1. CALL TO ORDER AND ROLL CALL
Chair Rogers called the meeting to order at 4:01 p.m.
Present: 2 - Chair Chris Rogers, and Council Member Victoria Fleming
Absent: 1 - Mayor Natalie Rogers
2. APPROVAL OF MINUTES
2.1 July 5, 2023 - Regular Meeting Minutes - DRAFT.
The July 5, 2023 minutes were approved as submitted.
3. PUBLIC COMMENTS

5. NEW BUSINESS
5.1 DOWNTOWN PARKING STUDY
Parking will provide information on the award from the Metropolitan
Transportation Commission (MTC) that will be used toward a
comprehensive curb management study. This study will help guide the
long-term plans for parking regarding greenhouse gas (GHG)
reductions, electric vehicle (EV) charging, fleet replacement, and
management of inventory with the elimination of parking minimums, the
surplus property sales, and the approval of numerous multifamily
developments.

5.2 OVERVIEW OF LOW CARBON CONCRETE

Staff will provide an informational update on low carbon concrete, which
is concrete produced with a lower carbon footprint than traditional
concrete. This can be achieved through new construction methods, low
carbon intensive cementitious material substitutes, utilizing local
materials and facilities, and reducing cement content needs per material
usage needs.
Rob Sprinkle, Deputy Director - Traffic Engineering, and Andrew
Kozel, Materials Associate, presented.
Staff answered questions and received feedback from
Subcommittee Members.

Chair Rogers adjourned the meeting at 4:57 p.m. The next meeting
