AND N-29-20 WHICH SUSPEND CERTAIN REQUIREMENTS OF THE BROWN ACT,
AND THE ORDER OF THE HEALTH OFFICER OF THE COUNTY OF SONOMA TO
SHELTER IN PLACE TO MINIMIZE THE SPREAD OF COVID-19, THE BOARD
MEMBERS MAY BE PARTICIPATING BY TELECONFERENCE INTO THE

3. NEW BUSINESS
3.1 LICENSE AGREEMENT AND SOFTWARE MAINTENANCE
AGREEMENT WITH ITPIPES, LLC FOR CCTV INSPECTION
SYSTEM SOFTWARE
The proposed software purchase, installation, and configuration of
ITpipes will provide a modern, easy to use interface for both field crews
and office staff and will allow greater access to closed-circuit television
(CCTV) footage across all City of Santa Rosa Departments. ITpipes
integrates well with Cityworks, our new enterprise asset management
system as well as with our Environmental Systems Research Institute
geographic information system (ESRI GIS) databases.

3.2 PROFESSIONAL SERVICES AGREEMENT WITH JACOBS
ENGINEERING GROUP INC. FOR EMERGENCY GENERATOR
ENGINE RADIATORS AND FUEL TANK REPLACEMENT AND LTP
FLEET GASOLINE FUELING STATION ALTERNATIVES EVALUATION
AND ENGINEERING DESIGN SERVICES
The proposed contract provides services to evaluate alternatives and to
design the replacement of the Laguna Treatment Plant’s emergency
generator radiators and diesel fuel tank as well as evaluate the

feasibility of constructing an onsite gasoline fueling station to serve City
fleet vehicles. This project is driven by the need to replace aging
infrastructure and to reliably maintain permit-compliant wastewater
treatment in the event of a power outage.

3.3 PURCHASE OF LAB INSTRUMENT
The Water Department conducts State-certified environmental lab
analyses on water and solid materials for organic compounds. These
analyses are run on Gas Chromatograph and Mass Spectrophotometer
(GC/MS) instruments. The current instrument has lasted longer than
typical, due in part to the City’s excellent maintenance, but requires a
software program that is no longer supported. This proposed purchase
request would allow Santa Rosa Water to purchase a new GC/MS from
Agilent.

3.4 ALPHA ANALYTICAL CONTRACT AMENDMENT
This proposed first Amendment to Agreement Number F000831 with
Alpha Analytical would provide for the City to send samples to Alpha
Analytical for data analysis, when the Laguna Environmental Lab is
unable to provide the requested testing. This amendment will extend
the agreement for five more years and increase the contract amount by
$195,000.
