Virtual Meeting City of Santa Rosa Community Advisory Board Meeting Minutes Wednesday, April 28, 2021 6:00 PM 6:00 P.M. DUE TO THE PROVISIONS OF THE GOVERNOR'S EXECUTIVE ORDERS N-25-20 AND N-29-20 WHICH SUSPEND CERTAIN REQUIREMENTS OF THE BROWN ACT, AND THE ORDER OF THE HEALTH OFFICER OF THE COUNTY OF SONOMA TO SHELTER IN PLACE TO MINIMIZE THE SPREAD OF COVID-19, THE COMMUNITY ADVISORY BOARD MEMBERS WILL BE PARTICIPATING VIA ZOOM WEBINAR. CALL TO ORDER & ROLL CALL Meeting called to order at 6:01 p.m. Present: 8 - Chair Leslie Graves, Board Member Cherie Barnett, Board Member Manny Baldenegro, Vice Chair Jorge Inocencio, Board Member Candice Richardson, Board Member Keith Roberts , Board Member Damion Square, and Board Member Beth Steffy City of Santa Rosa Meeting Minutes Page 2 of 6 Community Advisory Board Meeting Minutes April 28, 2021 Absent: 3 - Board Member Vincent Harper, Board Member Carley Moore, and Board Member Chantavy Tornado 2. NEW MEMBER OATHS OF OFFICE Members Richardson and Square received their oaths of office. 3. PUBLIC COMMENTS None. 4. APPROVAL OF MINUTES March 24, 2021 Regular Meeting Minutes. Chair Graves noted several changes that needed to be made to the minutes, including: 1. Change Vice Chair Moore to Member Moore. 2. Update Member Tornado's name/ 3. Make a note that Member Square had not taken his oath of office even though he was marked absent. Staff will update the minutes with these changes and bring them back to CAB for a vote. Public Comment: None. 5. CAB ANNOUNCEMENTS Chair Graves announced that she and Member Richardson attended the Workplace Harassment Training offered by City staff. She reminded all CAB members to take this and other required trainings by deadlines provided by the City Clerk's Office. Public Comment: None. 6. STAFF UPDATES Community Empowerment Plan Update - Final listening sessions report is complete. Staff sent copy to the CAB today. Will be posted with the Council agenda soon. - Study Sessions: 5/4 and 5/5, covering After Action report, independent investigation report, Human Rights Commission report, listening sessions report and police reform update. - Let’s Connect SR (online engagement platform): --Being built now with Bang the Table --Will have several projects to start and staff will continue to add more as they City of Santa Rosa Meeting Minutes Page 3 of 6 Community Advisory Board Meeting Minutes April 28, 2021 come up --Some projects include Multicultural Roots Project, The Marylou, Social Justice Mapping, police training curriculum update, and Planning projects. --Soft launch in May; big launch w/project in June . Open Government Task Force Implementation Subcommittee - Next meeting: Thursday, June 3, 2021 at 6pm - Regular meeting schedule will be 1st Thursday every other month. Community Improvement Grant Updates - 1st application deadline is June 30, 2021 - There will be two additional deadlines this year: September 30 and December 31. - Informational meetings were held last week. Staff is working on uploading the meetings to YouTube and the grant website. - Staff asked that CAB members share applications with their contacts. Merit Awards - Director Telles reminded everyone about nominations for the Merit Awards, which are now open through July 10, 2021. Nominate someone who has gone above and beyond to make Santa Rosa a better place through volunteering. United by Fire - Director Telles provided the CAB information about an upcoming fire prevention series that will be piloted by the Santa Rosa Fire Department and the Office of Community Engagement this year. - The series will run May 24 through May 27, 2021 - Topics will include: control burns as an ancestral practice and form of renewal and biodiversity of the area; mental health resources and methods to use during fire season; home hardening and weed abatement; and emergency alerts and notifications and evacuation routes in Santa Rosa. - Spanish interpretation will be available. Public Comments: None. 7. SCHEDULED ITEMS 7.1 MEET YOUR CAB MEMBERS CAB Members were provided the opportunity to introduce themselves to the rest of the CAB and to the community and share up to three items they hope to address during their term with the CAB. Member Barnett: Community Improvement Grant Program/Neighborfest; community events; and neighborhood summit with CAB involvement. City of Santa Rosa Meeting Minutes Page 4 of 6 Community Advisory Board Meeting Minutes April 28, 2021 Member Inocencio: Infrastructure improvements in Roseland; more parks in Roseland and South Park; community cohesion and organization. Member Richardson: Community cohesion; access to education and health care; and access to mental health services. Member Roberts: Infrastructure improvements; neighborhood cohesion; and promoting diversity and inclusion, and supporting Santa Rosa's BIPOC. Member Square: Black economic empowerment; Black resource center; Black and Brown health (callisthenic parks); and cannabis equity grants. Member Steffy: Vital downtown; housing for all; and criminal justice reform Member Baldenegro: align with what many members have already said including community; neighborhood revitalization and how CAB is a part of that; and Community Improvement grants - what has been funded in the past and who can we organize to apply? Chair Graves: increase communications about City projects and CAB; neighborhood summit. Public Comment: None. 7.2 CAB VICE CHAIR SELECTION A motion was made by Board Member Baldenegro, seconded by Board Member Roberts, to nominate Member Inocencio as the new Vice Chair of the CAB and hold a vote to approve the nomination. The motion carried by the following vote: Yes: 6 - Chair Graves, Board Member Barnett, Board Member Baldenegro, Board Member Richardson, Board Member Roberts, and Board Member Steffy Absent: 3 - Board Member Harper, Board Member Moore, and Board Member Tornado Abstain: 2 - Vice Chair Inocencio, and Board Member Square 7.3 COMMUNITY EMPOWERMENT PLAN: LISTENING SESSION REPORT PRESENTATION - COMMUNITY EMPOWERMENT PLAN LISTENING SESSIONS REPORT Danielle Garduno, Community Engagement Coordinator, provided a CAB with a brief overview of the Community Empowerment Plan Listening Sessions Report which will be presented in full detail to the City Council on May 5, 2021. City of Santa Rosa Meeting Minutes Page 5 of 6 Community Advisory Board Meeting Minutes April 28, 2021 Community Engagement staff held listening sessions with BIPOC community groups from July through December 2020. In total, staff met with: - 280 community members; 265 of which are POC - 13 POC community groups for a total of 18 listening sessions (5 were follow-up sessions) - 5 Latinx community groups - 4 Black community groups - 1 Indigenous community group - 3 mixed race community groups 5 Listening Session Themes: 1. Build positive and collaborative relationships between SRPD and community, including youth; 2. Invest in community programming and services, particularly for POC communities; 3. Create police accountability and oversight mechanisms; 4. Address institutional racism, systemic racism, and the culture of white supremacy in Santa Rosa; and uplift and celebrate Santa Rosa's POC communities; and 5. Address homelessness in our neighborhoods. Community Recommendations: 1. Engage through an anti-racist lens: create an organizational culture that values public engagement with all community members and increasing access to public engagement opportunities. 2. Commitment to diversity, inclusion, equity, transparency and access. 3. Declare racism as a public health crisis in Santa Rosa. 4. Mandatory trainings and educational sessions for all City staff, appointed and elected officials, and members of City boards and commissions. 5. Civilian oversight of SRPD. 6. Restorative justice circles with the community. 7. Continue to explore best practice responses to protests and demonstrations. Public Comment: Sheryl asked how the CAB interfaces with SRPD and will the CAB provide input on civilian oversight/police accountability? City of Santa Rosa Meeting Minutes Page 6 of 6 Community Advisory Board Meeting Minutes April 28, 2021 7.4 ISSUES OF CONCERNS TO CITY RESIDENTS Vice Chair Inocencio stated that a community group in the Dutton Meadows neighborhood are interested in infrastructure and opposing housing developments because they are coming in without the necessary infrastructure. Public comment: None. 7.5 CAB SUBCOMMITTEE UPDATES Expertise Subcommittee update: none. Empowerment Subcommittee update: putting together the Civic 101 videos. Public comment: None. 8. FUTURE AGENDA ITEMS A. Sonoma County Commission on Human Rights Report (TBD) B. Caring for Yourself While Working with the Community During Times of Crisis (May 19, 2021) C. Community Improvement Grant Program: Project Selections (July 2021) D. Recreation and Parks Department Presentation (TBD) E. City of Santa Rosa Equity Officer (TBD) F. Community Engagement Division Strategic Plan (TBD) G. General Plan Update (TBD) H. Sonoma County Homeless County (TBD) Staff will ask the Chair of the Human Rights Commission if he would like to present the report to CAB. Another idea was to send out the presentation from the May 4 study session to the CAB and CAB can discuss at an upcoming meeting. Public comment: None. 9. This item will include a preview of the study session item going to City Council on May 5, 2021. PRESENTATION - COMMUNITY EMPOWERMENT PLAN LISTENING SESSIONS REPORT Attachments: PRESENTATION 7.4 ISSUES OF CONCERNS TO CITY RESIDENTS This is a standing agenda item. CAB Members will report on issues of concern to community members within their CAB areas and the City as a whole. Community members may use public comment during this item to bring issues of concern to the CAB. 7.5 CAB SUBCOMMITTEE UPDATES This is a standing agenda item.
