STUDY SESSION 4.1 PROPOSED FEE BASED RENTAL INSPECTION PROGRAM BACKGROUND: The purpose of this item is to present various options for a fee-based Rental Inspection Program as part of the Tier 1 housing goals to improve the quality of the rental housing stock. Outreach has been made with stakeholders to obtain feedback and recommendations for a successful rental inspection program. Considerations and feedback with California Apartment Association (CAA), North Bay Association of Realtors (NORBAR), tenant advocacy groups, and community organizations will be included in the study session. Subject to Council direction, staff will return in November with a draft ordinance for consideration and potential adoption 4.2 PROHIBITING RENTAL HOUSING DISCRIMINATION BASED ON SOURCE OF INCOME BACKGROUND: The purpose of this study session is to provide information regarding the proposed ordinance prohibiting rental housing City of Santa Rosa Regular Meeting Agenda and Summary Report Page 2 of 2 Housing Authority - CANCELLED SEPTEMBER 23, 2019 discrimination based on source of income. The draft ordinance will be heard by City Council on September 24, 2019. 5. PUBLIC COMMENTS (ON NON-AGENDA ITEMS) Comments from the public will be allowed on all agenda items at the time each item is called. This is the time when any person may address the Housing Authority on matters not listed on this agenda, but which are within the subject matter jurisdiction of the Housing Authority. Each speaker will be allowed three minutes. To address the Housing Authority you are requested to complete an orange Speaker Card and give it to the Recording Secretary. 6.
