Virtual Meeting City of Santa Rosa Community Advisory Board Meeting Minutes Wednesday, January 27, 2021 6:00 PM 6:00 P.M. DUE TO THE PROVISIONS OF THE GOVERNOR'S EXECUTIVE ORDERS N-25-20 AND N-29-20 WHICH SUSPEND CERTAIN REQUIREMENTS OF THE BROWN ACT, AND THE ORDER OF THE HEALTH OFFICER OF THE COUNTY OF SONOMA TO SHELTER IN PLACE TO MINIMIZE THE SPREAD OF COVID-19, THE COMMUNITY ADVISORY BOARD MEMBERS WILL BE PARTICIPATING VIA ZOOM WEBINAR. CALL TO ORDER & ROLL CALL Meeting called to order at 6:00 p.m. Member Roberts joined the meeting at 6:05 p.m. Member Querubin left the meeting at 7:20 p.m. City of Santa Rosa Meeting Minutes Page 2 of 5 Community Advisory Board Meeting Minutes January 27, 2021 Present:10 - Board Member Veronica Cruz, Chair Cherie Barnett, Vice Chair Leslie Graves, Vice Chair Carley Moore, Board Member Manny Baldenegro, Board Member Vincent Harper, Board Member Jorge Inocencio, Board Member Jacquelynne Ocana, Board Member Cecile Querubin, and Board Member Keith Roberts Absent: 2 - Board Member Danielle Divine, and Board Member Kevin Foster 2. OATH OF OFFICE FOR NEW CAB MEMBERS Members Baldenegro and Inocencio received their oaths of office. 3. PUBLIC COMMENTS None. 4. APPROVAL OF MINUTES December 16, 2020 Special Meeting Minutes. Public Comment: None. A motion was made by Board Member Cruz, seconded by Board Member Ocana, to approved the December 16, 2020 special meeting minutes. The motion carried by the following vote: Yes: 5 - Board Member Cruz, Chair Barnett, Vice Chair Graves, Board Member Harper, and Board Member Ocana Absent: 2 - Board Member Divine, and Board Member Foster Abstain: 5 - Vice Chair Moore, Board Member Baldenegro, Board Member Inocencio, Board Member Querubin, and Board Member Roberts 5. CAB ANNOUNCEMENTS Member Querubin announced that she has to leave by 7:20pm. Member Ocana announced that she has been appointed to the Sonoma County Planning Commission by Supervisor Coursey and that she will be stepping down from the CAB. Today will be her last meeting. Member Graves announced that the City's banner policy was approved by City Council and that neighborhoods do not have to pay the fees for their neighborhood banners. Member Moore announced that she would be stepping down as Co-Vice Chair. Public Comment: None. STAFF UPDATES Community Empowerment Plan Staff provided an update on the Lowrider Patrol Car Project. SRPD is still waiting on the car to be released from Fleet so that can hand it over to the Lowrider Council for the rebuild of the car. This should happen in a few weeks from now. In the meantime, Community Engagement and SRPD staff are working with members from the Lowrider Council on design ideas and next steps. In addition, Community Engagement is contracting with For the Arts (FTA) Productions to develop a documentary style video of the project including building of the car and interviews with community members, staff and Council members. Director Telles also mentioned that community members and organizations have come forward with donations of money and resources for the build of the car. Director Telles provided the CAB an update on the final report. Staff wants to make sure that the final listening session report is accessible to all community members. Staff will be working with a graphic designer on the layout of the report as well as with SEED Collaborative to ensure the report is in alignment with their work with the City. Open Government Ordinance Subcommittee scheduled to meet sometime in February 2021. Council study session to take place on ordinance implementation at the end of March 2021. CAB Vice Chair Vote Each year, the CAB votes on the Vice Chair position and this vote usually takes place in February. Staff asked the CAB to be ready to nominate a new Vice Chair or confirm Vice Chair Graves for a second term. Mask Up, Respect Campaign Staff still has masks and yard signs for CAB members to use for the Mask Up, Respect Campaign. Staff asks CAB members to pick up these items on a specified date. Staff will contact members to arrange a date. Public Comment: None. 7. SCHEDULED ITEMS 7.1 PRESENTATION - MODEL FOR RESPONSE TO MENTAL ILLNESS AND HOMELESSNESS Captain John Cregan of the Santa Rosa Police Department presented on the CAHOOTS program model. CAHOOTS stands for Crisis Assistance Helping Out On The Streets and is a program implemented by the White Bird Clinic in Eugene, OR, in collaboration with the Eugene Police Department. The CAHOOTS Team responds to social services calls to include crisis counseling. The Team initiates City of Santa Rosa Meeting Minutes Page 4 of 5 Community Advisory Board Meeting Minutes January 27, 2021 contact and completes transportation for intoxicated persons, individuals experiencing a mental health crisis, or a disoriented person. The City of Santa Rosa is developing its own model for response to mental illness and homelessness by working with White Bird Clinic and local community partners, as well as collecting community input. Key partners for this program are Buckelew Programs (mental health), Catholic Charities (homelessness), and the Santa Rosa Fire Department (medical response). The next steps in program development include creating the program budget, identifying the training and equipment needs, creating protocols and policies for dispatching calls for service, phasing in the rollout of response teams, community education and engagement, and evaluation. In addition, staff is also working with other partners across the county to see if this can be implemented in other local jurisdictions. Public Comment: None. 7.2 DISCUSSION ON CITY PRESENTATIONS TO THE CAB AND OTHER CAB RESPONSIBILITIES Staff provided the CAB with an overview of a concern brought up in the Expertise Subcommittee regarding City department presentations during CAB meetings and not having time on the agenda to address and discuss issues of concerns of City residents/neighborhood groups. Staff also mentioned that Assistant City Manager, Jason Nutt, requested to come to the CAB in February or March to present on the Capital Improvement Program (CIP) budget priorities, as it is part of the CAB's roles and responsibilities under the City Charter. Member Moore also spoke about what was discussed at the Expertise Subcommittee meeting, including being able to talk about organic issues and how CAB is prioritizing time on their agendas. Member Moore also suggested coming up with a few questions or next steps (action list - call to action for the CAB) for the CAB to use after the presentations from City staff. The CAB decided to add an agenda item as a placeholder to discuss issues of concern to City residents. The CAB also agreed to have Mr. Nutt present at their February meeting on the CIP budget priorities. Public Comment: None. 7.3 RECOGNITION OF SERVICE TO THE COMMUNITY ADVISORY BOARD Staff recognized and thanked CAB Members Cruz and Ocana for their service on the CAB and also recognized several other CAB members who left in 2020. SCHEDULED ITEMS 7.1 PRESENTATION - MODEL FOR RESPONSE TO MENTAL ILLNESS AND HOMELESSNESS Attachments: PRESENTATION Captain John Cregan with the Santa Rosa Police Department will present information on the City of Santa Rosa's Model for Response to Mental Illness and Homelessness to the CAB. The CAB will have an opportunity to provide feedback. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 3 of 4 Community Advisory Board JANUARY 27, 2021 7.2 DISCUSSION ON CITY PRESENTATIONS TO THE CAB AND OTHER CAB RESPONSIBILITIES The CAB will discuss priorities around agenda items, including City department presentations, other agency presentations (e.g. County, Catholic Charities) and issues of concern to City residents. Proposed presentation for February: Capital Improvement Program Budget Priorities (Jason Nutt, Assistant City Manager and Director of Transportation and Public Works) Included will be a report out from both Subcommittees on progress made on assigned projects and where there may be overlap with the discussion about prioritizing agenda items. 7.3 RECOGNITION OF SERVICE TO THE COMMUNITY ADVISORY BOARD The CAB will recognize the service of members who resigned their seat in 2020 and who will be leaving the board as of this meeting. 8. FUTURE AGENDA ITEMS This schedule is tentative and subject to change pending final publication and posting of the Meeting Agenda.
