N-25-20 AND N-29-20 WHICH SUSPEND CERTAIN REQUIREMENTS OF
THE BROWN ACT, AND THE ORDER OF THE HEALTH OFFICER OF THE
COUNTY OF SONOMA TO SHELTER IN PLACE TO MINIMIZE THE
SPREAD OF COVID-19, THE BOARD MEMBERS WILL BE
PARTICIPATING VIA ZOOM WEBINAR.

3. NEW BUSINESS
3.1 PROJECT WORK ORDER WITH GHD FOR KELLY FARM
MITIGATION BANK DEVELOPMENT ENGINEERING DESIGN,
CONSTRUCTION MANAGEMENT, CONSTRUCTION INSPECTION
AND ENVIRONMENTAL SERVICES
The proposed project work order provides professional services to plan,
design, permit, manage, inspect and perform post construction
monitoring of the Kelly Farm Mitigation Bank. This project is driven by
state and federal mitigation requirements for California tiger salamander
and wetlands on City projects. Implementation of the project will
facilitate cost-effective mitigation and compliance with environmental
requirements.

3.2 COOPERATIVE AGREEMENT BETWEEN CALIFORNIA
DEPARTMENT OF TRANSPORTATION (CALTRANS), SONOMA
RESOURCE CONSERVATION DISTRICT (SRCD) AND THE CITY OF
SANTA ROSA
The purpose of the Cooperative Agreement is to provide off-site
mitigation for the Laguna de Santa Rosa Bridge Replacement on
Highway 12 near Brown Farm (City-owned). Under the Cooperative
Agreement, the City will provide access to Brown Farm for the purpose
of restoring approximately 1.7 acres of riparian habitat along
Gravenstein Creek. The project will be paid for by CALTRANS, the
work will be done by SRCD and its subcontractors, and the City will
allow the enhancement to occur on its property. The City will also
receive $25,000 from CALTRANS to support this effort.
