CALL TO ORDER & ROLL CALL Meeting called to order at 6:00 p.m. Member Tornado resigned just before the start of the meeting. Member Bartholow was marked absent but has not received her oath of office yet. City of Santa Rosa Meeting Minutes Page 2 of 6 Community Advisory Board Meeting Minutes November 17, 2021 Present: 8 - Chair Leslie Graves, Vice Chair Jorge Inocencio, Board Member Manny Baldenegro, Board Member Cherie Barnett, Board Member Steve Rahmn, Board Member Keith Roberts , Board Member Damion Square, and Board Member Beth Steffy Absent: 4 - Board Member Robin Bartholow, Board Member Vincent Harper, Board Member Candice Richardson, and Board Member Chantavy Tornado 2. OATH OF OFFICE Member Bartholow's oath of office did not happen. This will happen at the next meeting. 3. PUBLIC COMMENTS None. 4. APPROVAL OF MINUTES October 27, 2021 Regular Meeting Minutes. Chair Graves noticed that two items from the October agenda did not get placed on the November agenda, as requested by CAB. Staff will look into this. Public Comment: None. A motion was made by Board Member Roberts, seconded by Board Member Steffy, approved: The motion carried by the following vote: Yes: 8 - Chair Graves, Vice Chair Inocencio, Board Member Baldenegro, Board Member Barnett, Board Member Rahmn, Board Member Roberts, Board Member Square, and Board Member Steffy Absent: 4 - Board Member Bartholow, Board Member Harper, Board Member Richardson, and Board Member Tornado 5. CAB ANNOUNCEMENTS There were no CAB announcements made. Public Comments: none. 6. STAFF UPDATES Community Empowerment Plan Updates Resolution to Declare Racism a Public Health and Human Rights Crisis: · Last night, the City Council adopted the resolution declaring racism as a public health and human rights crisis in Santa Rosa · Community Engagement staff was given the opportunity to share our City of Santa Rosa Meeting Minutes Page 3 of 6 Community Advisory Board Meeting Minutes November 17, 2021 dreams for the future, including what we feel the City should take as next steps around action · Staff will continue to work with Council and the Seed Collaborative to make sure concrete action is taken now the acknowledgment has taken place. Marylou Lowrider Patrol Car: · Pinstripe and airbrush paint was purchased. The artwork has been delayed due to the weather. · Luxor Wire Wheels and Tires were delivered. o We are currently trying to find a shop that can install them for us · The Sonoma County Lowrider Council is working on designing a Car Club plaque for the car. · Stereo system has been delivered and will be installed by members of the Viejitos Car Club. The stereo was generously donated by Enterprise Rental Cars. · The reveal event date and time o Date: March 26, 2022 o Location: City Hall Parking Lot o Time: 4:00-8:00pm (12:30pm set up time) · Staff will continue to meet with the Lowrider Council to complete the build and plan the reveal event. Multicultural Roots Project: · November is National Native American Heritage Month o City Council presented a proclamation written by our staff to the board of Ya-Ka-Ama at yesterday’s Council meeting · The Project is featuring stories from our local Ingenious communities this month in the Multicultural Roots Project · Staff encourages our community members to learn more about the rich history of our local tribes and tribal leaders. Open Government Update · Next meeting will be held on Monday, December 13 at 6pm. The meeting will be held virtually - agenda coming soon. Community Improvement Grant Program and Neighborfest Update · All Q3 grantees have been notified of their awards and have been sent their grant agreements to sign. o We still have not received signatures from California Human Development and Sonoma County Black Coalition o If you have contacts in either of those organizations, please reach out and let them know that we cannot issue funds until their agreement has been signed and finalized. City of Santa Rosa Meeting Minutes Page 4 of 6 Community Advisory Board Meeting Minutes November 17, 2021 · After much discussion among staff after the last CAB meeting and given the hesitation from at least half the board about holding events in-person starting next year, we have decided to suspend Neighborfest. o Due to lack of staffing and resources for these events, along with safety concerns from CAB members, staff does not feel we have adequate support to launch a full program next year. o The compromise: hold one main in-person event to coincide with Wildfire Ready next May. § Members who would like to participate in that event will have the opportunity to do so. o For grants - the City will continue to fund individual community improvement projects in lieu of Neighborfest o Staff will reevaluate the program and feasibility of full implementation for 2023 later next year. Violence Prevention Partnership Update Update on Community Engagement Efforts Around Sideshows: · The Community Engagement team collected 608 survey responses from community members providing input on the issue of sideshows in Santa Rosa · Staff also held one in-person and two virtual listening session to gather additional information from our Spanish speaking community. o Representatives from City Council, Police, Transportation and Public Works and Community Engagement participated in these listening sessions · Staff are working to analyze the data and determining next steps on how to report out the findings to both Council and the community. CHOICE Grant Program community survey: · Survey is launching this week - a link will be made available in City Connections, the City’s website and on social media · Purpose of the survey is to gather information from the community around funding priorities for the CHOICE Grant Program: o Street Outreach and Mediation o School Readiness o School Absenteeism and Truancy Prevention o Workforce Development · Staff will also send out a direct link to the CAB once the site has officially launched. o Please help The Partnership spread the word about this survey once you receive the email from staff City of Santa Rosa Meeting Minutes Page 5 of 6 Community Advisory Board Meeting Minutes November 17, 2021 Public Comments: none. 7. SCHEDULED ITEMS 7.1 PRESENTATION - SANTA ROSA FORWARD: GENERAL PLAN UPDATE PRESENTATION View the full presentation (starts at 25:45): https://www.youtube.com/watch? v=vTfqDsfzkRs City staff Andy Gustavson and Beatriz Guerrero-Auna, along with Andrea Howard from Placeworks, provided the CAB with an overview of the Santa Rosa Forward (General Plan Update), including a process overview and next steps. The process is currently in the Land Use and Circulation Alternatives phase, moving into the Preferred Alternative phase. A draft of the General Plan Update will be ready sometime in summer or fall 2022. The process also includes robust community outreach and engagement opportunities and there is also a Community Advisory Committee for the process. There is also a Technical Advisory Committee (TAC) comprised of technical experts from City departments and partner agencies that provide feedback on the project and ensure plan concepts can be achieved. The next meeting of the TAC is scheduled for early December. Staff held 7 community vision workshops (1 per district) and three additional workshops in Spanish during the first phase of the project. In addition, staff has implemented two community surveys in various stages of the project. Staff also provided an overview of the Community Involvement Strategy to the CAB and the Equity Priorities Work Plan. Public Comments: none. 8. FUTURE AGENDA ITEMS Chair Graves checked to see how many members could make it to the December 15 meeting. She also expressed concerns about holding the December meeting given holiday commitments and possible quorum issues. All members stated that they would make the commitment to being present on December 15 except Member Steffy who has prior travel plans. However, she does support the CAB meeting in December. The CAB decided to hold off on the Homeless Count presentation to a future date and would like to following items to be placed on the December agenda: 1. Charter Review Process Update (December) 2.
