A motion was made by Vice Chair Moore, seconded by Board Member
Weeks, approved:. The motion carried by the following vote:

4. CAB MEMBER ANNOUNCEMENTS
Member Querubin announced that she would have to leave the meeting early.
5. SCHEDULED ITEMS
5.1 COMMUNITY IMPROVEMENT GRANT APPLICATION PRESENTATIONS
The following 2017-18 Community Improvement Grant applicants made
presentations to the CAB about their proposed projects:
1. Bird Rescue Ambassador Program - Bird Rescue Center
2. Growing our Community - Piner-Olivet Union School District
3. Homeless Outreach Healthy Choices Program - First United Methodist
Church
4. Roseland Community Festival - Jake Ward
5. The Great Santa Rosa History Hunt - Historical Society of Santa Rosa
6. Prayer Chapel Roof Replacement - Sydni Davenport
5.2 THE EXPLORATION OF DRONE USE BY THE CITY OF SANTA ROSA
Captain Craig Scwartz of the Santa Rosa Police Department presented
information to the CAB about the concept for adoption of drone technology in
alignment and support of City department missions. Captain Schwartz
will also reviewed the process that will be used to ensure a transparent public
engagement process, including conducting a needs assessment and collecting
public input on policy development, before purchase and use of unmanned
aircraft by the City. The CAB had an opportunity to ask questions.
Public Comment:
Jaime Smedes mentioned that there is an ordinance that prohibits the use of
drones in parks and the downtown area.
5.3 CAB MEETING MINUTES DISCUSSION
Staff provided the CAB with information about City Council policy on action
minutes and advised the CAB that if they decided to move forward with

recording minutes in another manner, the Board would be taking an action
against Council policy. No further discussion was held.
6. ACTION ITEMS
6.1 COMMUNITY IMPROVEMENT GRANT APPROVAL PROCESS REVIEW
Staff provided the CAB with the current review and selection process for the
Community Improvement Grant applications.
Public Comment
Gregory Fearon asked how much the CAB would be able to award in funding
and how much was being requested total by all the applications.
Arlie Haig asked if the grant spreadsheet would be available to the public.
Eric Fraser made public comment about the Communtiy Improvement Grant
application process - application period, evaluation criteria, and other
components to consider.

Weeks, to approve the Community Improvement Grant application
review and selection process. The motion carried by the following vote:

7. STAFF UPDATES
Staff welcomed the new Community Engagement AmeriCorp VISTA, Liliana
Sanchez. Ms. Sanchez will be working on community engagement projects in
Roseland and helping out with other projects as assigned for the Office of
Community Engagement.
Staff also announced that CAB Member Montgomery resigned and the CAB will
have a new member in September. Tulio Meza, Southeast Area representative, will
be sworn in at the September 27, 2017 meeting.
Finally, advertising and outreach for CAB Open Houses have begun. Staff will be
asking for help with door-to-door outreach.

announce depature from the meeting early, or other announcements that may
affect the meeting.
5. SCHEDULED ITEMS
5.1 COMMUNITY IMPROVEMENT GRANT APPLICATION PRESENTATIONS
Current Community Improvement Grant Applicants (2017-18) will each
provide the CAB with a brief, five-minute presentation about their project.
The CAB will have an opportunity to ask any questions they may have
about each project during this time.

The CAB will discuss how meeting minutes are recorded.

6.1 COMMUNITY IMPROVEMENT GRANT APPROVAL PROCESS REVIEW
The CAB will review the current review and selection process for the
Community Improvement Grant applications. In addition, the CAB will
decide how to proceed with grant applications that recieve a 60/40 split
vote.
