1. CALL TO ORDER AND ROLL CALL
Mayor Schwedhelm called the meeting to order at 8:52 a.m. Vice
Mayor Fleming and Council Member Tibbetts joined the meeting at
8:54 a.m.
Present: 6 - Mayor Tom Schwedhelm, Vice Mayor Victoria Fleming, Council
Member Ernesto Olivares, Council Member Chris Rogers, Council
Member John Sawyer, and Council Member Jack Tibbetts
2. STATEMENTS OF ABSTENTION BY COUNCIL MEMBERS
None.
3. APPROVAL OF INTERVIEW AND APPOINTMENT PROCEDURES
3.1 INTERVIEW AND APPOINTMENT PROCEDURES FOR CITY
COUNCIL VACANCY
RECOMMENDATION: It is recommended by the City Attorney and the
City Clerk that the Council: (1) by motion, approve procedures for
interview of applicants for appointment to the City Council; (2) hold
interviews of applicants; and (3) by resolution, appoint applicant to fill
vacancy on the City Council.

A motion was made by Vice Mayor Fleming, seconded by Council Member
Tibbetts, to approve procedures for interview of applicants for appointment
to the City Council as approved in preliminary form on December 20, 2019,
and to advance to next applicant listed if an applicant is late, but allow late
applicants to interview within their arrival block.

4. INTERVIEWS OF APPLICANTS FOR APPOINTMENT TO THE CITY COUNCIL
4.1 Council members will interview the following persons who have filed
applications for appointment to fill the recently created vacancy on the
Council for a term to expire December 2020. Each applicant will provide
a three-minute opening statement of qualifications, followed by
questions from the Council, and lastly the applicants will have a
one-minute closing statement.

Kevin Conway, Friends of the Climate Action Plan, spoke in support
of the appointment of someone with familiarity of the Climate Action
Plan.
Michael Hilber spoke in opposition to the appointment of Michael
Martini.
Eric Fraser spoke in support of a candidate with analytical and
accounting skills.

Discussion ensued around the split vote between Ocaña and
Weeks, and how to proceed. After additional discussion, Mayor
Schwedhelm called for an additional round of voting on the top two
vote-getters in Round 4.

7. IMPLEMENTATION OF ANY FURTHER PROCEDURES
Council may discuss and take action to implement further procedures in the
event that at least four Council members have not voted for, or otherwise
agreed upon, the appointment of one applicant.
Council Member Sawyer moved, seconded by Council Member Olivares to
call a special election, which would be held in November 2020, leaving the
current council seat vacant until election results are certified.
A substitute motion was made by Council Member Rogers, seconded by
Council Member Tibbetts, to adopt alternative procedure to allow
consideration and discussion for applicant Richard Dowd to be voted upon
for the vacancy.
The substitute motion carried by the following vote:

A motion was made by Council Member Tibbetts, seconded by Council
Member Rogers, to nominate Richard Dowd to fill the vacancy.
A substitute motion was made by Vice Mayor Fleming, seconded by
Council Member Rogers, to nominate Jacquelynne Ocaña to fill the
vacancy.
The substitute motion failed by the following vote:
Yes: 2 - Vice Mayor Fleming, Council Member Rogers
No: 4 - Mayor Schwedhelm, Council Member Olivares, Council Member
Sawyer, and Council Member Tibbetts
The original motion carried by the following vote:
Yes: 5 - Mayor Schwedhelm, Council Member Olivares, Council Member
Rogers, Council Member Sawyer, and Council Member Tibbetts
No: 1 - Vice Mayor Fleming
A motion was made by Vice Mayor Fleming, seconded by Council
Member Rogers, to reconsider and capture a consensus vote.
The motion carried by the following vote:

Olivares, Council Member Rogers, Council Member Sawyer, and

8. APPOINTMENT OF PERSON TO FILL VACANCY ON THE COUNCIL AND
ADOPTION OF RESOLUTION
A motion was made by Council Member Tibbetts, seconded by Council
Member Olivares, to waive reading of the text and adopt
RESOLUTION NO: RES-2020-001 ENTITLED: RESOLUTION OF THE
COUNCIL OF THE CITY OF SANTA ROSA DECLARING A VACANCY IN THE
OFFICE OF COUNCIL MEMBER AND APPOINTING RICHARD DOWD TO
SERVE THE REMAINDER OF THE UNEXPIRED TERM.

9. ADJOURN SPECIAL MEETING
Hearing no further business, Mayor Schwedhelm adjourned the
meeting at 7:42 p.m. The next regularly scheduled meeting will take
place on January 14, 2020 at a time set by the Mayor.
