms starting February 25, 2019 and continuing through February 27, 2019 which have inundated the City’s Laguna Treatment Plant and surrounding critical infrastructure and facilities. It is recommended that Council, by resolution, ratify that Proclamation. Attachments: Resolution Proclamation of Local Emergency Presented by Jen Santos, Interim Director of Water. A motion was made by Council Member Sawyer, seconded by Council Member Olivares, to waive reading of the text and adopt: RESOLUTION NO. RES-2019-015 ENTITLED: RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA RATIFYING THE PROCLAMATION City of Santa Rosa Special Meeting Minutes Page 2 of 2 City Council Special Meeting Minutes - Final March 5, 2019 OF EXISTENCE OF A LOCAL EMERGENCY BY THE CITY MANAGER IN HIS CAPACITY AS DIRECTOR OF EMERGENCY SERVICES The motion carried by the following vote: Yes: 6 - Mayor Schwedhelm, Council Member Combs, Council Member Fleming, Council Member Olivares, Council Member Sawyer, and Council Member Tibbetts Absent: 1 - Vice Mayor Rogers 4. ANNOUNCEMENT OF CLOSED SESSION ITEMS (RECESS TO CLOSED SESSION) Mayor Schwedhelm recessed the meeting to closed session at 1:11 p.m. to discuss Items 4.1 and 4.2 as listed on the agenda: 4.1 CONFERENCE WITH LABOR NEGOTIATORS (Continued from February 26, 2019 Regular Meeting) (Government Code Section 54957.6) Agency Designated Representatives: Gloria Hurtado, Deputy City Manager, Jon Holtzman of Renne Public Law Group, Jeremia Mills, Interim Human Resources Director, Anthony Gossner, Fire Chief, and Chuck McBride, Chief Financial Officer. Employee Organizations: Santa Rosa Firefighters Association - Local 1401 (representing City Employee Unit 2). 4.2 CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION (Continued from February 26, 2019 Regular Meeting) (Paragraph (1) of subdivision (d) of Government Code Section 54956.9) Name of Case: Timothy Aboudara, Jr. et al. v. City of Santa Rosa Court Case No. USDC Northern District of CA 3:17-cv-01661-HSG 5.
