Email public comments will be provided to all CAB members prior to the meeting. 1. CALL TO ORDER & ROLL CALL Meeting called to order at 7:05pm. Present:10 - Chair Leslie Graves, Vice Chair Jorge Inocencio, Board Member Cherie Barnett, Board Member Kirstyne Lange, Board Member Steve Rahmn, Board Member Andrea Rodriguez, Board Member Beth Steffy, Board Member Calum Weeks, Board Member Sarah-Jane Wiseman, and Board Member Iris Harrell City of Santa Rosa Special Meeting Minutes Page 2 of 5 Community Advisory Board Special Meeting Minutes - Final November 16, 2022 Absent: 1 - Board Member Candice Richardson 2. PUBLIC COMMENTS None. 3. APPROVAL OF MINUTES September 28, 2022 Regular Meeting Minutes. Public Comments: None. A motion was made by Vice Chair Weeks, seconded by Board Member Barnett, to approve the September 28, 2022 meeting minutes. The motion carried by the following vote: Yes: 9 - Chair Graves, Vice Chair Inocencio, Board Member Barnett, Board Member Lange, Board Member Rahmn, Board Member Rodriguez, Board Member Steffy, Board Member Weeks, and Board Member Harrell Absent: 2 - Board Member Richardson, and Square Abstain: 1 - Board Member Wiseman 4. CAB ANNOUNCEMENTS Member Steffy announced that after 6 months changes to the animal code were approved. Member Wiseman announced that her children's school is involved with a French Christmas Market at Courthouse Square on Saturday December 17 from 11am-6pm . Also the Arts District on A Street is having their annual Winter Blast on Saturday, December 10, from 4-8:30pm. Member Harrell announced there is a concert in Oakmont that she is a part of on November 19. Also the Oakmont Board is working on making progress on getting an EVA emergency evacuation between Oakmont and El Noco. Member Rodriguez announced that she wants to acknowledge the City Water Department. They did a great job with outreach as they're updating their water plan. Member Lange announced that the NAACP Branch had a Halloween Party at Station 10. Also, two programs launched with ARPA dollars: a financial assistance program and a therapy fund. Member Rahmn announced that they had their first Hopper Corridor meeting last City of Santa Rosa Special Meeting Minutes Page 3 of 5 Community Advisory Board Special Meeting Minutes - Final November 16, 2022 Wednesday. It was the first of three meetings for the vision of Hopper Corridor after the fire. Vice Chair Weeks announced that he posted on Nextdoor that the City will be switching over from Nixel to Civic Ready and encourages everyone to sign up on the Santa Rosa City website. Also mentioned that he attended Dia de los Cien hosted by Los Cien and encourages everyone to attend the Turkey Trot. Chair Graves encourages everyone to support the Redwood Empire Food Bank during this time of year. Public Comments: None. 5. STAFF UPDATES Director Telles introduced the new Community Engagement Coordinator, Daniel Chaparro. She also provided updates to the CAB on the Gun Buyback Program. Public Comments: None. 6. SCHEDULED ITEMS 6.1 2022 Q3 COMMUNITY IMPROVEMENT GRANT APPLICATION SELECTIONS REPORT - COMMUNITY IMPROVEMENT GRANT PROGRAM 2022 Q3 APPLICATIONS FOR FUNDING BACKGROUND: On July 1, 2022 the Community Advisory Board (CAB) released the 2022 Community Improvement Grant Application for Quarter 3 to the public. The application period closed September 30, 2022. The CAB received three applications for funding, totaling $7,500. The projects are as follows: 2023 South Park Day & Night Festival (EFZM Engage) 2022 Holiday Carriage Rides Project (Historic Railroad Square Association) Re-Sourcing Teens Resiliency Workshop Projects (Re-Sourcing Teens Resiliency Workshops) RECOMMENDATION: The Office of Community Engagement recommends the CAB fund all three project applications for this grant City of Santa Rosa Special Meeting Minutes Page 4 of 5 Community Advisory Board Special Meeting Minutes - Final November 16, 2022 period. Public Comments: None. A motion was made by Board Member Lange, seconded by Board Member Barnett, to approve all three grant applications for funding. The motion was carried by the following vote: Yes: 10 - Chair Graves, Vice Chair Inocencio, Board Member Barnett, Board Member Lange, Board Member Rahmn, Board Member Rodriguez, Board Member Steffy, Board Member Weeks, Board Member Wiseman, and Board Member Harrell Absent: 2 - Board Member Richardson, and Square 6.2 2023 CAB EVENTS DISCUSSION AND NEIGHBORFEST PRESENTATION PRESENTATION - NEIGHBORFEST PRESENTATION CAB was given an overview of the 2019 Nieghborfest Pilot Program. After careful review CAB agreed that they would like more time to review Wildfire Ready. CAB decided on adding Wildfire Ready as an official action item on the agenda for the January meeting. Public Comment: None. A motion was made by Chair Graves, seconded by Board Member Harrell, to make Wildfire Ready an official action item on the agenda for the January meeting. The motion was carried by the following vote: Yes: 10 - Chair Graves, Vice Chair Inocencio, Board Member Barnett, Board Member Lange, Board Member Rahmn, Board Member Rodriguez, Board Member Steffy, Board Member Weeks, Board Member Wiseman, and Board Member Harrell Absent: 2 - Board Member Richardson, and Square 6.3 ISSUES OF CONCERN TO CITY RESIDENTS Vice Chair Weeks has noticed an alarmingly high rate of people who are not paying much attention to people crossing the street, and he has been almost hit several times in just the past couple of months. He would like the city to invest more heavily in crosswalks that have blinking signs. Member Inocencio wanted to echo the importance of crosswalks. The crosswalk on Corby Avenue specifically over Colgan Creek does not have a crosswalk. So people have to walk directly into the street and make themselves narrow which is not safe for members of that community.
