REPORT ITEMS 3.1 REPORT - RESOLUTION - RATIFICATION OF PROCLAMATION OF LOCAL EMERGENCY BACKGROUND: On October 7, 2019, the Director of Emergency Services issued a Proclamation of Existence of a Local Emergency relating to existence or threatened existence of conditions of extreme peril to the safety of persons and property within the City due to electric utility Pacific Gas and Electric’s (PG&E) notification to the City that PG&E may stop providing electricity to a significant portion of the City for an indefinite period due to fire risk. RECOMMENDATION: It is recommended that Council, by resolution, ratify that Proclamation. 4.
