City Manager Maraskeshia Smith reported as COVID-19 case rates and hospitalizations continue to decline, Sonoma County Public Health is transitioning resources to focus on vaccinations and mitigation, as well as strategically prioritizing the communities with the greatest needs, continues to recommend getting vaccinated and getting a booster dose as soon as you are eligible, and announced the launch of a "Vax Vid" Video Contest for Sonoma County students in grades six through twelve. CITY MANAGER’S/CITY ATTORNEY’S REPORTS City of Santa Rosa Regular Meeting Minutes Page 2 of 17 City Council Regular Meeting Minutes - Final March 29, 2022 City Manager Smith reported Sage Commons, a supportive housing development, has completed construction and is on track to be fully occupied by the end of March. The project is supported with 8 Project-Based Vouchers from the City of Santa Rosa Housing Authority, as well as a Density Bonus Agreement that restricts 8 units to rents that are affordable to very-low income households. City Manager Smith provided an update on the Safe Parking Pilot Program, announced Police Detective Tim Gooler was recognized as 2021 Officer of the Year by the Sonoma County Law Enforcement Chief’s Association and the Exchange Club of Santa Rosa, and Caltrans and the Federal Highway Association has approved $4.75 million in funding for repair of major roadways damaged following the 2017 Wildfire. MAYOR'S/COUNCIL MEMBERS’ REPORTS Council Member Fleming announced March is Women's History Month and was honored to present to the Commission on the Status of Women and the Democratic Club along with Council Member MacDonald and Council Member N. Rogers. Council Member N. Rogers attended the Rotary Club's Public Health Awards along with Vice Mayor Alvarez and Council Member MacDonald, encouraged residents to look into the Cash for Grass program, attended the Redwood Empire Chinese Association's Lunar Celebration, attended the grand opening of La Fondita Mexican restaurant downtown, attended the unveiling of the Mary Lou Lowrider Patrol car and thanked the Office of Community Engagement team for their work. Council Member N. Rogers, in recognition of Transit Driver Appreciation Day, thanked Transit drivers of CityBus and staff for their work, and thanked Jordon B. and Robert A. for picking up trash to prevent it from getting into Santa Rosa creeks and making the city a better place. Council Member MacDonald reported she attended the Health Awards hosted by the Santa Rosa Rotary Club, she spoke at the Valley of the Moon Rotary Club on March 17 regarding the work of City Council, and was a speaker at the Santa Rosa Democratic Club in honor of Women's History Month Council Member Schwedhelm attended the Mary Lou Lowrider patrol car unveiling event and thanked Miko, City staff, and Enterprise Rental Car for their contributions to the project. Vice Mayor Alvarez reported he attended the Rotary Club event, the Redwood Empire Chinese Association's Lunar Celebration, the grand opening of La Fondita Mexican restaurant downtown, thanked the Council for their support of him, and attended the Mary Lou Armor Lowrider Patrol Car dedication. REPORT ITEMS 14.1 REPORT - SONOMA COUNTY WATER AGENCY 2022/23 WATER TRANSMISSION BUDGET AND RATE INCREASE BACKGROUND: The City of Santa Rosa purchases approximately 90% of the water supplied to our customers from the Sonoma County Water Agency (Sonoma Water). Sonoma Water is proposing to raise the wholesale rate of water by 6.06% from $1,000.46 to $1,061.04 per acre foot. The Board of Public Utilities reviewed Sonoma Water’s proposed budget and rate increase on March 17, 2022 and made a recommendation to City Council. The City Council may advise its representative to the Water Advisory Committee (WAC) prior to a WAC vote. The WAC is an advisory board to Sonoma Water. Ultimately, the Sonoma Water Board of Directors will have final authority to approve the proposed budget and rate increase. RECOMMENDATION: It is recommended by the Board of Public Utilities and Santa Rosa Water that the Council, by motion, consider the Sonoma Water’s 2022/23 Water Transmission Budget and proposed rate increase and provide direction to its Water Advisory Committee City of Santa Rosa Regular Meeting Minutes Page 12 of 17 City Council Regular Meeting Minutes - Final March 29, 2022 (WAC) representative for the WAC vote on April 4, 2022. Deputy Director Zunino introduced Lynne Rosselli, Sonoma Water, who presented the proposed the proposed water transmission system and budget for Fiscal Year 2022-2023 and answered questions from Council. A motion was made by Council Member Fleming, seconded by Council Member Rogers, to consider the Sonoma Water's 2022/23 Water Transmission Budget and proposed rate increase and provide direction to its Water Advisory Committee (WAC) representative for the WAC vote on April 4, 2022. PUBLIC COMMENT ON NON-AGENDA MATTERS Dan Grow, Woodside Hills area, spoke on short-term rentals in their area where they are prohibited and the events that have happened in the area and that have negatively impacted their standard of living, and expressed feeling powerless to do anything and asked Council to make short-term rentals be hosted. Rick Abbott spoke on feeling hopeful the short-term rental urgency ordinance would reduce the negative instances in their neighborhood, and asked that a permanent ordinance be adopted that institutes effective mechanisms for enforcement, and that efforts to curtail commercial operations in residential neighborhoods have not been effective. PUBLIC HEARINGS 15.1 PUBLIC HEARING - REDISTRICTING OF CITY COUNCIL DISTRICTS: INTRODUCTION OF ORDINANCE TO ADOPT FINAL MAP ESTABLISHING NEW DISTRICT BOUNDARIES FOR ELECTION OF COUNCILMEMBERS (FAIR MAPS ACT) - FINAL PUBLIC HEARING BACKGROUND: On December 7, 2021, the Council held its first of a series of public hearings in the process for the decennial review of City Council Member district boundaries. Cities with district-based elections are required to update (“redistrict”) the district boundaries every ten years, following the receipt of updated population data from each federal decennial census. Santa Rosa is required to redistrict the Council district boundaries prior to the next City Council election in 2022. The Fair and Inclusive Redistricting for Municipalities and Political Subdivisions (FAIR MAPS) Act requires cities and counties to engage communities in the redistricting process. The process must include at least four public hearings, one of which may be conducted as a community workshop. The four required public hearings have now been held. Draft district maps have been published, discussed and considered, including draft maps prepared by the public and by the City’s demographer. On November 18, 2021, the Board of Public Utilities (BPU), by resolution, recommended the City Council adopt the Water Demand Offset (WDO) Policy, WDO Fee Study, and WDO Fees which have been developed to implement the City’s Shortage Plan requirement that new construction must offset water demand during water shortage emergencies that require very restrictive water allocations (water rationing) by the City’s existing customers. On November 30, 2021, the City Council held a public hearing to receive public comments and provide input to staff. Council asked staff to complete additional analysis and develop potential alternatives for City Council consideration at a later date. On March 17, 2022, staff presented the additional information that was prepared in response to Council’s direction to the BPU. The BPU, by motion, reaffirmed their recommendation that the City Council adopt the Water Demand Offset (WDO) Policy, WDO Fee Study, and WDO Fees.
