STUDY SESSION 3.1 FASTER BAY AREA SALES TAX MEASURE FASTER is a proposed one cent regional sales tax measure under development by a group of Bay Area organizations with the goal of raising $100 billion over 40 years to transform the Bay Area’s regional transit network by significantly increasing service quality and inter-operator integration, as well as providing for more affordable access to transit. FASTER’s organizers are currently working through the legislative process with the goal of the measure being placed on the November 2020 ballot in all nine Bay Area counties. A Technical Advisory Group (TAG) of transit agency and Congestion Management Agency staff has been convened to advise on development of the proposed expenditure plan and framework for distribution of revenues. Kelli Fallon, Policy Manager for the Bay Area Council will provide the Council with an overview of the FASTER initiative and take Council’s feedback. PUBLIC COMMENT Duane De Witt spoke in opposition to the proposed one cent regional sales tax measure. Eris Weaver, Sonoma County Bicycle Coalition, inquired regarding the community outreach efforts made by the Bay Area Council, and the voting threshold for this measure to pass. Brian Ling, Executive Director with Sonoma County Alliance, spoke in opposition to the item, and suggested that Sonoma County be removed from the efforts of this measure. CITY MANAGER’S/CITY ATTORNEY’S REPORTS City Manager Sean McGlynn reported the City of Santa Rosa Housing Authority was awarded the Department of Housing and Urban Development's 2020 Veterans Affairs Supportive Housing Program of the Year Award and the City of Santa Rosa Housing Authority also received, alongside the Sonoma County Housing Authority, the 2020 Disaster Recovery and Resiliency Award for extraordinary efforts during the Kincade Fire. 8.1 QUARTERLY REPORT OF SETTLEMENTS AND ACTIVE LITIGATION The City Attorney will report on settlements over $50,000 within the fourth quarter of 2019 (10/01/2019 -12/31/2019) as well as provide a City of Santa Rosa Regular Meeting Minutes Page 5 of 18 City Council Regular Meeting Minutes - Final February 11, 2020 summary of pending litigation against the City. PUBLIC COMMENT ON NON-AGENDA MATTERS Duane De Witt spoke regarding Supervisor Hopkins attending a community meeting in Roseland to discuss upcoming issues with residents, and he requested a joint listening session with the elected District 5 Supervisor after the March 2020 election. Kim Schroeder spoke regarding small cell towers that were not included in the presentation given to Council at the Study Session on December 10, 2019, and on the notices given to residents regarding the installation of these cell towers. Marjorie Brunelle spoke regarding treatment of her and her dog in the downtown area near 306 Mendocino Avenue, and at the Sonoma Coast. The 100 block of 6th Street have submitted a petition to be a in the Program. RECOMMENDATION: It is recommended by the Finance Department that the Council, by resolution, approve the petition to expand the West End Residential Permit Parking Zone to include the 100 block of 6th Street between Davis Street and Wilson Street. RES-2020-022 ENTITLED: RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA ESTABLISHING THE OLIVE PARK RESIDENTIAL PERMIT PARKING ZONE The motion carried by the following vote: Yes: 6 - Mayor Schwedhelm, Vice Mayor Fleming, Council Member Olivares, Council Member Rogers, Council Member Sawyer, and Council Member Dowd Absent: 1 - Council Member Tibbetts 15.3 PUBLIC HEARING - SECOND, 12-MONTH AUTOMATIC TENTATIVE MAP EXTENSION BACKGROUND: Beginning on the evening of October 8, 2017, and continuing for days thereafter, a series of wildfire events damaged or destroyed thousands of residential and commercial structures within the City of Santa Rosa. On October 9, 2017, the City Manager, in his capacity as Director of Emergency Services, proclaimed the existence of local emergency in the City, which proclamation was ratified by the City Council on October 13, 2017. Prior to the wildfires, the Council had identified “housing for all” as a priority due to the City’s ongoing, unmet housing needs. As a result of both the devastation of the wildfires and the previously existing housing shortages, the Council has stated the need for measures to address housing Citywide. The proposed ordinance will add a second 12-month automatic extension to tentative maps and associated entitlements valid on October 9, 2017 and subject to a previous one-year extension by City Council Ordinance No. ORD-2019-001.
