1. CALL TO ORDER AND ROLL CALL
Mayor Schwedhelm called the meeting to order at 4:04 p.m.
Present: 2 - Tom Schwedhelm and Chris Rogers
Absent: 1 - Julie Combs
2. ANNOUNCEMENTS
Mayor Schwedhelm announced that All Electric Reach Codes would
come back to Council in October.
3. APPROVAL OF MINUTES
3.1 JUNE 11, 2019 - DRAFT MINUTES
Approved as submitted.
4. PUBLIC COMMENTS
Mayor Schwedhelm opened public comments at 4:05 p.m.
Gail Goodbread spoke regarding the Climate Action planning
process.
Abigail Zoger spoke regarding a climate emergency resolution.
Mayor Schwedhelm closed public comments at 4:09 p.m.
5. DISCUSSION ITEMS
5.1 EVERGREEN ANALYSIS
BACKGROUND: Staff will provide an analysis of the cost and benefits
to move municipal electrical accounts from Sonoma Clean Power’s
Clean Start rate to EverGreen rates that would provide 100% local
renewable power.

Claire Myers from Water and Rachel Ede from Transit presented.
Assistant City Manager David Guhin opened discussion on item 5.1
at 4:24 p.m.
Aleka Seville from RCPA joined the discussion to answer questions
from the Committee.
Mike Churgin spoke regarding EverGreen and local solar projects.
Steve spoke regarding solar incentives and overall considerations of
EverGreen.
Debbie McKay spoke regarding usage projections and cost
reductions.
Kevin Conway spoke regarding climate as a priority.
David Walker spoke regarding centralized power.
Tish Levee spoke regarding EverGreen rates and usages.
Chris Thompson spoke on prioritizing EverGreen and reducing CO2
levels.
Abigail Zoger spoke on creative energy savings and spending
locally.
June Brushares spoke on the necessity of research related to
EverGreen.
Daisy spoke in support of the Climate Action Plan.
Mayor Schwedhelm closed public comments at 4:51 p.m.
Assistant City Manager Jason Nutt opened discussion on energy

efficiency implementation in operations.
The Committee discussed timelines and logistics for implementing
the Climate Action Plan.
Direction from the Committee on the Climate Action Plan will
tentatively go to the City Council in August 2019.
5.2 ZERO WASTE PLAN PRESENTATION
Claire Wilson & Garth Schultz with R3 Consulting Group presented
the Zero Waste Master Plan and answered Committee questions.
Council Member Rogers recommended continuing the
subcommittee discussion on this item.
Mayor Schwedhelm opened public comments at 6:01 p.m.
Diane Wheeler spoke on suggested timeline concerns.
The second speaker questioned implementation capacity.
Christine spoke on consumer waste reduction.
Daisy spoke on organic waste and public waste receptacles.
Mayor Schwedhelm closed public comments at 6:09 p.m.
Mayor Schwedhelm would like to bring this item back to a later
subcommittee meeting.
5.3 FUTURE ITEMS AND MEETING SCHEDULE FREQUENCY
BACKGROUND: Subcommittee and staff will discuss future items and
meeting schedule frequency.
This item was continued to a date uncertain.
