CALL TO ORDER & ROLL CALL Meeting called to order at 6:01 Present: 9 - Chair Calum Weeks, Vice Chair Cherie Barnett, Board Member Jorge Inocencio, Board Member Andrea Rodriguez, Board Member Yvonne Sierra-Vega, Board Member Henry Huang, Board Member Ariana Diaz De Leon, Board Member Kirstyne Lange, and Board Member David Chen Absent: 2 - Board Member Steve Rahmn, and Board Member Amy Holter 2. PUBLIC COMMENTS City of Santa Rosa Meeting Minutes Page 2 of 6 Community Advisory Board Meeting Minutes - Final February 22, 2023 None. 3. APPROVAL OF MINUTES January 25, 2023 Regular Meeting Minutes Attachments: Minutes Public Comment: None. A motion was made by Board Member Lange, seconded by Board Member Diaz De Leon, to approve the January 25, 2023 meeting minutes. The motion carried by the following vote: Yes: 8 - Chair Weeks, Vice Chair Barnett, Board Member Inocencio, Board Member Rodriguez, Board Member Sierra-Vega, Board Member Huang, Board Member Diaz De Leon, and Board Member Lange Absent: 2 - Board Member Rahmn, and Board Member Holter Abstain: 1 - Board Member Chen 4. CAB ANNOUNCEMENTS Vice Chair Barnett announced that May is bike month. The Sonoma County Bicycle Coalition will be hosting events and activities. Also, there will be free smart cycling classes, held in March and April. Member Chen announced that the Asian American and Pacific Islander Coalition is currently doing a survey on educational topics to help people in the Asian community better integrate themselves into society and understand government operations. If CAB knows anyone who is Asian American or Pacific Islander that can provide input, please let them know. Member Lange announced that on February 26 at 4pm the NAACP will be hosting a youth-led fashion show at Piner High school for the celebration of black fashion, music, and culture, and the ways in which it shifted. In March the NAACP will have a presentation from the health advocates with universal health care and the project through NBOP. In April they will have a presentation on CP, the regional climate GPA that will come in and present about some of their environmental climate efforts. NAACP is also partnering with PG&E. Member Lange will share a survey with the CAB so City of Santa Rosa Meeting Minutes Page 3 of 6 Community Advisory Board Meeting Minutes - Final February 22, 2023 members can share with the community to better understand the climate resiliency that communities have had to put together. Chair Weeks announced that he participated in the parks clean up at a Place to Play. The next event coming up is the Arbor Day Tree Planting Party on March 11, from 9am to 12pm at Northwest Community Park. Also, the St. Paddy’s Day 5k will be on March 12 at 12pm. Lastly, the Hopper Avenue Improvements Project community meeting will be on March 1, from 5:30 to 7pm. Public Comment: None. 5. STAFF UPDATES Administrative Analyst Danielle Garduno reminded CAB Members to send photos that they would like to have uploaded on the CAB website along with an updated Bio. She also informed CAB Members that as of March 1, 2023 all of the City's boards and commissions are moving to in-person meetings because the Governor will be lifting the emergency declaration. Assistant City Manager Daryel Dunston congratulated Chair Weeks on his appointment as new chair and all the new CAB Members for their appointment to the CAB. Public Comment: None. 6. SCHEDULED ITEMS 6.1 PRESENTATION - CAB ORIENTATION Attachments: ORIENTATION PRESENTATION SECTION 10 CITY CHARTER RESOLUTION 28174 RESOLUTION 2019-124 Administrative Analyst Danielle Garduno provided the CAB with an Orientation for all members and new staff. CAB Members had comments pertaining to the Community Advisory City of Santa Rosa Meeting Minutes Page 4 of 6 Community Advisory Board Meeting Minutes - Final February 22, 2023 Board. Danielle Garduno was able to provide support and feedback on those comments. Public Comment: None. 6.2 COUNCIL DISTRICTS TOWN HALLS Administrative Analyst Danielle Garduno announced that staff has no updates regarding District Town Halls. Due to recent staff departures and transitions, staff has been delayed on this project. Public Comment: None. 6.3 CAB VICE CHAIR SELECTION The CAB voted Member Barnett as the new Vice Chair for the Community Advisory Board. Public Comment: None. A motion was made by Board Member Lange, seconded by Board Member Rodriguez, for the appointment of Member Barnett as Vice Chair. The motion carried by the following vote: Yes: 9 - Chair Weeks, Vice Chair Barnett, Board Member Inocencio, Board Member Rodriguez, Board Member Sierra-Vega, Board Member Huang, Board Member Diaz De Leon, Board Member Lange, and Board Member Chen Absent: 2 - Board Member Rahmn, and Board Member Holter 6.4 ISSUES OF CONCERN TO CITY RESIDENTS Member Lange emphasized the importance of addressing those in our community who are cyclically unsheltered especially during this time where temperatures are below freezing. Folks who live an unconventional life are being criminalized for trying to get on track to do the right thing. Member Chen mentioned that the intersection on Highway 12 and Mountain Hawk Dr. seems to be a frequent accident area and would like to see if the City could do anything about this issue. Member Huang mentioned that there has been an increase in City of Santa Rosa Meeting Minutes Page 5 of 6 Community Advisory Board Meeting Minutes - Final February 22, 2023 graffiti in downtown Santa Rosa. He owns a few properties here and every time he removes the graffiti from his property it reappears. He would like to know how this issue can be resolved so he doesn’t have to be responsible for removing the graffiti. Member Inocencio mentioned that CivicReady remains an issue with the application not working properly. He is concerned why the shift was made from Nixle to CivicReady and if these issues with the application will be resolved in case we deal with another fire or major emergency. Vice Chair Barnett mentioned that CivicReady sent out an incomplete alert on January 26 that had missing information about a stabbing at a Safeway in Santa Rosa. Public Comment: Gregory Fearon asked CAB to include in their goals and planning how the City of Santa Rosa will use their 100 million dollars that will be coming through ARPA funding. This money can be used through a community-driven strategy to tackle a lot of things that it will allow. 7. CAB ANNOUNCEMENTS CAB Members may share community news of interest to the CAB as a whole. CAB Members may also announce upcoming community events that may be of interest to the CAB. This is also the time when CAB Members may announce departure from the meeting early, or any other announcement that may affect the meeting. 5. STAFF UPDATES This time is reserved for City staff to provide a briefing on issues of interest. No action will be taken on these matters except to possibly place a particular item on a future agenda for consideration. 6. SCHEDULED ITEMS 6.1 PRESENTATION - CAB ORIENTATION Attachments: ORIENTATION PRESENTATION SECTION 10 CITY CHARTER RESOLUTION 28174 RESOLUTION 2019-124 Danielle Garduno, Administrative Analyst, will conduct an orientation on the Community Advisory Board for all members and new staff. 6.2 COUNCIL DISTRICTS TOWN HALLS Staff will provide the CAB with an overview of the proposed Council District Town Hall meeting series and how members can participate. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 3 of 3 Community Advisory Board FEBRUARY 22, 2023 6.3 CAB VICE CHAIR SELECTION Each year, the CAB holds a vote to elect a new vice chair. CAB Members will be asked if they would like to be considered for vice chair and then to nominate interested members for a vote. 6.4 ISSUES OF CONCERN TO CITY RESIDENTS This is a standing agenda item. CAB Members will report on issues of concern to community members within their CAB areas and the city as a whole. Community members may use public comment during this item to bring issues of concern to the CAB. 7. FUTURE AGENDA ITEMS This schedule is tentative and subject to change pending final publication and posting of the Meeting Agenda.
