(VIDEO CONFERENCE) NOTICE IS HEREBY GIVEN that the Santa Rosa City Council will conduct City Council Special Meeting, beginning on Tuesday, May 4, 2021, at 1:00 p.m., and reconvening on Wednesday, May 5, 2021 at 10:00 a.m. via Zoom. No other business will be considered at this Special Meeting. DUE TO THE PROVISIONS OF THE GOVERNOR'S EXECUTIVE ORDERS N-25-20 AND N-29-20 WHICH SUSPEND CERTAIN REQUIREMENTS OF THE BROWN ACT, AND THE ORDER OF THE HEALTH OFFICER OF THE COUNTY OF SONOMA TO SHELTER IN PLACE TO MINIMIZE THE SPREAD OF COVID-19, THE CITY COUNCIL MEMBERS WILL BE PARTICIPATING VIA ZOOM WEBINAR. HUMAN RIGHTS COMMISSION REPORT Members of the Sonoma County Commission on Human Rights will present the findings of the Human Rights Commission Report related to the May 2020 protests. INDEPENDENT REVIEW OF POLICE DEPARTMENT’S INTERNAL AFFAIRS’ INVESTIGATIONS OF SPECIFIC INCIDENTS OF USE OF FORCE BY OFFICERS THAT OCCURRED DURING COMMUNITY PROTESTS IN MAY AND JUNE 2020 The City Manager and OIR Group will present OIR Group’s report on its review of the Police Department’s internal affairs investigations of specific incidents of use of force that occurred during the community protests in May and June 2020. AFTER ACTION REVIEW OF THE RESPONSE TO PEACEFUL PROTESTS AND CIVIL UNREST IN MAY AND JUNE 2020 The City Manager and Santa Rosa Police Department will present a report on the after-action review completed by Hillard Heintze, LLC, analyzing the City’s response to the peaceful protests and civil unrest in May and June of 2020. The review encompassed protest activity and the Department and City’s overall response. The Council will have the opportunity to ask questions, discuss, and provide feedback to staff. ADJOURNMENT OF SPECIAL MEETING The Open Government Ordinance (ORD-2020-018) was adopted by City Council in December 2020. This ordinance, adds Chapter 1-10 to the City Code to codify the City of Santa Rosa's commitment to embrace a culture of open government to ensure public trust, engage the community, and establish a system of transparency, public participation, and collaboration.
