Office of Community City of Santa Rosa Engagement 637 First Street Community Advisory Board Regular Meeting Minutes - Final Wednesday, February 28, 2018 5:30 PM 5:37 P.M. Meeting called to order at 5:37pm. 1. CALL TO ORDER & ROLL CALL Present: 8 - Chair Cherie Barnett, Vice Chair Lacinda Moore, Board Member Linda Adrain, Board Member Vincent Harper, Board Member Cecile Querubin, Board Member Calum Weeks, Board Member Veronica Cruz and Daniel Chaparro Absent: 6 - Board Member Tanya Narath, Board Member Jennielynn Holmes, Board Member Victoria Fleming, Board Member Xavier Nazario , Board Member Tulio Meza and Board Member Jazmin Gudino Mendoza 2. OATH OF OFFICE Daniel Chaparro, Southwest CAB Area Member, was given his Oath of Office. 3. PUBLIC COMMENTS None. 4. APPROVAL OF MINUTES January 24, 2018 Regular Meeting Minutes. Member Chaparro abstained from the vote. A motion was made by Board Member Harper, seconded by Board Member Weeks, and approved. CAB ANNOUNCEMENTS Board Member Weeks announced he would leave the meeting at 6:45pm. City of Santa Rosa Regular Meeting Minutes Page 2 of 3 Community Advisory Board Regular Meeting Minutes - Final February 28, 2018 Board Member Querubin announced that the Housing for All Subcommittee met the previous week and heard information from Council Member Tibbitts and Director of Housing and Community Services, David Gouin, about a housing bond that the City is reviewing. The Subcommittee will bring more information to the CAB as it becomes available. 6. STAFF UPDATES 7. SCHEDULED ITEMS 7.1 CAB STRATEGIC PLANNING AD HOC UPDATE Board Member Cecile Querubin provided the CAB with an update from the Strategic Planning Ad Hoc Committee (Committee). The Committee met with CivicMakers, Strategic Planning Consultant, to understand the strategic planning process being undertaken and to voice ther concerns and ask questions. Board Member Querubin handed out the strategic planning work plan and let the CAB know that feedback is welcome as the process progresses. A sign-in sheet for one-on-one phone interview with CivicMakers was passed around. Danielle Ronshausen, Community Engagement Coordinator, announced CivicMakers will be at the next CAB meeting on March 28th. Public Comment: None. 7.2 DISTRICT ELECTIONS Daisy Gomez, City Clerk, presented on the City Council's decision to move from at- large elections to district-based elections. Ms. Gomez reviewed the timeline and process for moving to district-based elections and announced that on March 6th, the demographers will compile submitted draft maps from community members and publish the draft maps on City of Santa Rosa website. On March 13th at 5pm, City Council will have the third public hearing for public input and input from Council. On April 3rd the fourth public hearing will be held and will include the first reading of the ordinance. Public Comment: None 7.3 SANTA ROSA SESQUICENTENNIAL AND NEIGHBORHOOD HERITAGE MAPPING PROJECT Pat Fruiht and Margaret Purser, Members of the Mayor’s Sesquicentennial Ad Hoc Committee, presented information about the upcoming events associated with the City's 150 year celebration. CAB can help by getting word out about City of Santa Rosa Regular Meeting Minutes Page 3 of 3 Community Advisory Board Regular Meeting Minutes - Final February 28, 2018 Santa Rosa Sesquicentennial events. Neighborhoods and schools are encouraged to get involved. The Santa Rosa Sesquicentennial Celebration will be hosted on September 8th at Court House Square, where the Committee will bury another time capsule. Ms. Purser also provided information about the Neighborhood Heritage Mapping Project, to be launched some time in March or April. The project includes an online community mapping tool that Santa Rosa residents can use to mark important places in their neighborhoods and why they are important to them. Public comment: None 8. A motion was made by Board Member Weeks, seconded by Board Member Harper, to adjourn the meeting at 6:43pm. The public may comment on agenda items when the item is called. Each speaker is allowed three minutes. 4. APPROVAL OF MINUTES January 24, 2018 Regular Meeting Minutes. CAB Members may also announce upcoming community events that may be of interest to the CAB. This is also the time when CAB Members may announce departure from the meeting early, or any other announcements that may affect the meeting. 6. STAFF UPDATES - Status on Community Improvement Grant Program, including support assignments and appeals hearing - Strategic Planning Update - 2018/19 Council Priorities - Upcoming community events City of Santa Rosa Regular Meeting Agenda and Summary Report Page 2 of 3 Community Advisory Board FEBRUARY 28, 2018 7. SCHEDULED ITEMS 7.1 CAB STRATEGIC PLANNING AD HOC UPDATE The Strategic Planning Ad Hoc will provide the CAB with an update on the strategic plan and what has taken place since the previous CAB meeting. 7.2 DISTRICT ELECTIONS Daisy Gomez, City Clerk for the City of Santa Rosa, will provide the CAB with an overview of the district election process, timeline, and expected outcomes. The CAB will learn about ways the public can give feedback and participate in the development of district boundaries. 7.3 SANTA ROSA SESQUICENTENNIAL AND NEIGHBORHOOD HERITAGE MAPPING PROJECT Karen Weeks, Member of the Mayor's Ad Hoc Sesquincentennial Committee, will provide the CAB with an overview of the City's upcoming Sesquincentennial events and how the CAB can play a role. In addition, Margaret Purser, Ph.D., Professor of Anthropology at Sonoma State University, will provide the CAB with an overview of the Santa Rosa Neighborhood Heritage Mapping Project. 8. PARKING LOT This schedule is tentative and subject to change pending final publication and posting of the Meeting Agenda.
