Email public comments will be provided to all CAB members prior to the meeting. 1. CALL TO ORDER AND ROLL CALL Meeting called to order at 6:03pm. Member Bartholow was marked absent but has not received her oath of office yet. Member Rahmn left the meeting at 8:00pm. City of Santa Rosa Meeting Minutes Page 2 of 6 Community Advisory Board Meeting Minutes October 27, 2021 Present: 9 - Chair Leslie Graves, Vice Chair Jorge Inocencio, Board Member Manny Baldenegro, Board Member Cherie Barnett, Board Member Steve Rahmn, Board Member Candice Richardson, Board Member Keith Roberts , Board Member Damion Square, and Board Member Beth Steffy Absent: 3 - Board Member Robin Bartholow, Board Member Vincent Harper, and Board Member Chantavy Tornado 2. OATH OF OFFICE Item tabled until the November meeting. 3. PUBLIC COMMENTS Regina Brennan made public comment on behalf of the Sonoma County Black Forum regarding the Community Improvement Grant Program. 4. APPROVAL OF MINUTES August 25, 2021 Regular Meeting Minutes. A motion was made by Board Member Roberts, seconded by Board Member Richardson, to approve the meeting minutes for August 25, 2021. The motion carried by the following vote: Yes: 9 - Chair Graves, Vice Chair Inocencio, Board Member Baldenegro, Board Member Barnett, Board Member Rahmn, Board Member Richardson, Board Member Roberts, Board Member Square, and Board Member Steffy Absent: 3 - Board Member Bartholow, Board Member Harper, and Board Member Tornado 5. CAB ANNOUNCEMENTS Member Barnett announced information about the Santa Rosa Dia de los Muertos event happening on November 1 and 2 at Courthouse Square. She encourages everyone to attend that is able. Member Roberts announced that the City of Santa Rosa's and County of Sonoma's Section 8 Housing wait-list is currently open to applicants until October 31, 2021 (Santa Rosa) and November 1, 2021 (County of Sonoma). Public Comments: none. 6. STAFF UPDATES OCE Staffing Updates: · Welcome Daniel (Danny) Chaparro! Danny was recently hired as a City of Santa Rosa Meeting Minutes Page 3 of 6 Community Advisory Board Meeting Minutes October 27, 2021 Community Outreach Specialist for the Office of Community Engagement. Danny is a former CAB member and will be assisting with the Multicultural Roots Project, Neighborfest and the Youth Promotores Program. · Trauma Informed Care Workshops - Director Telles provided a brief update on the trauma informed care workshops being hosted by the Violence Prevention Partnership and led by the Hanna Institute. Community Empowerment Plan Update · Resolution declaring racism a public health crisis going to Council on November 16. · There’s still time to check out the Dia de los Muertos exhibit at the Museum of Sonoma County - while you’re there, check out the Multicultural Roots Project display. · The Lowrider Patrol Car Project - The next activities will happen simultaneously over the next month, including new upholstery, new stereo system and artwork. New tires and rims will also be ordered this week. Director Telles also provided an update on project challenges, mainly due to shipping issues. Open Government Update · October meeting was cancelled due to staffing shortages and other conflicts. · Working on rescheduling December’s meeting, as it falls during the holidays. Guidance on Events Update (Magali) · As we ease back into in-person meetings and events, the City has developed a list of protocols to follow for staff and BCCs members. · City staff should only accept requests to participate in events that follow current Sonoma County Health Orders. · Follow all County Health Officer protocols and policies when at events · Wear a mask, indoors or outdoors, regardless of vaccination status and have hand sanitizer, wipes, etc with you while tabling . · Outdoor tabling recommended and highly encouraged. · High-touch outreach activities, such as ”spin the wheel” or others where multiple hand touches occur on surfaces, are discouraged unless handling of equipment can be facilitated by a single staff member. SCHEDULED ITEMS 7.1 REPORT - COMMUNITY IMPROVEMENT GRANT PROGRAM Q3 City of Santa Rosa Meeting Minutes Page 4 of 6 Community Advisory Board Meeting Minutes October 27, 2021 APPLICATIONS FOR FUNDING BACKGROUND: On July 1, 2021, the Community Advisory Board (CAB) released the Community Improvement Grant Application for Quarter 3 to the public. The application period closed on September 30, 2021. The CAB received 11 applications for funding, totaling $27,323. The projects are as follows: 2021 Disaster Preparedness Kits and Workshop (Sonoma County Black Coalition) Arlene Francis Center Railroad Mural Project (Arlene Francis Center Foundation) COVID-19 Nutrition Program (Food for Thought) Food Distribution for Times Like These (Sonoma County Black Forum) Fulton Day Labor Center Renovation Project (California Human Development Historic Railroad Square Holiday Horse & Carriage Rides (Historic Railroad Square Association Pomo Mural Project (ArtStart) Santa Rosa Dia de los Muertos Project (On the Move) The Mural Project: Roseland (The Mural Project, Inc. Tool Acquisitions Program (Santa Rosa Tool Library) Woodstock at United Way (United Way of the Wine Country and Raizes Collective) RECOMMENDATION: The Office of Community Engagement recommends that the CAB fund all 11 project applications for this grant period. Staff answered CAB member questions regarding specific applications. Chair Graves brought up a concern about funding that would be left for January through June 2022 if the CAB receives a large number of funding requests in Quarter 4 of 2021. Public Comments: None. Member Baldenegro made a motion to approve all 11 applications for funding. Vice Chair Inocencio seconded the motion. Yes: 9 - Chair Graves, Vice Chair Inocencio, Board Member Baldenegro, Board Member Barnett, Board Member Rahmn, Board Member Richardson, Board Member Roberts, Board Member Square, and Board Member Steffy Absent: 3 - Board Member Bartholow, Board Member Harper, and Board Member Tornado 7.2 DISCUSSION: NEXT STEPS FOR COMMUNITY IMPROVEMENT GRANT PROGRAM A motion was made by Vice Chair Inocencio, seconded by Board Member Baldenegro, to include stand alone community improvement projects as an option for a $2,500 grant (sole change): The motion carried by the following City of Santa Rosa Meeting Minutes Page 5 of 6 Community Advisory Board Meeting Minutes October 27, 2021 vote: Yes: 9 - Chair Graves, Vice Chair Inocencio, Board Member Baldenegro, Board Member Barnett, Board Member Rahmn, Board Member Richardson, Board Member Roberts, Board Member Square, and Board Member Steffy Absent: 3 - Board Member Bartholow, Board Member Harper, and Board Member Tornado CAB COMMUNITY IMPROVEMENT GRANT PROGRAM MATERIALS. Provided for information. The CAB discussed how it would like to proceed with the Community Improvement Grant Program now that Neighborfest can take place in 2022. They were asked to discuss and decide on the following: 1. Do they want to continue with Neighborfest in 2022? 2. Do they want to continue with the smaller community improvement projects in 2022? 3. Would a hybrid model work? There were concerns regarding not doing Neighborfest, as well as concerns about having people gather when there are still uncertainties about the pandemic. The discussion about improvements to the grant application are tabled to next month. Public Comments: None. 7.3 FUTURE CAB MEETINGS DISCUSSION Staff asked the CAB to approve moving their November and December meetings to different dates due to the holidays. The new dates are November 17 and December 15, both starting at the regular time of 6:00pm. Staff also asked the CAB to consider how they would like to proceed with meetings starting January 1, 2022: in-person, virtual or hybrid. The CAB asked if they could table the item to the next meeting and all agreed. Public Comments: None. 8. FUTURE AGENDA ITEMS There was a question regarding the report from the Human Rights Commission and if it could come to the CAB for review and discussion. Staff asked CAB since it is an item that went to City Council in May 2021, what the purpose of this item would be since the CAB is an advisory body only and they wouldn't be able to take action on it. Members agreed to watch the City Council presentation recording. The CAB will also review the current application and discuss what parts of the application are not accessible for community members or not easy to understand.
