Office of Community City of Santa Rosa Engagement 637 First Street Community Advisory Board Regular Meeting Minutes - Final Wednesday, February 26, 2020 6:00 PM 6:00 P.M. 1. CALL TO ORDER & ROLL CALL Present: 8 - Chair Cherie Barnett, Vice Chair Vincent Harper, Board Member Miles Burgin, Board Member Veronica Cruz, Board Member Michelle Escobar-McGarry, Board Member Leslie Graves, Board Member Carley C. Moore, and Board Member Jacquelynne Ocana Absent: 5 - Board Member Daniel Chaparro, Board Member Danielle Divine, Board Member Jennielynn Holmes, Board Member Cecile Querubin, and Board Member Keith Roberts 2. PUBLIC COMMENTS Duane DeWitt made public comment about the upcoming Roseland Creek Community Park meeting. He stated that he felt that the notice for the meeting was sent out too late and that people would not use childcare provided. 3. APPROVAL OF MINUTES January 22, 2020 Regular Meeting Minutes. A motion was made by Board Member Cruz, seconded by Vice Chair Harper, to approve the January 22, 2020 meeting minutes. The motion carried by the following vote: Yes: 7 - Chair Barnett, Vice Chair Harper, Board Member Burgin, Board Member Cruz, Board Member Graves, Board Member C. Moore, and Board Member Ocana Absent: 6 - Board Member Chaparro, Board Member Divine, Board Member Holmes, L. Moore, Board Member Querubin, and Board Member Roberts Abstain: 1 - Board Member Escobar-McGarry 4. CAB ANNOUNCEMENTS Member Graves handed out flyers for Black History Month (February) and Women's History Month (March). Women's History Month kicks off with the Rosie Rally in Courthouse Square on Sunday, March 8 from 11am-2pm. 5. STAFF UPDATES City of Santa Rosa Regular Meeting Minutes Page 2 of 4 Community Advisory Board Regular Meeting Minutes - Final February 26, 2020 1. Measure M Community Meeting - 2/27 at DeTurk Round Barn Staff announced the first community meeting in a series of four for Measure M. The 2/27 meeting will be held from 5:30-7:30pm. Dinner will be served and interpretation services will be available. The next three meetings will take place between March and May 2020. 2. Roseland Creek Community Park Master Plan Community Meeting - 3/4 at Cook Middle School Staff announced another community meeting regarding the Roseland Creek Community Park. The meeting will include free dinner, childcare and Spanish-language interpretation services. Staff stressed that it is important that residents attend this meeting so that their input could be provided on the master plan. The plan would start from scratch and previous input would not be considered. 3. Digital Engagement Tool Staff briefly mentioned that they were doing research into different online community engagement tools that would allow the City to reach a broader number of people for various projects. 4. Community Engagement Toolkit for Staff Finally, staff briefly mentioned that they are putting together a toolkit and training for City staff on community engagement, including the definition of community engagement, why community engagement is important, how to put together a community engagement plan, and tools to use for community engagement. Included in the toolkit is the neighborhood and community groups list put together by the CAB last year. Public Comment: Duane DeWitt made public comment regarding the history of the Roseland Creek Community Park site and the questionable use of land by former City staff. He then stated that he was excited about the meeting and is looking forward to breaking bread and having a discussion with the community. 6. SCHEDULED ITEMS 6.1 2020 CENSUS PRESENTATION Al Lerma, Partnership Specialist from the Los Angeles Regional Census Center, U.S. Census Bureau, presented on the upcoming 2020 census and how Santa Rosa is preparing for the census count. Self response via internet, phone or paper form will be available beginning March 12, 2020. The census count will go until June 2020. Mobile Questionnaire Assistance will begin in late March and go through July 31, 2020. The Census Bureau is partnering with community-based organizations, churches, Chamber of Commerce, cities and counties to identify areas in need of support during the Self-Response and City of Santa Rosa Regular Meeting Minutes Page 3 of 4 Community Advisory Board Regular Meeting Minutes - Final February 26, 2020 Non-Response Follow-Up periods. There are numerous resources available online in all languages and can be found at 2020census.gov/partners. There are also census jobs available for people of all ages. These jobs and applications can be found at 2020census.gov/jobs. PRESENTATION - 2020 CENSUS 6.2 SUBCOMMITTEE REPORT OUTS AND ACTION ITEMS The Empowerment Subcommittee will table their report out and survey item for an upcoming meeting. The Expertise Subcommittee will table their grant debrief for an upcoming meeting. A motion was made by Board Member Burgin, seconded by Board Member Graves, to approve the Community Advisory Board recruitment flyer. The motion carried by the following vote: Yes: 8 - Chair Barnett, Vice Chair Harper, Board Member Burgin, Board Member Cruz, Board Member Escobar-McGarry, Board Member Graves, Board Member C. Moore, and Board Member Ocana Absent: 6 - Board Member Chaparro, Board Member Divine, Board Member Holmes, L. Moore, Board Member Querubin, and Board Member Roberts 6.3 VICE CHAIR SELECTION Carley Moore and Leslie Graves were nominated for Vice Chair of the CAB. The CAB held a write-in vote and the vote ended in a tie. A motion was made by Board Member Burgin, seconded by Board Member Ocana, to accept Co-Vice Chairs for the Community Advisory Board, selecting Member C. Moore and Member Graves. The motion carried by the following vote: Yes: 8 - Chair Barnett, Vice Chair Harper, Board Member Burgin, Board Member Cruz, Board Member Escobar-McGarry, Board Member Graves, Board Member C. Moore, and Board Member Ocana Absent: 6 - Board Member Chaparro, Board Member Divine, Board Member Holmes, L. Moore, Board Member Querubin, and Board Member Roberts 7. FUTURE AGENDA ITEMS A. A motion was made by Board Member Cruz, seconded by Board Member Escobar-McGarry, to adjourn the meeting.
