The Backdrop, City of Santa Rosa 1455 Corporate Center Pkwy, Santa Rosa, CA 95404 City Council Meeting Minutes - Final Wednesday, February 19, 2025 9:00 AM GOAL SETTING - SPECIAL MEETING 1. CALL TO ORDER AND ROLL CALL Mayor Stapp called the meeting to order at 9:04 a.m. Present: 7 - Mayor Mark Stapp, Vice Mayor Eddie Alvarez, Council Member Caroline Bañuelos, Council Member Victoria Fleming, Council Member Dianna MacDonald, Council Member Jeff Okrepkie, and Council Member Natalie Rogers Mayor Stapp provided opening comments on the goal setting meeting. 2. PUBLIC COMMENT Duane De Witt spoke and requested additional efforts to have youth and spanish speaking members of the community participate in goal setting meetings and hold these meetings in the afternoon for greater participation, and suggested goals related to downtown housing being built, parks being maintained, Roseland Creek storm-water retention basin between McMinn Avenue and Burbank, selling city real estate/buildings downtown, and urban forestry. Ken MacNab, KMac Advising, spoke and requested consideration of a strategy for annexation of South Santa Rosa to coincide with adoption of a South Santa Rosa Specific Plan. Gregory Fearon spoke and requested support for low income housing and homeless services, the Hearn Hub, and the Regional Library. Susan Fett spoke and expressed concerns about street repair at the senior housing community at Valle Vista I & II. City of Santa Rosa Meeting Minutes Page 2 of 3 City Council Meeting Minutes - Final February 19, 2025 Derek Stefan spoke in support of saving Summerfield Cinemas, highlighted the cultural community value of the Summerfield Cinemas, and that Council consider a CN zoning for this theater area or a public-private partnership to save the theater. Linda Hall, Luther Burbank Home and Gardens (LBH&G), spoke in support for funding for Luther Burbank Home and Gardens. James Gurke, Bennett Valley Golf Course member, spoke for continued city support for the golf course and adjacent park, especially as the course pays $450k per year in bond payments. Ananda Sweet, Santa Rosa Metro Chamber of Commerce, spoke and requested a focus on core services like infrastructure, public safety, and economic development. Calum Weeks spoke on setting goals high with a focus on housing, infrastructure, public safety, and parking policy. Jessica Schroeder, BVGC, spoke on highlighting the benefits and events that Bennett Valley Golf Course provides to the community. DISCUSSION CALENDAR 3.1 CITY COUNCIL GOAL SETTING WORKSHOP The City Council will conduct a goal setting workshop, facilitated by Jacob Green and Associates, Inc. (JGA). The purpose of the workshop is to build alignment around the City Council’s vision for the upcoming fiscal year. During this first phase of the City’s Strategic Planning Project, the Council will develop goals and objectives to inform the City’s budget development process and provide a roadmap for organizational success. City of Santa Rosa Meeting Minutes Page 3 of 3 City Council Meeting Minutes - Final February 19, 2025 Attachments: Presentation 1 (Uploaded 02-26-2025) Presentation 2 (Uploaded 02-26-2025) Maraskeshia Smith, City Manager, provided comments and introduced Michael Potter and Sheena Gordon-Roberts, Senior Directors with Alvarez & Marshal Public Sector Services, LLC., who then presented on the City of Santa Rosa Assessment Report: Financial Model and Budget Process and answered questions from Council. The meeting recessed at 10:20 a.m. and reconvened at 10:25 a.m. Mayor Stapp introduced Jacob Green and Greg Devereaux, JD, with Jacob Green and Associates, who then presented and walked Council through various goal setting exercises. The meeting recessed at 10:58 a.m. and reconvened at 11:07 a.m. and Jacob Green and Greg Devereaux continued facilitating goal setting discussions. The meeting recessed at 12:00 p.m. and reconvened at 12:35 p.m. and Jacob Green and Greg Devereaux continued facilitating goal setting discussions. Council Member Fleming left the meeting at 1:27 p.m. City Manager Smith and Mayor Stapp provided closing comments on goal setting. 4.
