Office of Community City of Santa Rosa Engagement 637 First Street Community Advisory Board Special Meeting Minutes - Final Wednesday, December 6, 2017 5:30 PM SPECIAL MEETING 5:30 P.M. 1. CALL TO ORDER & ROLL CALL Present:10 - Chair Cherie Barnett, Vice Chair Lacinda Moore, Board Member Tanya Narath, Board Member Vincent Harper, Board Member Cecile Querubin, Board Member Calum Weeks, Board Member Jennielynn Holmes, Board Member Victoria Fleming, Board Member Veronica Cruz and Board Member Xavier Nazario Absent: 3 - Board Member Linda Adrain, Board Member Tulio Meza and Board Member Jazmin Gudino Mendoza 2. PUBLIC COMMENTS None. 3. APPROVAL OF MINUTES A motion was made by Board Member Weeks, seconded by Board Member Holmes, to approve the Special Meeting minutes of November 15, 2017, and was approved. CAB ANNOUNCEMENTS None. 5. STAFF UPDATES Community Engagement Coordinator, Danielle Ronshausen, provided the CAB with an update on the 2017-18 Community Improvement Grant Program. Two projects have been completed and submitted for reimbursement. These two projects completed are the Tool Acquisition Program (Santa Rosa Tool Library) and the Robin Hood Lane Street City of Santa Rosa Special Meeting Minutes Page 2 of 3 Community Advisory Board Special Meeting Minutes - Final December 6, 2017 Tree Planting and Community Building project (neighbors of Robin Hood Lane). In addition, all agreements have been submitted and finalized. 6. SCHEDULED ITEMS 6.1 CAB RULES OF PROCEDURE AND PROTOCOLS Angela Casagranda, Assistant City Attorney, provided the CAB with a review of observations made at the previous CAB meeting. She reviewed the Code of Conduct for Councilmembers, and Board and Commission Members, as well as information from the City Council Manual of Procedures and Protocols and the Handbook for City Council Members. Based on the observations made, Ms. Casagranda provided the CAB with a list of recommended practices and procedures to follow during their own meeting. 6.2 PROGRESSIVE PARKING Kim Nadeau, Finance Department Parking Manager, gave a presentation to the CAB on the Progressive Parking Initiative and the ParkSMART shuttle program. Ms. Nadeau showed the CAB the new parking zones (Value and Premium), new parking fees, and spoke about the use of parking garages and the hope that more people would utilize the garages rather than street parking. For more information about the new parking program, please visit www.srcity.org/parking. 6.3 HOMELESS ENCAMPMENT CLEANUP PILOT PROGRAM UPDATE Kelli Kuykendall, Housing and Community Services Homeless Services Manager, provided the CAB with an update on the Homeless Encampment Cleanup Pilot Program and outcomes from the first to sites, the Farmers Lane Extension and the Highway 101 underpasses. Seventy percent of the occupants at the Farmers Lane Extension and 40% of the occupants at the encampment at the 101 underpasses accepted services. Ms. Kuykendall spoke about the debris removed from each site and the environmental and health impact the debris accumulation has on the occupants and the surrounding neighborhoods. She also explained the budget for this Pilot Program. Public Comment: Gregory Fearon made a comment about funding sources for homeless services programs and his concern about the upcoming budget. He urged the CAB to pay attention to programs and the budget. 7. ACTION ITEMS 7.1 COMMUNITY IMPROVEMENT GRANT APPLICATION AND SELECTION PROCESS A motion was made by Member Weeks seconded by Board Member Cruz, to approve the recommendations brought forth by the Community Improvement Grant Subcommittee. District Elections The CAB requested a survey to prioritize agenda items for the January meeting. Members also requested a monthly written update from staff on items not on the agenda. 9. ADJOURNMENT Meeting adjourned at 7:05pm. A motion was made by Vice Chair Moore, seconded by Board Member Weeks, to adjourn the meeting.
