REPORT ITEMS 14.1 REPORT - WILDFIRE ANNEX TO THE EXISTING LOCAL HAZARD MITIGATION PLAN AND CREATION OF A COMMUNITY WILDFIRE PROTECTION PLAN IN COMPLIANCE WITH THE HEALTHY FORESTS RESTORATION ACT City of Santa Rosa Regular Meeting Agenda and Summary Report Page 11 of 15 City Council - REVISED - AUGUST 18, 2020 BACKGROUND: The Disaster Mitigation Act of 2000 requires that State and local governments develop and adopt a Local Hazard Mitigation Plan (LHMP) in order to be eligible to receive Federal grants pertaining to disaster preparedness. The updated LHMP assesses and responds to the City's vulnerability to natural hazards such as earthquake, flood, fire, and drought. With the adoption of the LHMP, the City is eligible to apply for additional funding through Federal mitigation grant programs as well as to receive post-disaster recovery funding from the State of California should a disaster occur. The Department was successful in receiving FEMA grant funding in the amount of $150,000 to assist in accomplishing the creation of an annex to the LHMP - Wildfire section to develop a Community Wildfire Protection Plan (CWPP) based on our community’s unique conditions, values and wildfire priorities related to wildfire risk reduction and resilience. Communities with CWPP’s in place are given priority for funding or hazardous fuels reduction projects carried out under the Healthy Forests Restoration Act. RECOMMENDATION: It is recommended by the Fire Department that the Council, by resolution, approve the Community Wildfire Protection Plan, Local Hazard Mitigation Plan Wildfire Annex to in compliance with the Healthy Forests Restoration Act. Attachments: Staff Report Resolution Exhibit A - Final CWPP 2020 Presentation 14.2 REPORT - ACCEPTANCE OF THE COMMUNITY INVOLVEMENT STRATEGY FOR THE 2050 GENERAL PLAN UPDATE, WAIVE COUNCIL POLICY 000-06 AND AUTHORIZE THE DIRECTOR OF PLANNING AND ECONOMIC DEVELOPMENT TO APPOINT MEMBERS OF THE COMMUNITY ADVISORY COMMITTEE BACKGROUND: On March 3, 2020, the City Council authorized the Mayor to sign a Professional Services Agreement with PlaceWorks, Inc., for preparation of the General Plan Update. Since that time City City of Santa Rosa Regular Meeting Agenda and Summary Report Page 12 of 15 City Council - REVISED - AUGUST 18, 2020 staff and PlaceWorks have developed and obtained public comments for a Community Involvement Strategy for the project, the purpose of which is to ensure that effective, diverse communication occurs through a community-wide outreach and engagement program. The requested motion to waive Policy 000-06 will allow the Director of the Planning and Economic Development Department to select CAC members, as necessary, to ensure it has diverse representation from neighborhoods, age-groups, community organizations, special interest groups, and business stakeholders with the City. The policy would otherwise require Council to appoint individual CAC members, which may result in delayed CAC review at critical stages of the 3-year Project schedule. The Director will be able make timely CAC membership adjustments that are likely due to vacancies and additions needed to ensure full public engagement during the entire Project timeline. RECOMMENDATION: It is recommended by the Planning and Economic Development Department that the City Council, by motion: 1) accept the Community Involvement Strategy for the Santa Rosa 2050 General Plan Update; 2) waive Council Policy 000-06, regarding appointments to Boards, Commissions, and Committees; and 3) authorize the Director of Planning and Economic Development to appoint members of the Community Advisory Committee as necessary. Two parcels along the west side of the road, 3111 and 3119 Santa Rosa Avenue, will be prezoned to the CG (General Commercial) zoning district; and three parcels along the east side of the road, 3110, 3114 and 3122 Santa Rosa Avenue, will be prezoned into the R-3-18 (Multi-family Residential) zoning district, consistent with the General Plan land use designations of Retail and Business Services and Medium Density Residential, respectively. No development is proposed at this time. RECOMMENDATION: It is recommended by the Planning Commission and the Planning and Economic Development Department that the Council introduce an ordinance to prezone for annexation the properties located at 3111 and 3119 Santa Rosa Avenue into the CG (General Commercial) zoning district, and the properties located at 3110, 3114 and 3122 into the R-3-18 (Multi-family Residential) zoning district.
