RECOMMENDATION: It is recommended by the Transportation and Public Works, Water, and Finance Departments, that the Council, by Resolution, approve the Second Amendment to General Services Agreement Number F001450 with Syar Industries, Inc., Napa, California for asphalt concrete, extending the term of the Agreement for one year, increasing unit prices by 6.1% and compensation by $200,000, for a total amount not to exceed $965,391.55. Funding for this project is included in the proposed 2019/20 Capital Improvement Program Budget. Attachments: Staff Report Attachment 1 Attachment 2 Presentation This Consent - Motion was approved. 12.5 MOTION - CONTRACT AWARD - FRANKLIN AVENUE PEDESTRIAN PATH RECOMMENDATION: It is recommended by the Transportation and Public Works Department that the Council, by motion, award Contract No. C00779, Franklin Avenue Pedestrian Path, in the amount of $293,665.50 to the lowest responsible bidder, Siri Grading and Paving, Inc. of Santa Rosa, California, approve a 15% contract contingency, and authorize a total contract amount of $337,715.33. The source of funds is Gas Tax. No City General Fund money is included in this project. PUBLIC COMMENT ON NON-AGENDA MATTERS Tyler Bryan Ludlow spoke regarding the need of a new and larger skate park. Allen Thomas spoke regarding issues with BoDean Asphalt Plant. Thomas Ells spoke regarding the impacts of the wild fire in the North Bay. 14. REPORT ITEMS 14.1 REPORT - MEASURE M (TRAFFIC RELIEF ACT FOR SONOMA COUNTY - 2004) EXPENDITURE PLAN REALLOCATION BACKGROUND: Completion of the Hearn Avenue Interchange Improvements project continues to be a high priority for the City Council and communities in both the southwest and southeast quadrants of town. The final design of Phase 3, reconstruction of the Hearn Avenue Interchange, will be complete this Fall; however, staff continues to search for construction funds. With the release of the 2019 Better Utilizing Investments to Leverage Development (BUILD) Transportation grant and SB1 Local Partnership Program (LPP) funds, staff believe there are multiple opportunities to fund this critical regional project. Based on recent feedback from these granting sources, it is clear that the City must offer a 50/50 cost share as part of the application to receive serious consideration. In reviewing the status of the three City sponsored Measure M Local Streets Projects (LSP), the City has determined that funds could be reallocated from the Fulton Road Improvements Phase 3 project to the Hearn Avenue Interchange Phase 3 project to meet the 50/50 cost share requirement for both Measure M City of Santa Rosa Regular Meeting Minutes Page 7 of 12 City Council Regular Meeting Minutes - Final June 4, 2019 and each of the upcoming funding opportunities. RECOMMENDATION: It is recommended by the Transportation and Public Works Department that the Council, by resolution, request that the Sonoma County Transportation Authority reallocate $9.5 million in Local Streets Projects Program funds delegated through the Measure M (Traffic Relief Act for Sonoma County - 2004) expenditure plan from the Fulton Road Improvements project to the Hearn Avenue Interchange Improvements project. RES-2019-061 ENTITLED: RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA REQUESTING THE SONOMA COUNTY TRANSPORTATION AUTHORITY REALLOCATE $9.5 MILLION OF MEASURE M (TRAFFIC RELIEF ACT FOR SONOMA COUNTY - 2004) FUNDS WITHIN THE LOCAL STREET PROJECTS PORTION OF THE EXPENDITURE PLAN FROM THE FULTON ROAD IMPROVEMENTS PROJECT TO THE HEARN AVENUE INTERCHANGE IMPROVEMENTS PROJECT The motion carried by the following vote: Yes: 5 - Vice Mayor Rogers, Council Member Fleming, Council Member Olivares, Council Member Sawyer, and Council Member Tibbetts Absent: 2 - Mayor Schwedhelm, and Council Member Combs 14.2 REPORT - WATERWAYS ADVISORY COMMITTEE COMPOSITION BACKGROUND: The Waterways Advisory Committee (WAC) is tasked City of Santa Rosa Regular Meeting Minutes Page 8 of 12 City Council Regular Meeting Minutes - Final June 4, 2019 with reviewing and providing advisory comments on development projects, both public and private, that are located adjacent to creeks and waterways for consistency with the Santa Rosa General Plan, Zoning Code, Design Guidelines and Citywide Creek Master Plan. The WAC, which is a Council appointed committee and therefore subject to the Brown Act and quorum requirements, is comprised of nine members: two City Council members, four at-large citizen members, and one member each from the Planning Commission, Design Review Board and Board of Community Services. In recent years, obtaining a quorum of WAC members for meetings has proven difficult, and has resulted in meetings being continued, which impacts project timelines. Revising the composition of the WAC from nine members to seven would reduce the quorum requirement to four, minimizing scheduling conflicts, while maintaining a seven-member Committee consisting of one member each from the Planning Commission, Design Review Board and Board of Community Services, and four at-large citizen members, all of whom are appointed either directly or indirectly by the Council. RECOMMENDATION: It is recommended by the Planning and Economic Development Department that the City Council, by resolution, revise the composition of the Waterways Advisory Committee to a seven-member committee comprising of one member each from the Planning Commission, Design Review Board and Board of Community Services, and four at-large citizen members. PUBLIC HEARINGS 15.1 PUBLIC HEARING - ADOPTION OF ELECTRIC VEHICLE CHARGING STATION FEE SCHEDULE FOR USE OF CITY-OWNED ELECTRIC VEHICLE CHARGING STATIONS BACKGROUND: The City of Santa Rosa currently owns and operates ten electric vehicle (EV) charge stations (18 charging ports) at various locations, including those recently installed at Courthouse Square. All are available for public use. The existing stations were originally installed through a 2010 county-wide cooperative using American Recovery and Reinvestment Act (ARRA) Energy Efficiency and Community Block Grant (EECBG) funding, and a standardized pricing plan was created at that time. In September 2017, the County of Sonoma updated their pricing plan to meet multiple objectives related to usage data and cost recovery. In January 2018, the Shift Sonoma County Low Carbon Transportation Action Plan published by the Sonoma County Transportation Authority (SCTA) and Regional Climate Protection Authority (RCPA), recommended that EV charge station (station) pricing plans be standardized throughout the County. RECOMMENDATION: It is recommended by the Transportation and Public Works Department and Finance Department that the Council, by Resolution, adopt an electric vehicle charging station fee schedule for use of City-owned electric vehicle charging stations, effective July 1, 2019. The new and revised fees are proposed for FY 2019-2020. The Fire Department administers several programs including the Fire Permit and Certified Unified Program Agency (CUPA) programs. These programs are funded with permit, inspection and other fees established by Council resolution. RECOMMENDATION: It is recommended by the Fire Department that the City Council, hold a Public Hearing to discuss updating City Fire Department fees and by Resolution, approve the proposed new and revised fees.
