NEW BUSINESS 3.1 PURCHASE ORDER AWARD - LABORATORY EQUIPMENT FOR LAGUNA ENVIRONMENTAL LABORATORY This item is an issuance of a purchase order for Inductively Coupled Plasma Mass Spectrometry (ICP MS) laboratory equipment with Agilent Technologies, Inc. for the total amount not to exceed $180,482.56. This instrument is necessary to support the ongoing analytical needs to meet established Public Health, NPDES, and EPA requirements for the analysis of metals in various sample matrices. City of Santa Rosa Special Meeting Notice and Agenda Page 3 of 4 Contract Review Subcommittee AUGUST 16, 2021 Attachments: Attachment 1_Agilent Quote Attachment 2_Waiver of Competitive Bid Presentation (added 8/16/21) 3.2 AGREEMENT WITH FULL SPECTRUM GROUP, INC. FOR THE SERVICE AND MAINTENANCE OF LABORATORY EQUIPMENT This contract would enter the City into an agreement with Full Spectrum Group, Inc. to provide advanced instrumentation servicing and maintenance on laboratory equipment. While Laboratory staff performs light to moderate instrumentation maintenance, the technicians at Full Spectrum Group, Inc. are ISO and ANSI certified to provide large services needed to keep the sophisticated instrumentation operational. This agreement will provide five years of service at a total cost over the five years of $251,011.96. Attachments: Attachment 1_Full Spectrum Group Agreement Attachment 2_Waiver of Competitive Bid Presentation (added 8/16/21) 3.3 DESIGN PROJECT WORK ORDER AMENDMENT 3 - LAGUNA TREATMENT PLANT ULTRAVIOLET LIGHT (UV) DISINFECTION IMPROVEMENTS PROJECT The purpose of this presentation is to review proposed Project Work Order Amendment 3 with Carollo Engineers, Inc. of Walnut Creek for Professional Engineering Services for the Laguna Treatment Plant Ultraviolet Light (UV) Disinfection Improvements Project. The Laguna Treatment Plant UV Disinfection Improvements Project will replace the existing UV system and install a new diversion system. The design has been the subject of multiple reviews since 2015. In 2017, the design was put on hold while the City performed a value engineering study to verify the design approach and to provide the best value project for the City. In 2019, the design resumed and was revised to reflect the results of the value engineering study. Since restart of the design, several unforeseen factors have contributed to the evolution of the final design. This presentation will elaborate further in detail on the project’s history and provide a status update relative to the proposed Project Work Order Amendment recommendation.
