12.1 RESOLUTION - ADMINISTRATIVE COST RECOVERY LIEN AGAINST
THE REAL PROPERTY LOCATED AT 378 LOS ALAMOS ROAD
RECOMMENDATION: It is recommended by the Planning and
Economic Development Department that the Council, by resolution,
approve the administrative cost recovery lien in the amount of
$2,082.50 against the property located at 378 Los Alamos Road for
violations of the City Code that remain uncorrected by the responsible
party, Eleanor B. Copeland, and authorize recording of an
administrative cost recovery lien and placing the assessment on the
property tax roll for collection.

SALARY PLAN TO 1) RECLASSIFY 1.0 FTE FIRE INSPECTOR TO
1.0 FTE ASSISTANT FIRE MARSHAL AND 2) ADD 1.0 FTE LIMITED
TERM FIRE INSPECTOR, ENDING JUNE 30, 2024, BOTH IN THE

RECOMMENDATION: It is recommended by the Human Resources
Department that the Council, by resolution, amend the City
Classification and Salary Plan to 1) Reclassify 1.0 FTE Fire Inspector to
1.0 FTE Assistant Fire Marshal and 2) Add 1.0 FTE Limited Term Fire
Inspector, ending June 30, 2024, in order to create a more efficient and
effective staffing and program management structure for the Fire
Prevention Division of the Fire Department.

12.3 RESOLUTION - COOPERATIVE AGREEMENT BETWEEN THE
STATE OF CALIFORNIA AND THE CITY OF SANTA ROSA FOR THE
IMPROVEMENTS TO THE HIGHWAY 101 BICYCLE AND
PEDESTRIAN OVERCROSSING.
RECOMMENDATION: It is recommended by the Transportation and
Public Works Department that Council, by resolution, approve a no cost
Cooperative Agreement No. 04-2773 between the State of California
and the City of Santa Rosa authorizing Caltrans to provide independent
quality management assessment during the preparation of the Project
Plans, Specifications and Estimate for the improvements to the Highway
101 Bicycle and Pedestrian Overcrossing.

AGREEMENT WITH SKANSKA USA BUILDING INC. AND AMENDING
THE MASTER PROFESSIONAL SERVICES AGREEMENT LIST
RECOMMENDATION: It is recommended by the Transportation and
Public Works Department that the Council, by resolution, 1) approve a
Master Professional Services Agreement with one additional consultant,
Skanska USA Building Inc., Parsippany, New Jersey, for Design-Build
consulting services and to allow issuance of Project Work Orders under
this MPSA consistent with prior Council Resolutions and 2) amend the
Master Professional Services Agreement List previously approved on
June 24, 2020 to include Skanska USA Building Inc.

COUNCIL OF THE CITY OF SANTA ROSA AMENDING TITLE 20 OF
THE SANTA ROSA CITY CODE TO EXTEND SECTION 20-28.100,
RESILIENT CITY COMBINING DISTRICT, FOR A PERIOD OF THREE
(3) YEARS, UNTIL OCTOBER 9, 2023, FILE NUMBER REZ20-006
RECOMMENDATION: This ordinance, introduced at the September 1,
2020 Regular Meeting by a (7-0-0) vote to amend Title 20 of the Santa
Rosa City Code to extend Section 20-28.100, Resilient City Combining
District, for a period of three years, until October 9, 2023.

RECOMMENDATION: It is recommended by the Housing and
Community Services Department that the Council, by resolution,
approve an extension of Resolution No. 28839 which formally
proclaimed a local homeless emergency within Santa Rosa.

GOAL SETTING FINAL REPORT
BACKGROUND: The City Council meets annually with the Executive
Team, to review and determine their goals for the following year. This
year, due to COVID-19 outbreak, the Council goal setting was held as a
virtual meeting on August 3 and 4, 2020.
