Meeting called to order at 5:32pm.
1. CALL TO ORDER & ROLL CALL

3. APPROVAL OF MINUTES
Regular Meeting Minutes, February 28, 2018.
A motion was made by Board Member Harper, seconded by Board Member
Querubin, to approve the February 28, 2018 meeting minutes. The motion
carried by the following vote:

4. CAB ANNOUNCEMENTS
Board Member Gudino announced that she had to leave the meeting by 6:50pm.
Board Member Querubin announced that Santa Rosa Together would hold a

meeting for neighborhood groups on April 28th from 3:00 - 5:00pm.
5. STAFF UPDATES
Danielle Ronshausen, Community Engagement Coordinator, provided an update
on the final Community Improvement Grant projects that were completed for the FY
2016-17 cycle.
Ms. Ronshausen then asked the CAB Members to look at the sign-up sheet being
distributed and sign-up for tabling at community events.
6. SCHEDULED ITEMS
6.1 BICYCLE AND PEDESTRIAN MASTER PLAN UPDATE AND FEEDBACK
OPPORTUNITIES
The Bicycle and Pedestrian Advisory Board is updating the Bicycle and
Pedestrian Master Plan and staff from Transportation and Public Works and
Alta Planning showed the CAB the various ways community members can
participate in giving feedback that will be used to update the plan. Jeff Knowles,
Lead Project Manager, walked the CAB through the project feedback website
(https://srcity.org/2711/Bicycle-and-Pedestrian-Master-Plan) and survey. In
addition to online feedback opportunities, Alta Planning will be tabling at
community events, holding three community open houses, and going to various
community meetings on invitation.

6.2 CAB STRATEGIC PLAN: INITIAL FINDINGS FROM FOCUS GROUPS AND
INTERVIEWS AND NEXT STEPS
Staff from CivicMakers presented summary findings from the data collection
conducted in the first phase of the CAB's strategic planning process. The
findings included feedback from one-on-one stakeholder interviews with City
Council Members, the City Manager, CAB Members, and previous CAB grant
recipients, as well as two focus groups conducted with two community groups:
Santa Rosa Together and the Roseland Community Building Initiative group.
After taking questions, CivicMakers led the CAB through a small group
exercise. Each small group talked about what was surprising, what was not
surprising, and if anything was missing. The groups then reported out to the
larger board.
Next steps include a 1-2 day workshop where the CAB will develop their
mission, vision, and values, along with strategies they will carry forward for the
next 3-5 years. CivicMakers will send the final report of the summary findings.

Public Comment: Duane DeWitt commented on the bureaucracy of CAB
meetings and the lack of communication to the public about when CAB
meetings will be held and what will be discussed.

CAB Members may share community news of interest to the CAB as a whole.

announce departure from the meeting early, or any other announcements that
may affect the meeting.
5. STAFF UPDATES
This time is reserved for City staff to provide a briefing on issues of interest.
No action will be taken on these matters except to possibly place a particular
item on a future agenda for consideration.

Alta Planning and Design, along with staff from Transportation and Public
Works, will present information to the CAB about the Bicycle and
Pedestrian Master Plan update. In addition, the CAB will have an
opportunity to learn about different tools available to the public for
feedback and participate in providing their own feedback at the meeting.
6.2 CAB STRATEGIC PLAN: INITIAL FINDINGS FROM FOCUS GROUPS AND

Staff from CivicMakers, CAB Strategic Planning Consultant, will present
the initial findings from stakeholder interviews and focus groups held in
February and early March. CivicMakers will then facilitate a discussion
with the CAB about next steps, including workshop format preferences and
logistical details. CivicMakers will also answer questions from the CAB and
ask clarifying questions of the CAB, where appropriate.
