Email public comments will be provided to all CAB members prior to the meeting. 1. CALL TO ORDER & ROLL CALL Meeting called to order at 6:02pm. Member Square joined the meeting at 6:05 and left at 7:35. 2. PUBLIC COMMENTS None. City of Santa Rosa Meeting Minutes Page 2 of 6 Community Advisory Board Meeting Minutes January 26, 2022 3. APPROVAL OF MINUTES December 15, 2021 Special Meeting Minutes. A motion was made by Board Member Baldenegro, seconded by Board Member Bartholow, approved: The motion carried by the following vote: Yes: 7 - Chair Graves, Vice Chair Inocencio, Board Member Baldenegro, Board Member Barnett, Board Member Bartholow, Board Member Richardson, and Board Member Rodriguez Absent: 2 - Board Member Rahmn, and Board Member Square Abstain: 3 - Board Member Lange, Board Member Steffy, and Board Member Weeks 4. CAB ANNOUNCEMENTS No announcements from CAB Members. Members Lange and Weeks introduced themselves to the CAB. Chair Graves announced that on February 8, 2022 there will be interviews for the District 3 Council Seat. Public Comment: None. 5. STAFF UPDATES Director Telles provided the CAB with an update on staffing for the Office of Community Engagement. Director Telles spoke on the CHOICE Grant Request for Proposals which are due February 17, 2022. She also talked about the Grant Review Committee and inquired if there were any CAB Members interested in serving on the committee. Chair Graves mentioned she would step into the role if other members were not available. Member Square mentioned that he would be interested in serving on the review committee. Director Telles also reminded members to submit their bios and photos to staff so they could be added to the website. Staff also mentioned that there was still a spot available on the Multicultural Roots Project Advisory Group. The next meeting of the Council's Open Government Task Force Implementation Subcommittee is scheduled for Monday, February 28 at 6pm. SCHEDULED ITEMS 6.1 CAPITAL IMPROVEMENT PROJECTS (CIP) OVERVIEW AND DISCUSSION PRESENTATION - FY 2022-23 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET PRIORITIES Jason Nutt, Assistant City Manager and Director of Transportation and Public Works provided the CAB with an overview of the Capital Improvement Projects (CIP). In his presentation, Mr. Nutt provided the CAB with information about their role historically in the CIP. He also provided the CAB with information on feedback received from the CAB for the FY 2021-22 budget priorities and how the CIP team used that feedback. This presentation included information about Oakland's Prioritization Plan and how equity is integrated. The CAB asked questions pertaining their role in community engagement for this topic. Public Comment: None. 6.2 COMMUNITY IMPROVEMENT GRANT UPDATE 2021 CAB Grant Projects with Assignments. Provided for information. Staff provided the CAB with an update on grants issued in quarters 2 and 3 for 2021, including projects completed and CAB liaison statuses. Staff indicated that if members are interested in being project liaisons to connect with Danielle to sign up. Public Comments: None. 6.3 Q4 GRANT APPLICATION SELECTIONS REPORT - COMMUNITY IMPROVEMENT GRANT PROGRAM Q4 APPLICATIONS FOR FUNDING BACKGROUND: On October 1, 2021, the Community advisory Board (CAB) released the Community Improvement Grant Application for Quarter 4 to the public. The application period closed January 7, 2022. The CAB received two applications for funding, totaling $3,500. The projects are as follows: Pro-housing Yard Signs (Generation Housing) Support for Hospitalized Families (Common Ground Society) City of Santa Rosa Meeting Minutes Page 4 of 6 Community Advisory Board Meeting Minutes January 26, 2022 RECOMMENDATION: The Office of Community Engagement recommends the CAB fund the Common Ground Society application and discuss whether they would like to include public will building campaigns as a type of eligible project under the Community Improvement Grant Program. Chair Graves made a motion to approve the Common Ground Society application and Member Barnett seconded the motion. The vote was as follows: Yes: Chair Leslie Graves, Vice Chair Jorge Inocencio, Board Member Manny Baldenegro, Board Member Cherie Barnett, Board Member Robin Bartholow, Board Member Candice Richardson, Board Member Andrea Rodriguez, Board Member Beth Steffy, Board Member Lange, and Board Member Weeks The motion passes to provide funding to Common Ground Society with 10 yes votes. Member Lange made a motion allowing each member the opportunity to cast a vote to support the Generation Housing proposal and Member Rodriguez seconded the motion. The vote was as follows: Yes: Member Barnett No: Chair Leslie Graves, Board Member Manny Baldenegro, Board Member Robin Bartholow, Board Member Candice Richardson, Board Member Andrea Rodriguez, Board Member Beth Steffy, and Board Member Lange The motion to support the Generation Housing proposal does not pass, with 1 yes vote and 7 no votes. Vice Chair Inocencio and Member Weeks both abstained. Public Comment: Gregory Fearon made public comment on this item. He stated that citizens must compete with Generation Housing already, compete for the same dollars. If CAB motions this, it will send out a message that the CAB supports Generation Housing. He stated that Generation Housing doesn’t support the homeless population . 6.4 CHARTER REVIEW UPDATE AND NEXT STEPS FOR CAB PRIORITIES DISCUSSION Director Telles provided the CAB with an update on the Charter Review Process and answered the three questions from CAB at the December meeting. First, addressing the timeline question, Review Committee is looking to wrap its work up in late April or early May. Second, addressing how the CAB City of Santa Rosa Meeting Minutes Page 5 of 6 Community Advisory Board Meeting Minutes January 26, 2022 and others can get involved in the process, is to attend a Charter Review Committee meeting. These meetings are held every other Wednesday from 5-7pm on Zoom. Community members can make public comment at these meetings. A second way to get involved is to submit feedback to the City Attorney, City Clerk and Chair Patti Cisco via email. The Committee's proposed topics are being added to the website. The top three items to be discussed are the directly elected mayor, rank choice voting and pay for Council. The Neighborhood and Community Groups list were included with the agenda. The lists were created in 2019 and need to be updated. Chair Graves and Members Steffy, Baldenegro and Barnett all volunteered to update the Neighborhood and Community Group list. Public Comment: Gregory Fearon made public comment on this item. He stated the CAB collectively chooses not to do anything, there is not enough energy put into making changes to the charter review. The CAB needs to act before it’s too late. CAB’s priority should be the neighborhoods and what the citizens want changed in the Charter Review because that’s more important. NEIGHBORHOOD AND COMMUNITY GROUPS LISTS. Provided for information. 6.5 ISSUES OF CONCERN TO CITY RESIDENTS Member Weeks commented on the second Redistricting meeting and how it needs to be done better. Director Telles responded and announced that a redistricting meeting will be held on February 17, 2022, 6pm at the Finely Community Center where community members will be provided a mapping session. Public Comment: None. 7. FUTURE AGENDA ITEMS Member Rodriguez suggested that the CAB invite the new City Manager to a meeting with her first 100 days in office. Other items include: 1. Cab priorities continuing in February 2. Santa Rosa Together to present in March Public Comment: None. 8. SCHEDULED ITEMS 6.1 CAPITAL IMPROVEMENT PROJECTS (CIP) OVERVIEW AND DISCUSSION Jason Nutt, Assistant City Manager and Director of Transportation and Public Works will provide the CAB with an overview of the Capital Improvement Projects (CIP) Program, gather feedback from the CAB on infrastructure priorities for the upcoming budget cycle and discuss CAB's role in the CIP budget priorities process. This information will provide more context so the CAB can make a decision around this Charter requirement for the Board.
