RECOMMENDATION: It is recommended by the Housing and
Community Services Department that the Housing Authority, by
resolution, approve an allocation of 53 Article XXXIV units for Sage
Commons, located at 6 and 80 College Avenue.

12. REPORT ITEMS
12.1 REPORT - ADOPTION OF ANNUAL PUBLIC HOUSING AGENCY
PLAN
BACKGROUND: The Quality Housing and Work Responsibility Act of
1998 requires any Housing Authority that administers the Section 8
Housing Choice Voucher program to adopt a Public Housing Agency
(PHA) Plan with two components: The Five-Year Plan and Annual PHA
Plan updates. The City of Santa Rosa Housing Authority submitted a
Five-Year Plan in 2019 for Fiscal Years 2019-2024 and is currently
presenting an Annual PHA Plan for Fiscal Year 2020-2021. The Annual
Plan includes a change to the policies governing eligibility, selection
and admissions to the program by a planned conversion in Fiscal Year
2020-2021 to an electronic Housing Choice Voucher program Waiting
List; a plan to continue adding new Project-Based Vouchers to leverage
the development of additional affordable housing and a plan to continue
community outreach and engagement regarding the new state and local
ordinances banning source of income discrimination against Housing
Choice Voucher program participants in rental housing.
RECOMMENDATION: It is recommended by the Department of Housing
and Community Services that the Housing Authority, by resolution,
adopt the Annual Public Housing Agency Plan (PHA Plan) for Fiscal
Year 2020-2021, which includes a planned conversion to an electronic
Housing Choice Voucher Program Waiting List, the continued use of
Project-Based Vouchers to create and preserve affordable housing and
community outreach and education efforts regarding the state and local
ordinances banning source of income discrimination against Housing
Choice Voucher program participants in rental housing. The adoption of
an Annual PHA Plan is required by the United States Department of
Housing and Urban Development (HUD) for local administration of the
Housing Choice Voucher program.

It is recommended by the Department of Housing and Community
