City Hall, Council Chamber City of Santa Rosa 100 Santa Rosa Avenue Santa Rosa, CA Housing Authority Regular Meeting Minutes - Final Monday, September 24, 2018 1:30 PM 1:30 P.M. - REGULAR SESSION (COUNCIL CHAMBER) 1. CALL TO ORDER Chair Harris called the meeting to order at 1:35 PM. 2. ROLL CALL Present 4 - Chair David Harris, Vice Chair Helga Lemke, Commissioner Leora Johnson-Morgan, and Commissioner Phil Olsen Absent 2 - Commissioner Stephen Burke, and Commissioner Wayne Downey Ph. D 3. STATEMENTS OF ABSTENTION None. 4. STAFF BRIEFING 4.1 BROWN ACT UPDATE Staff will provide update on Brown Act. No action will be taken. Presented by: Sue Gallagher, City Attorney PUBLIC COMMENT: Duane Dewitt spoke regarding the Brown Act and the minimum requirements for posting agendas. Mr. DeWitt encouraged the Housing Authority to explore ways to be more transparent. 5. PUBLIC COMMENT Duane DeWitt spoke regarding veterans and resources being used for veterans. Mr. DeWitt commented on housing made specifically for veterans. 6. APPROVAL OF MINUTES Chair Harris continued the approval of the minutes of the June 25, 2018, to the next meeting. CHAIRMAN/ COMMISSIONER REPORTS Vice Chair Lemke reported out that the presentation Gregory Fearon had given was being passed onto the Planning and Economic Development Department to see if the tool suggested could be utilized. Chair Harris reported out that he continues to look for examples of faster project completion, and lower cost projects. 8. COMMITTEE REPORTS Chair Harris reported out on the NOFA Review ad hoc committee meeting on September 20, 2018. Commissioner Johnson-Morgan reported out on the diversity of the proposals at the NOFA Review ad hoc committee. 9. EXECUTIVE DIRECTOR REPORTS/ COMMUNICATION ITEMS: Executive Director Gouin reported out on an offer to the Housing Authority for staff to present a workshop on the administration of the Housing Choice Vouchers program. 9.1 FY 2017/18 QUARTER 4 FINANCIAL REPORT (YEAR END SUMMARY) - Provided for information. 9.2 MONTHLY ACTIVITIES REPORT - Provided for information. 10. REPORT ITEMS Meeting went into Recess in order for the City Attorney to confer with the Assistant City Attorney at 3:35 PM. Meeting Reconvened at 3:46 PM. 10.1 REPORT - STATEMENT OF SUPPORT FOR THE CITY OF SANTA ROSA’S HOUSING RECOVERY BOND BACKGROUND: On July 24, 2018, the Santa Rosa City Council City of Santa Rosa Regular Meeting Minutes Page 3 of 3 Housing Authority Regular Meeting Minutes - Final September 24, 2018 approved a resolution to place a Housing Recovery Bond on the November 6, 2018 ballot. On August 16, 2018, the City of Santa Rosa drafted a ballot argument in support of the Measure. The Housing Authority has requested to take a similar action providing support for the Measure. RECOMMENDATION: It is recommended that the Housing Authority, by resolution, approve a statement of support for the City of Santa Rosa Housing Recovery Bond that will appear before the Santa Rosa electorate on the November 6, 2018 ballot. After a brief discussion, the City Attorney advised that this item be pulled from the agenda as the Housing Authority did not have authority to take a position on the housing bond as a legislative body. 11.
