1. CALL TO ORDER AND ROLL CALL
Mayor Schwedhelm called the meeting to order at 2:03 p.m.
Present: 3 - Tom Schwedhelm, Chris Rogers and Julie Combs
2. PUBLIC COMMENTS
Mayor Schwedhelm opened public comments at 2:04 p.m.
Debbie McKay, president of the League of Women Voters spoke
on renewable energy for City services.
Second speaker - spoke on reducing green house gas reduction.
Steve Green - spoke on having one point of contact for the Climate
Action Plan.
Rick Tice - Spoke in favor of climate action legislation.
Kevin Conway - Friends of Climate Action Plan - spoke in favor of
the climate action plan.
Gail Goodbread - ridgeway district - spoke regarding Climate Action
Plan.
350 Sonoma Ave. - spoke on Climate Action Subcommittee
meeting times.
Julie Moore - Rincon Valley - Wanted to know more about the
meeting process.
Nevin - youth leader with Schools for Climate Action - Interested in
the committee meeting more frequently.

John - Clean Coalition - north bay resilience community initiative.
Spoke on microgrid solutions.
Chris Thompson - Oakmont Progressives and Oakmont Democratic
Club. Support greenbelt alliance, public bank, climate action plan.
Tom Conlins - Sproke regarding costs for all electric options.
Deborah - stopthecrime.net - Spoke on the climate action plan and
new green deal.
John Allen- Spoke on costs related to energy efficiency and was not
in favor of reach code adoption.
Jeff Schwaine - Real estate - Spoke on reach codes.
Keith Woods - North Coast Builders Exchange - Spoke on climate
action and reach codes.
David Petrich - Spoke on land use planning.
Albie - member of North Bay Organizing Project, spoke on housing
and homeless issues.
George Uberti - spoke in favor of climate action.
Mayor Schwedhelm closed public comments at 2:43 p.m.
3. ALL-ELECTRIC READY ORDINANCE AND REACH CODE ALTERNATIVES
David Guhin, Assistant City Manager, and Aleka Seville, Director of
Climate Programs for Sonoma County Regional Climate Protection
Authority, presented and responded to questions from committee
members.
Deborah - Asked questions on metrics.

Tish Levee - Spoke in support of all-electric ready.
Pete Gang - Spoke in favor of all electric.
Tom Collins - Sierra Club - Questioned barriers to implementation.
Teri Shore - Questioned how codes would fit into new development.
Elaine Holt - Asked questions on community outreach.
Clean Coalition - builder in the north bay - Spoke in favor of all
electric.
George Uberti - Spoke in favor of public outreach.
A citizen spoke in support of all electric reach codes.
Rick Theis - Spoke in favor of all electric ready and reach code
alternatives.
Council member Combs supported All-Electric Reach Code.
Vice Mayor Rogers is in favor of All-Electric Reach Code.
Mayor Schwedhelm is in favor of All-Electric Favored Reach Code.
Subcomittee recommends moving from 2019 Building Code and
All-Electric Ready Ordinance to All Electric Reach Code.

1. CALL TO ORDER AND ROLL CALL
2. PUBLIC COMMENTS
This is the time when any person may address matters not listed on this
agenda, but which are within the subject matter of the jurisdiction. The public
may comment on agenda items when the item is called. Each speaker is
allowed three minutes.
3. ALL-ELECTRIC READY ORDINANCE AND REACH CODE ALTERNATIVES
Staff will provide an overview of the various efforts underway to reduce
greenhouse gas emissions from building energy use. This will include an
overview of the new 2019 Building Code requirements going into effect on
January 1, 2020, an All-Electric Ready Ordinance, All-Electric Reach Code
and other reach codes. Staff will be looking for direction from the
Subcommittee on a direction for moving forward in conjunction with the 2019
Building Code update process.

4. EVERGREEN ANALYSIS
Staff will provide an analysis of the cost and benefits to move municipal
electrical accounts from Sonoma Clean Power’s Clean Start rate to
EverGreen rates that would provide 100% local renewable power.
