September 23, 2020 Regular Meeting Minutes.
A motion was made by Co-Vice Chair Graves, seconded by Member Cruz,
to approve the September 23, 2020 regular meeting minutes. The motion
carried by the following vote:
Yes: 7 - Chair Barnett, Board Member Chaparro, Board Member Cruz, Board
Member Divine, Board Member Harper, Vice Chair Moore, and Vice
Chair Graves
Absent: 3 - Board Member Escobar-McGarry, Board Member Foster, and Board
Member Roberts
Abstain: 2 - Board Member Ocana, and Board Member Querubin
4. CAB ANNOUNCEMENTS/ANUNCIOS de la CAB
Member Querubin announced that in-person voting for the general election will
begin on Saturday, October 31.
Member Chaparro announced that he will leave the meeting early, around 7:20pm.
Co-Vice Chair Graves added additional information about voting: mail-in ballots
must be postmarked by November 3, 2020 and must be received from the Post
Office by the County no later than 17 days after the election.

6. SCHEDULED ITEMS/PUNTOS PROGRAMADOS
6.1 SHARED MOBILITY DEVICES INFORMATIONAL PRESENTATION
Nancy Adams, Transportation Planner with the City's Transportation and Public
Works Department, presented to the CAB on Shared Mobility Devices. The City
will be implementing a bike share pilot program in 2021. This pilot program
decision was developed using data and strategies from the 2018 Bike and
Pedestrian Master Plan Update and the Climate Action Plan (2012). The Pilot
Program and ordinance will be taken to Council for a study session on
November 10, 2020.

PRESENTATION - SHARED MOBILITY DEVICES (SMDs)
6.2 MULTICULTURAL ROOTS PROJECT: OUTREACH
ASSISTANCE/PROYECTO RAÍCES MULTICULTURALES: ASISTENCIA DE
DIVULGACIÓN
Community Engagement Coordinator, Danielle Garduno, presented information
to the CAB on the new Multicultural Roots Project (MRP). The MRP has two
goals:
1. Create visibility for Black, Indigenous, People of Color (BIPOC) in Sonoma
County, with a particular focus on Santa Rosa; and
2. Recognize, through historical stories from BIPOC, contributions and impacts
that have shaped Santa Rosa and Sonoma County.

The MRP involves a Project Advisory Group, consisting of community members
that have participated in community listening sessions and/or who are active in
social justice and racial equity work in Sonoma County. Community
Engagement AmeriCorp VISTAs conduct research on historical leaders,
events, and/or places each month and develop stories to share with the
community. In addition, the VISTAs interview current BIPOC community leaders
and create stories to share as well. Staff outlined the outreach plan for this
project and asked the CAB to help disseminate stories, as they are released.
CAB members provided additional suggestions for future stories.
For the month of November, the following stories will be shared: Gilbert Gray,
John Richards, Platt Williams, Joy Ayodele and Rafael Vasquez.

PRESENTATION - Multicultural Roots Project
6.3 SUBCOMMITTEE REPORT OUTS & CAB FOCUS AREAS/SALIDAS DE
INFORMES DEL SUBCOMITÉ Y ÁREAS DE ENFOQUE DE LA CABINA
Empowerment: met a couple weeks ago. Discussed neighborhood group lists
and citizen engagement academy. The group is working on developing a series
of Civic 101 videos, for example how to participate in City Council meetings.
Timeline is about six-months for creation of videos. List of topics due by Friday,
10/30.
Expertise: also met recently to prioritize goals for the near future. Our priority is
to complete new CAB member toolkit. Will use Co-Vice Chair Moore's
document. Another priority is the Mentor/Mentee goal, having seasoned CAB
members mentor newer members. Also discussed for long-term, having a junior
CAB group. Staff mentioned the former City Teen Council.

PRESENTATION - SHARED MOBILITY DEVICES (SMDs)

Note: This presentation is informational only and the CAB will not be asked
to take action or provide feedback.
Background: The evolution SMDs has surged in the last several years.
Examples of these devices include electric scooters and electric bikes.
Since the arrival of electric scooters in California in 2017, the landscape
has evolved from being dominated by two vendors to being crowded with
competitors. The e-scooter companies typically offer wheeled electric
mobility that may be accessed via a smartphone app and a credit card and
picked up and dropped off anywhere. The dock-less nature of e-scooters
is primarily what makes them more convenient and appealing than a
system with docking stations. As cities struggle to meet the mobility needs
of residents, workers and tourists, e-scooters can provide a convenient
solution for improved mobility options. On the other hand, e-scooters can
pose challenges to riders and pedestrians and the use of public right of
way.

Community Engagement staff will present the first five summaries for the
Multicultural Roots Project: Stories from Santa Rosa's Black, Indigenous,
People of Color Communities. These summaries will be shared with the
public through regular City communication channels, community partners
and at City Council meetings. Staff will ask CAB members to share with
their community networks.
