Mayor Rogers called the continued meeting to order at 10:00 a.m.
Present: 6 - Mayor Chris Rogers, Vice Mayor Natalie Rogers, Council Member
Eddie Alvarez, Council Member Victoria Fleming, Council Member
John Sawyer, and Council Member Tom Schwedhelm
Absent: 1 - Council Member Jack Tibbetts
2. STUDY SESSION (CONTINUED FROM THE MAY 18, 2021 REGULAR
MEETING)
2.1 REVIEW OF FISCAL YEAR 2021-22 OPERATIONS AND
MAINTENANCE BUDGET AND CAPITAL IMPROVEMENT PROGRAM
BUDGET
Session intended to provide City Council the opportunity to receive
information, and to ask questions related to the City’s overall financial
stability and the proposed Fiscal Year (FY), 2021-22 Operations and
Maintenance Budget and the Capital Improvement Program budget. No
action is required.

Adriane Mertens, Chief Communications & Intergovernmental
Relations Officer, presented the Communications and
Intergovernmental Relations budget and answered questions from
Council.
Amy Reeve, Human Resources Director, and Dominique Blanquie,
Risk Manager, presented the proposed Human Resources and Risk
Management budgets and answered questions from Council.
Brian Tickner, Information Technology Section Manager, presented
the Information Technology proposed budget and answered
questions from Council.
Jan Mazyck, Chief Financial Officer, presented the proposed budget
for the Finance Department and answered questions from Council.
Shelley Reilly, Budget & Financial Analyst, presented
non-Departmental budget and answered questions from the Council.
Kim Nadeau, Parking Manager, presented the proposed budget for
the Parking Enterprise Fund and answered questions from Council.
Jen Santos, Deputy Director Parks, presented the budget for the
Bennett Valley Golf Course Enterprise Fund and answered
questions from Council.
Mayor Rogers recessed the meeting at 11:36 a.m. and reconvened
the meeting at 11:40 a.m.

Rachele Ede, Deputy Director Transit, presented the budget
for the Transportation Enterprise Fund and answered
questions from Council.
Jennifer Burke, Director of Water, presented the budget for
Water Enterprise Funds and answered questions from
Council.
Mayor Rogers recessed the meeting at 12:06 p.m. and reconvened
the meeting at 12:40 p.m.

Revenues/One-Time monies and answered questions from
Council.
Jason Nutt, Assistant City Manager, presented the proposed CIP
budget and answered questions from Council.
PUBLIC COMMENT
Erin submitted comment in support of educators getting funding.
Ellie submitted comment requesting funding for educators.
Alice Linn submitted comment requesting funding for homeless
solutions, safe parking, mental health services, community
engagement, Samuel Jones Annex.
Emma submitted comment on working with children during the
City of Santa Rosa

pandemic
Ananda Sweet, Santa Rosa Metro Chamber of Commerce,
spoke on the need for a strategic approach to investments in
economic recovery that supports a vibrant and stable economy
coming out of the pandemic.
3. ADJOURNMENT OF MEETING
Hearing no further business, Mayor Rogers adjourned the continued
study session at 2:15 p.m. The next regularly scheduled meeting
will be on May 25, 2021, at a time to be set by the Mayor.
