CALL TO ORDER Chair Harris called the meeting to order at 1:39 PM. 2. ROLL CALL Present 6 - Chair David Harris, Vice Chair Helga Lemke, Commissioner Stephen Burke, Commissioner Wayne Downey Ph. D, Commissioner Leora Johnson-Morgan, and Commissioner Phil Olsen 3. STATEMENTS OF ABSTENTION Chair Harris stated he would be abstaining from approving minutes of the June 25th meeting. 4. DISCUSSION ITEMS PUBLIC COMMENT: Duane Dewitt spoke regarding the public's access to information and making the information available in a timely manner. Thomas Ells spoke in support of the possibility of preliminary agendas. 4.1 DISCUSSION AND POSSIBLE MOTION TO DETERMINE IF THE HOUSING AUTHORITY WILL DIRECT STAFF TO DEVELOP PRELIMINARY HOUSING AUTHORITY AGENDAS NINE DAYS IN ADVANCE OF THE HOUSING AUTHORITY MEETING At the regular meeting of September 24, 2018, there was a motion and a second to consider a Preliminary Agenda. On October 22, 2018 the Housing Authority voted to place a discussion and possible motion on Preliminary Housing Authority Agendas at a future meeting. This item allows the Housing Authority Commissioners to have the discussion, understand the purpose and expectations, and consider a motion to direct staff to develop a system and provide the Housing Authority City of Santa Rosa Regular Meeting Minutes Page 2 of 4 Housing Authority Regular Meeting Minutes - Final November 26, 2018 Agenda to Commission members nine (9) days in advance of a meeting, mirroring City Council Preliminary Agendas. The agenda packet, with staff reports, and attachment will follow the regulatory deadline of 72 hours prior to a regular meetings and 24 hours prior to a special meeting. A motion was made by Commissioner Burke, seconded by Commissioner Johnson-Morgan, to continue the item to the next agenda with a request to staff for more information about the amount of time and costs associated with receiving the information earlier for a preliminary agenda. The motion carried by the following vote: Yes: 5 - Chair Harris, Vice Chair Lemke, Commissioner Burke, Commissioner Downey Ph. D and Commissioner Johnson-Morgan No: 1 - Commissioner Olsen 5. PUBLIC COMMENTS ON NON-AGENDA MATTERS PUBLIC COMMENT: Duane Dewitt spoke regarding veteran's affiars and housing benefits and suggested creating an ad hoc committe to offer oversight of housing for veterans. Thomas Ells spoke in support of project based housing choice vouchers. Victoria Yanez, Homeless Action!, spoke regarding homeless issues and housing and shelter emergencies for the homeless population. 6. APPROVAL OF MINUTES Chair Harris approved the draft minutes as submitted. 6.1 JUNE 25, 2018 - DRAFT MEETING MINUTES. 6.2 AUGUST 27, 2018 - DRAFT MEETING MINUTES 7. CHAIRMAN/ COMMISSIONER REPORTS Chair Harris spoke regarding the Brown Act and his disagreement City of Santa Rosa Regular Meeting Minutes Page 3 of 4 Housing Authority Regular Meeting Minutes - Final November 26, 2018 with the City Attorney's counsel. Commissioner Burke reported that former Commissioner Emilio Gonzalez had recently passed away, and suggested that when the meeting is adjourned it is in honor of Commissioner Gonzalez. 8. COMMITTEE REPORTS None. 9. EXECUTIVE DIRECTOR REPORTS/ COMMUNICATION ITEMS: Executive Director Gouin reported out on matters relating to the Housing Authority. PUBLIC COMMENT: Thomas Ells spoke regarding disaster relief and the 21,700 from the homeless count that are "couch surfing", which are not counted as homeless under the Federal definition. He recommended that the Housing Authority find a way to use some of the disaster relief funding for the purposes of finding housing for those individuals. 9.1 FY 2018/19 QUARTER 1 FINANCIAL REPORT - Provided for information. 9.2 FISCAL YEAR 2017/2018 HOUSING SUCCESSOR AGENCY REPORT -Provided for information. 9.3 SEMAP RESULTS FOR FYE JUNE 30, 2018 - Provided for information. 9.4 MONTHLY ACTIVITIES REPORT - Provided for information. 10.
