PUBLIC HEARINGS 15.1 PUBLIC HEARING - PUBLIC HEARING ON FISCAL YEAR 2020/21 BUDGET PRIORITIES BACKGROUND: The City Charter, Section 28(a), states that “…not later than March 31st of each year and prior to any annual goal setting meeting held by the Council, the Council shall hold a public hearing seeking oral and written comment from the public on budget priorities for the upcoming fiscal year.” Public input is an important component to the preparation of the budget. This public hearing also provides information to the City Council as they establish and refine their Council Goals. In addition to this public hearing, members of the public may provide comments or suggestions at any time on the City’s website. RECOMMENDATION: It is recommended by the Finance Department, that the Council hold a public hearing on budget priorities and consider written and oral comments as part of future budget deliberations. No action is necessary. Ana Stevens spoke regarding not being notified of a cell tower going up in her neighborhood and the negative affect on her health. Mike Turgeon, Friends of Climate Action Plan (FoCAP), spoke regarding the climate community being grateful for the decisions the Council has made regarding climate action. Kevin Conway, Friends of Climate Action Plan, spoke regarding his experience of going to Doyle Park not being enjoyable, reducing greenhouse gasses, and possibly spending $1,200 to $1,500 to have their staff join the Urban Sustainabilities Director's Network. Sidnee Cox spoke regarding small cell installations should be monitored on a regular basis to be compliant with permitted radio frequency range, and on municipal wireless broadband. Ted Calvert spoke regarding the Roseland Community Library and the services they provide. Jen LaPorta spoke regarding adopting a telecommunications ordinance, and the dangers of small cell towers. Sara Ortiz, Sonoma County Public Library Foundation, spoke regarding on the importance of libraries in a community. Alma Shaw requested the Council to continue to work with County to find short and long term solutions to the current un-sheltered housing crisis and possibly opening the fairgrounds as one of the solutions.
