1. CALL TO ORDER AND ROLL CALL
Mayor Schwedhelm called the meeting to order at 1:04 p.m.
Present: 6 - Mayor Tom Schwedhelm, Council Member Julie Combs, Council
Member Victoria Fleming, Council Member Ernesto Olivares, Council
Member John Sawyer, and Council Member Jack Tibbetts
Absent: 1 - Vice Mayor Chris Rogers
2. PUBLIC COMMENT (Public Comment will be limited to the items listed on the
Special Meeting Agenda)
Thomas Ells spoke regarding the declaration of emergency on
housing.
3. RESOLUTION - RATIFICATION OF PROCLAMATION OF LOCAL EMERGENCY
3.1 RESOLUTION - RATIFICATION OF PROCLAMATION OF LOCAL
EMERGENCY
On February 28, 2019, the Director of Emergency Services issued a
Proclamation of Existence of a Local Emergency relating to conditions
of extreme peril caused by winter storms starting February 25, 2019 and
continuing through February 27, 2019 which have inundated the City’s
Laguna Treatment Plant and surrounding critical infrastructure and
facilities. It is recommended that Council, by resolution, ratify that
Proclamation.

A motion was made by Council Member Sawyer, seconded by Council
Member Olivares, to waive reading of the text and adopt:
