PUBLIC COMMENTS/COMENTARIOS DEL PÚBLICO None. 3. APPROVAL OF MINUTES/APROBACIÓN DE ACTA de la reunión ordinaria del 26 de agosto de 2020 August 26, 2020 Regular Meeting Minutes. A motion was made by Board Member Cruz, seconded by Board Member Foster, approve the August 26, 2020 meeting minutes, as amended by Member Harper. The motion carried by the following vote: Yes: 9 - Chair Barnett, Board Member Harper, Board Member Chaparro, Board Member Cruz, Board Member Divine, Board Member Foster, Vice Chair Graves, Vice Chair Moore, and Board Member Roberts Absent: 3 - Board Member Escobar-McGarry, Board Member Ocana, and Board Member Querubin 4. CAB ANNOUNCEMENTS/ANUNCIOS de la CAB Chair Barnett reminded everyone that September is Bike to Everywhere Month. Member Harper announced a Census Parade would take place on Saturday, September 26 at 11:00 a.m. This event will be a drive-thru event and is part of the South Park Day/Night Festival this year. In addition, Member Harper also announced that on Friday, September 26 there would be a movie night held in the Roseland Plaza parking lot. The movie shown will be The Book of Life. Member Graves announced that there would be action happening this evening in Courthouse Square regarding the Grand Jury's decision on the death of Breonna Taylor. Members were invited to attend the rally if they so choose. Member Grave also announced that there is a heat advisory and Red Flag Warning for the weekend of September 26. No public comments. 5. STAFF UPDATES/ACTUALIZACIÓN DEL PERSONAL 1. Community Empowerment Plan Update a. Listening sessions completed to date: 12 i. Engaged 147 people total ii. 97 of the total engaged are Black, Indigenous, People of Color (BIPOC) iii. Will continue holding follow-up listening sessions with interested groups. iv. Staff is working on scheduling 7-9 more sessions with new groups, including Spanish-speaking, Indigenous, Eritrean, and Asian/Pacific Islander. b. Multicultural Roots Project City of Santa Rosa Meeting Minutes Page 4 of 7 Community Advisory Board Meeting Minutes September 23, 2020 i. VISTAs are researching historical events and individuals as well as current community leaders to highlight ii. Deadline for submitting research is 9/24 iii. Summaries will be sent to a project advisory group iv. Plan is to debut at an upcoming City Council meeting and through City communications channels. 2. Open Government Update a. Open Government Task Force Implementation Subcommittee will be meeting on 9/30 at 5:30 p.m. b. The meeting will be held virtually c. Will be reviewing key ordinance sections and finalizing discussion d. Next step: send to Council - tentative date for first reading is 10/27 3. Election Information a. The CAB can provide information on ballot measures, but they cannot tell people how to vote or to advocate for a specific measure. b. The CAB can work on a campaign as long as it is done as a citizen and not as a CAB member. c. CAB members donate personal money to a campaign, but no CAB funds may be used. d. The CAB can send campaign and ballot specific emails from personal email account, but not as a CAB member or on behalf of the CAB. e. The CAB cannot use agency resources (e.g. telephones, computers, office supplies, printing, etc.) for campaign purposes. f. Please email Danielle additional questions and she will check with the City Attorney's Office. Members requested that contact information be added to the Community Empowerment website. City of Santa Rosa Meeting Minutes Page 5 of 7 Community Advisory Board Meeting Minutes September 23, 2020 PRESENTATION - CAB STRATEGIC PLAN 2020 UPDATE 6.2 NEIGHBORHOOD ENGAGEMENT PLAN OF ACTION/PLAN DE ACCIÓN DE PARTICIPACIÓN COMUNITARIA DEL VECINDARIO One of the CAB Empowerment Subcommittee's activities is to proactively attend neighborhood meetings. However, due to COVID-19, it is unclear which neighborhood groups are still meeting. Member Ocana asked that this item be brought up for discussion. The CAB listed several neighborhood groups and their current meeting status: Burbank Gardens Neighborhood Association - not meeting Roseland Community Building Initiative - meeting via Zoom, weekly South Park Community Building Initiative - meeting in person St. Rose Neighborhood - not meeting West End Neighborhood Association - lead organizers meeting Coffey Strong - somewhat active; not sure about meeting frequency Junior College Neighborhood Association - not sure Cobblestone Neighborhood Association - not sure Cherry Street Neighborhood Association - not sure Downtown Action Organization (DAO) - meeting via Zoom Staff will send out the Neighborhood and Community Groups list to the CAB. Staff will also send out a list of Core/Downtown neighborhood associations to Member Foster to help get him connected. No public comments. 6.3 CAB SUBCOMMITTEE MEETINGS/REUNIONES DEL SUBCOMITÉ DE CAB Staff reminded the CAB of the subcommittee meeting dates: Expertise - meets the first Wednesday of each month at 5:30 p.m. Empowerment - meets the second Wednesday of each month at 6:00 p.m. Each subcommittee agreed that these times still worked for members. The Expertise Subcommittee asked for Director Telles to attend their next meeting to talk about expectations for the subcommittee. The Empowerment Subcommittee agreed and asked for the same. It was mentioned that perhaps the subcommittees could help with the PG&E settlement survey by encouraging groups in their CAB areas to take the survey and to attend upcoming community meetings on the topic. The next meeting is for Coffey Park and mobile home residents who were impacted by the 2017 fires, which will be held on 9/24 at 6:00 p.m. Co-Vice Chair Graves stated that since the Chair and Co-Vice Chair Moore City of Santa Rosa Meeting Minutes Page 6 of 7 Community Advisory Board Meeting Minutes September 23, 2020 were already members of the Expertise Subcommittee, she would make the move to join the Empowerment Subcommittee. No public comments. 6.4 MEET YOUR CAB MEMBERS AND CITY STAFF/CONOZCA A SUS MIEMBROS DE CAB Y AL PERSONAL DE LA CIUDAD Community Engagement Division Director Magali Telles presented information on herself to the CAB. Ms. Telles grew up in Fresno, CA and came to Sonoma County in 2000 to attend Sonoma State University (SSU). She received her Bachelor's degree in Sociology and helped to establish the first Latina sorority at SSU. Assisted in developing the Latino Family Summit, which provides information to parents and students about the university and all the opportunities that come with attending college. Has a lot of experience working with youth. In 2017, Ms. Telles became the first Executive Director for Los Cien of Sonoma County. In this role, she worked on building bridges between community and having difficult conversations around racial equity and social justice. The CAB requested that Community Engagement Coordinator, Danielle Garduno, present on herself at the October 28, 2020 meeting. No public comment. 7. FUTURE AGENDA ITEMS/FECHAS Y PUNTOS DEL ORDEN DEL DÍA DE REUNIONES FUTURAS Director Telles reminded the CAB that the Commission on Human Rights Report could not be placed on the CAB's agenda until the City Council has had a chance to hear and discuss the report. Members asked that staff provide updates on this at the next meeting. Member Divine asked that the South Park Neighborhood group be given time to present at an upcoming CAB meeting. She also requested time for Mike Bauer from GBAB. Chair Barnett asked if Daniel Homesy from San Francisco's Neighborhood Empowerment Network could speak with the CAB about how to move forward with Neighborfest during COVID-19. Public Comment: Voicemail from Ollie - Requested that the CAB read and discuss the Human Rights Commission report. Roman Campos - Requested clarity on the Human Rights Report and the Council's Upcoming Meeting List. Stated that the item has a date in December and wanted clarity on the date.
