STUDY SESSION Present: 6 - Mayor Chris Rogers, Vice Mayor Natalie Rogers, Council Member Eddie Alvarez, Council Member Victoria Fleming, Council Member John Sawyer, and Council Member Tom Schwedhelm Absent: 1 - Council Member Jack Tibbetts 3.1 HOMELESS SERVICES REQUEST FOR PROPOSALS FISCAL YEAR 2022/2023 Staff will provide a study session to review a draft of the Homeless Services Request for Proposals (RFP) for Fiscal Year 2022/2023. The purpose of the RFP is to seek proposals from qualified and experienced organizations to provide homeless services and for operation of the City-owned Samuel L. Jones Hall Homeless Shelter (SJH) for the upcoming Fiscal Year 2022/2023. Organizations must have capacity to implement programs by July 1, 2022. Homeless services programs selected for funding in Fiscal Year 2022/2023, as well as the operator for SJH, will be prioritized on a conditional basis for renewal funding in subsequent years for up to five years total (Fiscal Year 2022/2023 through Fiscal Year 2026/2027). Staff is seeking Council direction on the draft RFP prior to its issuance tentatively scheduled for November 12, 2021. Cameron Hernandez spoke on being homeless, being able to have access to services while staying at Samuel Jones Hall, and asked Council to fund the center. Larry submitted comment regarding participating with the drop-in center, volunteering with transitional residential programs, and thanked the City for making the drop-in center possible. Michelle submitted comment regarding receiving services from the Family Support Center and how it helped her family. Duane De Witt submitted comment regarding the operation of Samuel Jones Hall by Catholic Charities. This item was received and filed. 3.2 SANTA ROSA PLAIN DRAFT GROUNDWATER SUSTAINABILITY PLAN It is recommended by Santa Rosa Water that the City Council hold a study session to received information, ask questions, discuss, and provide comment on the Santa Rosa Plain Groundwater Sustainability Agency’s (SRP GSA) Draft Groundwater Sustainability Plan which is required by State law to be adopted and submitted to the State of California by January 31, 2022 The City of Santa Rosa is a member of the SRP GSA. The SRP GSA Board is scheduled to consider adoption of the Draft Groundwater Sustainability Plan at their meeting in December 2021. David Gavrich spoke on being a property owner in Bennett Valley and the plan being "spot on" in identifying alternatives to implementing strict mandates. Joel spoke asking when the City and County will lead by example with conservation efforts. This item was received and filed. REPORT, IF ANY, ON STUDY AND CLOSED SESSIONS City Attorney Sue Gallagher reported Council met in closed session regarding Item 2.1 Labor Negotiations, provided direction to the negotiation team and no action was taken. 6. PROCLAMATIONS/PRESENTATIONS - NONE. 7. STAFF BRIEFINGS PUBLIC COMMENTS Gregory Fearon spoke on Item 7.3 and not hearing if the restaurant is being included in the process and asked if it will be bid on. Duane De Witt submitted comment asking what the golf course is being saved from, the need for more community empowerment to occur in Roseland, and the need to explain to residents in all districts on why it's important to save the golf course. 7.1 COVID-19 RESPONSE UPDATE City of Santa Rosa Regular Meeting Minutes Page 5 of 23 City Council Regular Meeting Minutes - Final November 9, 2021 This will be a standing item on the agenda. No action will be taken except for possible direction to staff. Interim City Manager Jeff Kolin provided information on the Center for Disease Control's guidance for holiday travel, information on Pfizer vaccines that are now available for children aged 5 to 11 years, and provided information on COVID -19 cases in the County. This item was received and filed. 7.2 COMMUNITY EMPOWERMENT PLAN UPDATE This will be a standing item on the agenda. No action will be taken except for possible direction to staff. Magali Telles, Deputy Director Community Engagement, provided an update regarding the listening sessions on sideshows, the Mary Lou Lowrider patrol car project, the Multi-Cultural Roots Project recognizing National Native American Heritage Month with stories from the local Indigenous community, and the resolution declaring racism as a human rights crisis. This item was received and filed. 7.3 BENNETT VALLEY GOLF COURSE STUDY UPDATE Staff will provide an update City Council on the status of the Bennett Valley Golf Course Council operational study. The Council may discuss this item and give direction to staff. Jason Nutt, Assistant City Manager, provided an update on the Bennett Valley Golf Course project with the Bennett Valley Golf Course Review & Selection Committee reviewing three proposals and approving a contract with the National Golf Federation, noting staff will be bringing the contract to Council in December to approve the use of the golf enterprise funds. CITY MANAGER’S/CITY ATTORNEY’S REPORTS Interim City Manager Kolin reported Ross Liscum and a group of dedicated volunteers, through the City's Volunteer and Park Program, adopted the Veterans Memorial Monument at City Hall, City of Santa Rosa Regular Meeting Minutes Page 6 of 23 City Council Regular Meeting Minutes - Final November 9, 2021 have installed trees, low-water use plants, installed drip irrigation bringing a new and vibrant look to the site, and encouraged residents to visit the site on Veteran's Day. Mr. Kolin made comments of thanks to Mike Jackson, a long-time Transit CityBus operator who is retiring from the City after 36 years serving the community. No public comments were made. 9. STATEMENTS OF ABSTENTION BY COUNCIL MEMBERS Council Member Schwedhelm announced he will be abstaining from Items12.17 and 12.18 due to not being in attendance at the meeting. Council Member Sawyer announced he will be abstaining from Items 11.2 and 11.3 due to not being in attendance at the meeting. 10. MAYOR'S/COUNCIL MEMBERS’ REPORTS Council Member Alvarez reported the Mexican Consulate will be in Santa Rosa on November 20, 2021, to conduct business for Mexican nationals. Council Member Schwedhelm reported on the relicensing of the Potter Valley Project, and attended the Merit Awards ceremony at the Finley Community Center. Vice Mayor Rogers acknowledged Veterans and thanked them for their service, made announcement of a food and fund drive to benefit the Redwood Empire Food Bank to be held on December 4 from 10:00 a.m. to 2:00 p.m. at a Place to Play. Mayor Rogers thanked the Public Safety staff and Parks & Recreation staff for planning the Trunk or Treat event at the Veterans Memorial Building, thanked the Santa Rosa Metro Chamber of Commerce for partnership on their Halloween event, thanked staff and the community who participated in the two-day Dia De Los Muertos event in Courthouse Square, and provided City of Santa Rosa Regular Meeting Minutes Page 7 of 23 City Council Regular Meeting Minutes - Final November 9, 2021 information on the ACA-7 working group regarding the constitutional amendment that would allow local ordinances to override state bills on land uses. PUBLIC HEARINGS 15.1 PUBLIC HEARING - DENSITY BONUS ORDINANCE AMENDMENT BACKGROUND: On January 1, 2021 State Government Code Section 65915, Density Bonuses and Other Incentives, as amended by Assembly Bill 2345 (Gonzalez, September 28, 2020), took effect, and mandated the amendment of City Zoning Code Chapter 20-31, Density Bonus and Other Developer Incentives regulation to comply with the following new State density bonus provisions: (1) density bonus increased from 35% to 50% above the maximum general plan land use density; (2) 100% lower income housing development is allowed a 100% density bonus consisting of 80% lower income units and 20% moderate income units; (3) the affordable unit set-aside percentage at which developers can earn density bonus and incentives is reduced; (4) developers receiving four incentives are limited to one development standard waiver unless the City authorizes more; (5) maximum parking ratios for certain projects within ½ mile of a major transit stop are reduced further; (6) adjustment to the supplemental density bonus tiers to maintain the current total density that may be allowed at 100%. RECOMMENDATION: It is recommended by the Planning Commission and the Planning and Economic Development Department that the Council introduce an ordinance to amend City Zoning Code Chapter 20-31, Density Bonus and Other Developer Incentives, to be consistent with State Government Code Section 65915, Density Bonuses and Other Incentives.
