CALL TO ORDER AND ROLL CALL Mayor C. Rogers called the meeting to order at 9:00 a.m. Present: 7 - Mayor Chris Rogers, Vice Mayor Eddie Alvarez, Council Member Victoria Fleming, Council Member Dianna MacDonald, Council Member Natalie Rogers, Council Member John Sawyer, and Council Member Tom Schwedhelm 2. STUDY SESSION (CONTINUED FROM THE MAY 10, 2022 REGULAR MEETING) 2.1 REVIEW OF FISCAL YEAR 2022-23 OPERATIONS AND MAINTENANCE BUDGET AND CAPITAL IMPROVEMENT PROGRAM BUDGET In this Study Session, staff will present City Council with an overview of the funding requests for FY 2022-23, as well as perspectives as to overall funding considerations. The Study Session is held in advance of the Budget Hearings in June to provide the opportunity for City Council to ask questions, provide direction, and gain a full understanding of the budget and resulting financial implications for the City ahead of formal budget adoption in June. Clare Hartman, Director of Planning and Economic Development, and Kate Goldfine, Administrative Services Officer, presented the proposed budget for Planning & Economic Development and answered questions from Council. Jason Parrish, Administrative Services Officer, Jeff Tibbetts, Deputy Director - Recreation, and Magali Telles, Deputy Director - Community Engagement, presented the proposed budget for Recreation & Community Engagement and answered questions from Council. Mayor C. Rogers recessed the meeting at 10:55 a.m. and reconvened at 11:00 a.m. Present: 7 - Mayor Chris Rogers, Vice Mayor Eddie Alvarez, Council Member Victoria Fleming, Council Member Dianna MacDonald, Council Member Natalie Rogers, Council Member John Sawyer, and Council Member Tom Schwedhelm Megan Basinger, Housing & Community Services Director, and City of Santa Rosa Special Meeting Minutes Page 3 of 4 City Council Special Meeting Minutes - Final May 11, 2022 Kate Goldfine, Administrative Services Director, presented the proposed budget for Housing & Community Services and answered questions from Council. Scott Westrope, Fire Chief, presented the proposed budget for the Fire Department and answered questions from Council. John Creegan, Interim Chief of Police, and Pam Lorence, Administrative Services Officer, presented and answered questions from Council. Gabe Osburn, Interim Director Transportation and Public Works, Jen Santos, Deputy Director Parks, and Rachel Ede, Deputy Director Transit, presented and answered questions from Council. Mayor C. Rogers recessed the meeting at 1:15 p.m. and reconvened at 1:45 p.m. Present: 5 - Mayor Chris Rogers, Council Member Dianna MacDonald, Council Member Natalie Rogers, Council Member John Sawyer, and Council Member Tom Schwedhelm Absent: 2 - Vice Mayor Eddie Alvarez, and Council Member Victoria Fleming Vice Mayor Alvarez joined the meeting at 1:54 p.m. Jennifer Burke, Director of Water, presented the proposed Water Department budget. Assistant City Manager Jason Nutt, Lori Urbanek, Deputy Director Engineering Resources Santa Rosa Water, presented information on Capital Improvement Program and answered questions from Council. PUBLIC COMMENT Carla submitted comment encouraging the Council to prioritize a safe bicycle infrastructure in the city. City of Santa Rosa Special Meeting Minutes Page 4 of 4 City Council Special Meeting Minutes - Final May 11, 2022 Alexa Forester submitted comment on transportation safety issues, and the need for Council to prioritize and invest in a safe bicycle infrastructure in the city. Avery submitted comment encouraging the City to prioritize a fully connected, safe bicycle infrastructure in the city. Erica submitted comment in support of a safe bicycle infrastructure in the city. 3. ADJOURNMENT OF MEETING Mayor C.
