The plan focuses on objectives and tactics around business and workforce retention, expansion, and attraction, including resiliency and community investment, physical infrastructure, and access and opportunity. CITY MANAGER’S/CITY ATTORNEY’S REPORTS Maraskeshia Smith, City Manager, reported Neighborhood Services staff will be at the Winter Celebration at Andy's Unity Park, the Santa Rosa Police Department was awarded $101,000 for the COPS City of Santa Rosa Regular Meeting Minutes Page 4 of 16 City Council Regular Meeting Minutes - Final December 12, 2023 microgrant program, and responded to Council Member MacDonald's question and announced that warming centers will open when temperatures reach 32 degrees for 3 consecutive days. 8.1 REPORT OF SETTLEMENTS AND ACTIVE LITIGATION The City Attorney will report on settlements over $50,000 through November 2023 as well as provide a summary of pending litigation against the City. REPORT ITEMS 14.1 REPORT - DECLARATION OF MULTIPLE CITY OWNED PARCELS AS EXEMPT AND NON-EXEMPT SURPLUS BACKGROUND: The City owns approximately 1400 pieces of real property. Many are pieces of right of way (ROW) that are left over (unused) from City projects. Real Estate Services has been working to catalogue these parcels and now that cataloging is complete, staff (Citywide, including Planning and Housing) has reviewed and analyzed 50 of the parcels using specific criteria to determine the operational necessity and potential future use of each parcel. The twenty parcels in this action have been fully reviewed by Staff from many departments to understand how they were acquired and what their current or future use is; each meet the surplus criteria (i.e., no further necessary or operational use for the parcel as reviewed by internal City departments, the parcel is not deeded for a specific public purpose that would restrict disposition of it in any way, etc.). In addition, staff seeks approval to shift funding between programs to address funding needs and ensure ARPA funds are spent during the period of performance. RECOMMENDATION: It is recommended by the City Manager’s Office and the Finance Department that the Council receive an update of the American Rescue Plan Act (ARPA) Spending Plan, and by Resolution: 1) approve a change in the Spending Plan, moving budget totaling $2,000,000, from the Samuel Jones Hall Capital Projects Program to the Hearn Community Hub project; and 2) authorize the City Manager to shift funding between programs as needed, not to exceed $500,000 without returning to Council, to comply with federal regulations ensuring all ARPA funds are expended within the period of performance.
