1. CALL TO ORDER & ROLL CALL

3. APPROVAL OF MINUTES
A motion was made by Holmes, seconded by Moore, to

4. STAFF UPDATES
Jason Nutt, Director of Transportation and Public Works, provided an update on new
process for CAB and community input on CIP Projects moving forward.
· Staff will report to CAB about the outreach portion of the programs. CAB will be
given a list of projects, info on outreach, provide feedback, and highlight key
programs.
· Staff proposes a process to focus on CAB advice on outreach. Proposed once
a year to highlight specific projects.
· Staff feels CAB has intimate knowledge of individual neighborhoods which
would be beneficial to the City’s marketing and outreach teams.
Any writings or documents provided to a majority of the City Council prior to this meeting regarding any item
on this agenda, excluding closed session items, are available for public review in the City Clerk’s Office,
Room 10, City Hall, 100 Santa Rosa Ave, during normal business hours.

Danielle Ronshausen, Community Engagement Coordinator, provided an update on
the community engagement plan for the Roseland Annexation Project.
· An agreement has been reached and the process can move forward.
· PED Staff spent 2 years on pre-annexation planning, outreach, and website.
· The application is being submitted to the Local Agency Formation Commission
(LAFCO).
· Staff for the Office of Community Engagement, and staff from other
departments will be attending meetings in the area, and speaking to classes
at schools.
· Staff goals are to establish a well-connected and active community group within
Roseland, and to recruit active partners in the community.
· Meetings will begin in January 2017.
5. SCHEDULED ITEMS
5.1 CLIMATE ACTION PLAN PRESENTATION
Lisa Kranz, Supervising Planner with Planning and Economic Development, provided
an overview of the Climate Action Plan and its implementation to CAB.
5.2 MERIT AWARDS
Elaine Gutsch, Volunteer Coordinator with Recreation and Parks, provided the CAB
with information on the Merit Awards program and asked for volunteers to participate
in the Merit Awards Committee. The 2017 Merit Awards Ceremony will take place on
Monday, April 24, 2017.
· Member Carnahan was on the committee and Danielle Ronshausen will serve as
staff liaison.
· Merit Awards are similar to CAB community improvement grants.
· Meetings are held on the third Thursday of every month.
· The committee seeks nominations for worthy Merit Awards.
· Forms are available on-line and hard copy for nominations.
· The public is welcome at the meetings.
CAB SUBCOMMITEE UPDATES
Housing for All - Jennielynn Holmes provided an update regarding subcommittee
activities.
o The committee’s next meeting will discuss the CHAP program. Under
the emergency plan, it allows churches or community centers to use safe parking

or indoor facilities to provide housing for the homeless.
o The program currently has one applicant, and has been met with resistance.
o CAB could help get support for these programs by helping to notify the surrounding
neighborhoods, keeping them better informed and involved in the process.
o Propose a subcommittee to help with this outreach which fits CAB mission and
strategy.
CIP - In need of new chair since member Rogers has moved on to City Council.
o Staff is producing a final report on the information collected during the meetings.
o Currently planning meetings regarding the action plan.
o CAB will present to the City Council in early Spring, currently not on the agenda.
o Neither the length or amount of Measure O are changing, only some of the
language within the Measure.
o Measure N continues Measure P for an additional eight years.
Community Garden Subcommittee
o Discussed logistics and potential locations for future gardens.
o Discussed the possibility of a private land owner that would allow a garden for a
tax donation. Inquired on the steps needed to approach a land owner about a
community garden for tax relief.
o Last meeting was in October 2016.
o County has a grant through the SNAP-ED program which works with communities
within certain census tracks on projects like community gardens. Danielle will
reach out to the program coordinator.
Community Improvement Grant Subcommittee
o Working on a change to the current grant program. Producing two samples for
each category idea.
o Danielle produced a timeline for the projects providing an overview of the project,
what the staff roles are for the review process, and the recommendations.
o Councilmember Combs assisted staff with historical knowledge of the program,
and information regarding the review of staff prior to presentation to CAB.
o Staff will be revising the guidelines and appeal process so applicants know how to
proceed.
o Discussed creating an outreach plan early in the process and having the
applications out in May.
Public Involvement Subcommittee - Has not held first meeting.

6.1 COMMUNITY IMPROVEMENT GRANT OVERSIGHT
CAB selected members to oversee the 2016/2017 Community Improvement Grant
Projects. These person(s) will check-in with grantees and report back to the CAB on
progress made on each project:
o Audio-Visual Lending Library - Cecile Querubin
o Creating a Safe and Secure Community for Seniors - Linda Adrain
o Homeless Action! Sanitation Station Pilot Project - Cecile Querubin
o Homeless Talk! Cecile Querubin and Tanya Narath
o MLK - Juneteenth Festival - Xavier Nazario and Lacinda Moore
o Orchard Street Mural - Linda Adrain and Lacinda Moore
o Painted Crosswalk A - Linda Adrain and Vince Harper
o Painted Crosswalk B - Linda Adrain and Vince Harper
o Roseland Cup (project complete - no assignment)
o Sam Jones Garden - Jennielynn Holmes

7 CAB MEMBER ANNOUNCEMENTS
Member Carnahan informed the CAB that this was his last meeting. CAB thanks
member Carnahan for his service.
Member Burns notified Staff that her CAB term is up. CAB thanks member Burns for
her service.

5.1 CLIMATE ACTION PLAN PRESENTATION

CAB GOALS
1. CAB, with community input, is powerfully and actively advising the City
Council, City Manager and City staff on issues affecting the community.
2. CAB will continue to improve the partnerships between neighborhoods,
community organizations, businesses and the City to support and promote
thriving, diverse neighborhoods.
3. CAB is utilizing the Community Improvement Grants to make positive and
measureable changes in the community.
