This item was received and filed. 7.2 COMMUNITY DEVELOPMENT BLOCK GRANT - DISASTER RECOVERY (CDBG-DR) STATUS UPDATE Staff will provide the Council with an update on the status of CDBG-DR funds that are being allocated to the City of Santa Rosa by the California Department of Housing and Community Development (HCD). Dave Gouin, Director of Housing and Community Services; and Megan Basinger, Housing and Community Services Manager provided a brief report. This item was received and filed. 7.3 STREETS TO CREEKS MULTI-COUNTY CAMPAIGN LAUNCH Santa Rosa, in partnership with ten other local agencies, has teamed up to launch an impressive multi-county multi-media educational campaign to prevent pollution in the Russian River Watershed. Santa Rosa Water will provide an overview of the campaign that focuses on educating residents about one essential fact - only rain should ever go down the storm drain. Neighborhood storm drains are an extension of local creeks and streams; any water, debris, or pollutants that make their way into a storm drain flow untreated to local creeks and eventually into the Russian River. Staff will describe the variety of outreach techniques being deployed to help our community limit pollution and be part of the solution. CITY MANAGER’S/CITY ATTORNEY’S REPORTS City Manager McGlynn provided a report on the upcoming public screenings of Last October, a new 50-minute documentary film that captures experiences during the Sonoma Complex Fires from the perspective of several current and former City employees and officials who served as first responders, disaster service workers, and community leaders; The Partnership's Violence Prevention Seminar, Tipping the Scale: Managing Trauma to Build a Resilient Community on September 5, 2019; and the 2nd annual Gang Prevention Awareness Month, a series of community engagement events to raise awareness on violence prevention strategies while highlighting partner organizations. 9. REPORT ITEMS 14.1 REPORT - DELEGATION OF SIGNATURE AUTHORITY FOR ENVIRONMENTAL PERMITS BACKGROUND: Environmental permits are often required during the design phase of capital improvement projects and regular maintenance activities such as maintenance of creeks, culverts, and bridges. Authorizing staff to apply for and execute these permits could reduce project design timelines and help to expedite maintenance activities on critical infrastructure. RECOMMENDATION: It is recommended by the Transportation and Public Works and Water Departments that Council, by resolution, delegate authority to the Assistant City Manager over Transportation and Public Works and the Director of the Water Department, or their City of Santa Rosa Regular Meeting Minutes Page 13 of 18 City Council Regular Meeting Minutes - Final August 27, 2019 designees, to submit applications, approve and execute environmental permits with California Department of Fish and Wildlife, County of Sonoma, Regional Water Quality Control Board, State Water Resources Control Board, U.S. Army Corps of Engineers, and U.S. Environmental Protection Agency for routine operation and maintenance and for Capital Improvement Program projects. PUBLIC HEARINGS 15.1 PUBLIC HEARING - PLACEMENT OF ANNUAL STORM WATER ENTERPRISE CHARGES ON THE SONOMA COUNTY PROPERTY TAX ROLL BACKGROUND: The City of Santa Rosa is required under the federal Clean Water Act to obtain and comply with a National Pollutant Discharge Elimination System (NPDES) and Waste Discharge Requirements for Discharges from the Municipal Separate Storm Sewer Systems (Storm Water Permit). To comply with permit requirements and to control and reduce flooding, property damage, erosion, and storm water quality degradation in the City, the Council, in 1996, added Title 16 to the City Code, which created a Storm Water Enterprise and Utility (“Storm Water Enterprise”) as an agency of the City. Under Title 16, the City Council is authorized to prescribe and collect charges (special assessments) for the services and facilities of the enterprise. City of Santa Rosa Regular Meeting Minutes Page 14 of 18 City Council Regular Meeting Minutes - Final August 27, 2019 The Council’s intention to collect the Storm Water Enterprise charges on the Sonoma County Property Tax Roll was stated in Resolution 22880, which levied the annual charges. RECOMMENDATION: It is recommended by the Water Department that Council, by resolution, adopt by 2/3 vote the Storm Water Enterprise Charge Report and approve placement of the Storm Water Enterprise charges on the Sonoma County Property Tax Roll to be collected by the Sonoma County Auditor-Controller-Treasurer-Tax Collector at the same time and in the same manner as Sonoma County property taxes are collected, unless those charges do not meet the county minimum of $10 and/or parcel owner contact information is known to be incorrect. The application requires a board resolution authorizing application along with a public hearing that verifies that there are no other non-profit agencies readily available to provide similar paratransit services to eligible individuals in our service area. RECOMMENDATION: It is recommended by the Transportation and Public Works Department that the Council: 1) hold a public hearing to receive public comment and to determine whether any private non-profit is readily available to provide paratransit services within the City; and, 2) by resolution, authorize the City Manager or his designee to execute and file a grant application with the California Department of Transportation (Caltrans) under Federal Transit Act Section 5310 (FTA C 9070.1G) to purchase six replacement ADA Paratransit vehicles and one Oakmont Senior Community vehicle. The program will begin with the sale of ad space on the rear of buses and paratransit vehicles only, and in the future incorporate the sale of space on the sides of the vehicles and on bus shelters. In developing the Transit Advertising Rates, staff conducted a survey of the local advertising market and consulted with regional transit agencies that sell advertising on their facilities. The Transit Division intends to launch its Advertising Program this fall with the proposed Transit Advertising Rates. RECOMMENDATION: It recommended by the Transportation and Public Works Department that the Council, by resolution, adopt the proposed Transit Advertising Rates and authorize the Transit Division to begin selling advertising space on the exterior of vehicles in the Santa Rosa CityBus and Paratransit fleets.
