Office of Community City of Santa Rosa Engagement 637 First Street Community Advisory Board Regular Meeting Minutes - Final Wednesday, June 27, 2018 5:30 PM 5:38 P.M. 1. CALL TO ORDER & ROLL CALL Present:10 - Chair Cherie Barnett, Board Member Linda Adrain, Board Member Daniel Chaparro, Board Member Veronica Cruz, Board Member Tanya Narath, Board Member Vincent Harper, Board Member Cecile Querubin, Board Member Calum Weeks, Board Member Victoria Fleming and Board Member Jazmin Gudino Mendoza Absent: 4 - Vice Chair Lacinda Moore, Board Member Jennielynn Holmes, Board Member Xavier Nazario and Board Member Tulio Meza 2. PUBLIC COMMENTS NONE. 3. APPROVAL OF MINUTES Regular Meeting Minutes, May 23, 2018. A motion was made by Board Member Weeks, seconded by Board Member Adrain, to approve the May 23, 2018 meeting minutes; motion approved:. CAB ANNOUNCEMENTS Member Gudino announced that this meeting would be her final meeting as a CAB Member. Member Cruz announced information about a Restorative Resources fundraiser to be held on August 17, 2018 at the Arlene Francis Center, starting at 5:30pm. STAFF UPDATES 1. Community Improvement Grant update Community Engagement Staff updated the CAB on the two most recently completed Community Improvement Grant projects: 2018 MLK Juneteenth Festival and Unshackled. In addition, Staff provided an update on the 2017-2018 CAB grant application appeals. The new hearing date is scheduled for Septemeber 4, 2018. 2. CAB Open House series update Staff provided the CAB an update on the planning of the 2018 Open House series. Five events will take place between September and October. Locations include: Finley Community Center, DeTurk Round Barn, Montgomery High School, Roseland Accelerated Middle School, and Binkley Elementary School. At the July 16th Open House subcommittee meeting, the group will develop plans for each open house. 6. SCHEDULED ITEMS 6.1 CAB MONTHLY MEETING SCHEDULE AND LOCATION DISCUSSION Director Barnes has been appointed Interim Director of Recreation and Parks. This position requires facilitating the monthly Board of Community Services meetings, which overlap with the CAB's monthly meeting. Director Barnes recommended that the CAB change their meeting start time to 6:00pm. Public Comment: NONE A motion was made by Board Member Adrain, seconded by Board Member Harper, to keep the CAB meetings at their current location and move the meeting time to 6:00; motion approved:. She also explained the roles of the Vice Chair. Since Vice Chair Moore's term as Vice Chair is up, after serving a year and a half, the CAB made a decision on their new Vice Chair. Board Member Weeks nominated Board Member Harper. The motion carried by the following vote: Yes 10 - Chair Barnett Board Member Adrain Board Member Chaparro Board Member Cruz Board Member Narath Board Member Harper Board Member Querubin Board Member Weeks Board Member Fleming Board Member Gudino Mendoza Absent 4 - Vice Chair Moore Board Member Holmes Board Member Nazario Board Member Meza 6.3 STRATEGIC PLANNING WORKSHOP FOLLOW-UP Office of Community Engagement Staff provided the CAB with the draft strategic roadmap (plan). Staff asked the CAB Members to review the draft outside of the meeting and provide their feedback via email. Staff also provided some information about a service learning class from Sonoma State University taking a few of the strategic priorities from the plan and developing implementation plans for each selected priority. Finally, Director Barnes provided the CAB with information about the possibility of extending CivicMakers contract to develop other strategic priority implementation plans. The proposed cost is approximately $4,900. The CAB discussed whether or not they wanted to extend the contract with CivicMakers. Public Comment: NONE. Ideas included handing the brochures out at the events they have planned to attend (Wednesday Night Market, Live at Julliard), attending community events and handing the brochures out, leaving brochures at local businesses, and City of Santa Rosa Regular Meeting Minutes Page 4 of 5 Community Advisory Board Regular Meeting Minutes - Final June 27, 2018 door-to-door in mobile home parks. The CAB brainstormed how to measure their success in this outreach. Public Comment: NONE A motion was made by Board Member Cruz, seconded by Board Member Harper, to support the Bicycle and Pedestrian Plan by taking the following action: distributing fliers at the Wednesday Night Market, Julliard Park, and neighborhood outlets like bicycle shop and other businesses that cater to bicyclists; and we use the metrics of flyer counts and uptick on social media through Transportation and Public Works, motion approved:. PUBLIC COMMENTS This is the time when any person may address matters not listed on this agenda, but which are within the subject matter of the jurisdiction. The public may comment on agenda items when the item is called. Each speaker is allowed three minutes. 3. APPROVAL OF MINUTES Regular Meeting Minutes, May 23, 2018. Attachments: CAB Meeting Minutes 4. CAB ANNOUNCEMENTS CAB Members may share community news of interest to the CAB as a whole. CAB Members may also announce upcoming community events that may be of interest to the CAB. This is also the time when CAB Members may announce departure from the meeting early, or any other announcements that may affect the meeting. 5. STAFF UPDATES 1. Community Improvement Grant Update - Subcommittee update and CAB grant appeals 2. CAB Open House series update 6. SCHEDULED ITEMS 6.1 CAB MONTHLY MEETING SCHEDULE AND LOCATION DISCUSSION The Community Advisory Board will be asked to consider changing the start times of their regular monthly meetings to reduce the overlap with the Board of Community Services meeting. The CAB's Vice Chair holds their position for one year and fills in when the Chair is absent. The CAB decides by vote who will be their Vice Chair on an annual basis. 6.3 STRATEGIC PLANNING WORKSHOP FOLLOW-UP The CAB will evaluate the workshop and will discuss next steps and any follow-up items needing to be completed. 6.4 OUTREACH PLAN FOR BICYCLE AND PEDESTRIAN MASTER PLAN As a follow-up to the presentation given to the CAB on March 28, 2018 on the update to the Bicycle and Pedestrian Master Plan, the CAB will create their own outreach plan. This plan will be used to provide the public with information about how they can give input for the plan update. 7. UPCOMING AGENDA ITEMS The CAB will choose items for their next monthly Board meeting. Topics may include: A. Strategic Planning (on-going) B.
