STUDY SESSION 3.1 EVERGREEN STUDY SESSION During goal setting in 2019, the Council identified implementation of the Climate Action Plan as a Tier One priority. Related to this goal, the Council directed staff to evaluate EverGreen from Sonoma Clean Power (SCP) as a potential power source for municipal operations. The study session will include an overview of SCP’s current power sources, the City’s energy usage, potential costs, and possible next steps. Following the study session, City staff members are seeking Council feedback on the various options moving forward which include remaining on CleanStart service, engaging in a facilities audit, switching all or some municipal accounts to EverGreen service, or a combination thereof. REPORT ITEMS 14.1 REPORT - FINANCIAL UPDATE FISCAL YEAR 2019-20 City of Santa Rosa Regular Meeting Minutes Page 10 of 20 City Council Regular Meeting Minutes - Final January 28, 2020 BACKGROUND: Over the last five years, City staff has developed the General Fund Long Range Financial Forecast with guidance from the Long Range Financial Policy and Audit Subcommittee. Annually, the LRFF has been presented to City Council with the Budget Study Sessions in April and May and again with the Budget Adoption Hearing in June. RECOMMENDATION: It is recommended by the Finance Department that the Council review the General Fund’s Long Range Financial Forecast including reserves, revenue, and expenditure projections. This item was received and filed. 14.2 REPORT - AUTHORIZATION TO PURCHASE A REPLACEMENT TRACTOR DRAWN AERIAL (TDA) LADDER TRUCK BACKGROUND: Santa Rosa Fire Department (SRFD) has identified a need for a new ladder truck to replace a 22-year-old existing ladder truck. The current ladder truck has outlived its standard useful life of 15 years. In addition, the current ladder truck has had many suspension and ladder problems. In order to maintain and operate the current ladder truck, the department is incurring large repair costs and significant down time which are causing operational issues. The replacement ladder truck has a cost estimated at $1.432 million. The Chief Financial Officer notified SRFD that the City will purchase the ladder truck outright. The proposed Zero Waste Master Plan (Plan) is a demonstration of the City’s continued dedication to improving quality of life for its citizens by addressing pollution caused by solid waste. If adopted, Santa Rosa joins a growing list of cities across the world that are actively working to towards achieving zero waste. To address climate change, the City and the community must mutually agree to replace the current culture of landfilling with a culture that ensures the capture of valuable resources. This Plan creates a framework for the implementation of strategies that will not only reduce City of Santa Rosa Regular Meeting Minutes Page 12 of 20 City Council Regular Meeting Minutes - Final January 28, 2020 waste, increase recycling and composting, but will also shift the way residents and businesses regard waste. Together, the City and community will work towards a goal of continuously reducing landfill disposal. The motion carried by the following vote: Yes: 5 - Vice Mayor Fleming, Council Member Olivares, Council Member Rogers, Council Member Sawyer, and Council Member Dowd No: 1 - Mayor Schwedhelm Absent: 1 - Council Member Tibbetts 14.5 REPORT - COMMUNITY HOMELESS ASSISTANCE PROGRAM (CHAP) REVIEW BACKGROUND: On February 12, 2019, Council received a presentation on the Community Homeless Assistance Program (CHAP), City of Santa Rosa Regular Meeting Minutes Page 17 of 20 City Council Regular Meeting Minutes - Final January 28, 2020 including a discussion on alternative housing options. CHAP allows property owners to use commercially zoned properties or properties and/or facilities which meet the Zoning Code definition for “Meeting Facility, Public or Private” for safe parking, safe camping, the placement and maintenance of portable toilets and access to existing bathroom facilities, provision of temporary overnight shelter, and storage for personal belongings. Following the February 2019 presentation, Council directed staff to return with a report item to consider the following for CHAP: 1) engage property owners to understand potential barriers, including insurance costs, and to increase program participation; 2) expand definition of eligible property types to allow safe parking on private residential and public properties (vehicles, trailers, and/or recreational vehicles (RVs)); 3) identify public properties for safe parking and develop a program budget; 4) conduct community outreach to seek public input on the CHAP expansion; 5) adopt California Department of Housing and Community Development Emergency Building Standards to allow for alternative housing options; and 6) ensure alignment with the City’s Housing First Strategy and regional priorities through the homeless system of care, Home Sonoma County. Staff will be providing an update on these six (6) items, as well as seeking Council’s direction to potentially expand the CHAP. RECOMMENDATION: It is recommended by the Housing and Community Services Department that the Council, by motion, provide direction on components of the potential expansion of the Community Homeless Assistance Program (CHAP). A motion was made by Council Member Rogers, seconded by Vice Mayor Fleming, to direct staff to expand the CHAP program, seek city land within each City Council district to open up safe parking in the evening on those properties, and come back at budget season with estimates that capture a suite of options from basic services starting with cost for parking only, then additional costs to add of services including security, restrooms and or washing stations, additional HOST worker(s) that circulate through the various proposed parking locations, and seek community partnership to City of Santa Rosa Regular Meeting Minutes Page 19 of 20 City Council Regular Meeting Minutes - Final January 28, 2020 keep this a true CHAP program. Council Member Fleming offered a friendly amendment to include additional funding of $50,000 for a grant writer to research for additional monies.
